Job BriefLocation: RemoteProgram BackgroundThe SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia's large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program's core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. The Consultant will also contribute technical input for the preparation of curricula and training modules to build the capacity of sub-national governments in managing and implementing Satu Data Daerah. To ensure coherence and synergy, the Consultant will work collaboratively with SKALA’s GEDSI, PFM, and MSS teams at both national and sub-national levels.Click on the link or copy paste it to access the full Terms of Reference for this position:https://tinyurl.com/n3jvftcaAbout YouSpecific Responsibilities Provide technical input for the design, development, and refinement of training curricula, modules, and guidance materials to strengthen the utilization of SEPAKAT for socio-economic data analysis in areas such as SPM, SLR, and budgeting through SIKD, e-SPM, and e-walidata. Contribute to the preparation of curricula and training modules for enhancing the capacity of sub-national governments in managing and implementing Satu Data Daerah, ensuring alignment with national data governance standards. Conduct review and analysis on current capacity building design that optimized used of learning management system, SEPAKAT Edu. Provide technical input to the modification of SEPAKAT Edu Learning Management System (LMS) to cater to the new DTSEN analysis in SEPAKAT. Provide technical input to enhance the implementation of training of trainers and training to local governments on the use of SEPAKAT to support evidence-based planning budgeting processes, including materials for the training on the integrated systems, i.e. SEPAKAT-SIPD (e-walidata, e-database, etc.). Provide technical input on the design of scaling out the use of SEPAKAT Edu as training platform on the use of SEPAKAT to support evidence-based planning budgeting processes. Provide technical input to the guidelines on the implementation of capacity building to local governments and villages and the use of LMS-SEPAKAT Edu. Provide technical input on the improvement of SEPAKAT Wiki as part of reading materials in the capacity building for the use of SEPAKAT system. Perform other tasks as requested.Other Duties Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.Job Requirements Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain. Work may require long, and flexible hours as needed. Travel is based on need.Deliverables Documented technical input for the design, development, and refinement of training curricula, modules, and guidance materials on the utilization of SEPAKAT for socio-economic data analysis in areas such as SPM, SLR, Vulnerability Index Data Information System and budgeting (SIKD, e-SPM, e-walidata). Documented curricula and training modules to strengthen the capacity of sub-national governments in managing and implementing Satu Data Daerah, aligned with national data governance standards. Finalized and documented review reports and recommendations on the optimization of SEPAKAT Edu as a learning management system for capacity building. Documented input and implementation plan for scaling out SEPAKAT Edu as a sustainable training platform for local planning and budgeting. Documented input on the guidelines on the implementation of capacity building, including training to sub-national and village governments. Documented input of the scheme and guideline for the integration training of SEPAKAT - SIPD (e-walidata and e-database). Documented input to SEPAKAT Wiki improvement. Documented consultation, workshops, meetings, and discussions related to the capacity building activities on the use of Socio-economic data through SEPAKAT.Relationship ManagementThe role will be working closely with the Data and Analytics unit and Government counterparts, under close coordination and reporting to the Data and Analytic Lead. Selection CriteriaEssential Master’s degree in Economic, Social Science, or relevant subject with more than 15 years experiences, and or has certified in social development and or training methodology with at least 15 years experienced on capacity development related programs. Experienced in the design and development of training curriculum and modules on the use of digital platforms, i.e. SEPAKAT in supporting evidence-based planning and budgeting processes. Experienced in the design and implementation of capacity building using learning management systems platforms and or other digital platforms. Experienced on assisting government counterpart in design and implementation of sub-national and village governments training program.
