Job Description

The Station Manager is responsible for leading and managing Arabsat’s ground station operations, ensuring uninterrupted satellite control and service continuity. This includes oversight of RF/BB systems, networks, and facilities at the assigned station (Dirab or Tunis), as well as HQ systems supporting satellite operations. The role ensures compliance with Arabsat’s governance framework and international best practices while embedding digitalization, predictive maintenance, and risk resilience to support Arabsat’s strategy of operational excellence and customer-centric service.Strategic Managerial Responsibilities: ▪ Contribute to the development and execution of the Satellite Control Department strategy, ensuring alignment with corporate objectives. ▪ With Director Satellite Control, manage the station’s annual budget, spare parts, and resources to optimize efficiency and cost-effectiveness. ▪ Lead the Station Operations team through facilitating the work processes, ensuring high-performance standards, compliance, and continuous improvement. ▪ Drive innovation in ground station management through automation, digital tools, and predictive monitoring.Core Responsibilities:Station Operation & Maintenance ▪ Ensure operational readiness of HQ RF/BB systems supporting satellite operations.▪ Monitor station performance, identifying improvement opportunities and implementing corrective actions.▪ Oversee preventive and corrective maintenance of RF/BB chains, control systems, and related networks.▪ Recommend changes to policies, procedures and standards to improve customer service and team efficiency.▪ Maximise station utilisation and manage the analysis, preparation and execution of the station utilisation changes with his staff.Systems & Technical Management ▪ Lead acceptance testing, commissioning, and integration of new station systems and equipment. ▪ Ensure compliance with international orbital safety and ITU regulations impacting ground station operations.▪ Drive digitalisation of ground control processes, including dashboards, KPIs, and anomaly detection.Customer & External Support ▪ Supervise execution of third-party services (launch support, antenna/BBE rental, transfer orbit services), ensuring customer satisfaction that concerns the respective station.▪ Collaborate with vendors, subcontractors, and regulators for the successful delivery of station projects and services. ▪ Provide technical support to customers and stakeholders for RF/BB operations and anomalies.▪ Manages third parties and customers (AOC, Satellite Control & Engineering Section, Arabsat IT, etc.) relationships to ensure that assigned services are made correctly and on time, meeting required specifications.Risk & Resilience▪ Develop and maintain station contingency plans, ensuring continuity of operations in case of failures or anomalies.▪ Oversee cybersecurity and resilience of ground station systems.▪ Ensure redundancy and backup systems are tested and operational.Budgeting▪ Participate in defining the station's annual budget and coordinating with the Director of Satellite Control in this respect, and implement the running budget as planned, in order to ensure sufficiency of allocated budget for own area of operations and to meet the station's goals.▪ Revise and approve the final spare parts and consumables list.Reporting▪ Create and approve reports on all station systems and activities on a daily, weekly, monthly and yearly basis as per the reporting schedule. ▪ Review routine and anomaly/variance reports prepared by technicians.People Management Responsibilities: ▪ Define team KPIs, align performance with Arabsat’s framework, and monitor delivery. ▪ Coach and mentor technicians, building expertise in ground station operations and digital systems. ▪ Foster a safety-first, customer-focused, and continuous learning culture.MINIMUM QUALIFICATIONS, EXPERIENCE, SKILLS & COMPETENCIES Qualifications ▪ Bachelor’s degree in Engineering, Electronics, Telecommunications, Electrical, or Aerospace Engineering. Years of Experience ▪ Minimum of 4 – 6 years in ground station/satellite control operations, with at least 3 years in a supervisory role. Nature of Experience ▪ Prior experience in satellite GCS engineering/operation, satellite stations/teleports and broadcast stations. Job Specific Skills ▪ Strong knowledge of RF/BB systems, ground station operations, and satellite control networks. ▪ Experience with ERP, monitoring platforms, and digitalisation of O&M activities. ▪ Knowledge of ground station processes and procedures. ▪ Ability to resolve technical and operational issues under pressure. ▪ Strong stakeholder and vendor management skills.
