“Müharibə Qəhrəmanı” yüksək addır, yoxsa “Milli Qəhrəman”?

Azərbaycan tarixinin qəhrəmanlıq səhifələri hər zaman şəhidlərin qanı, igidlərin mərdliyi ilə yazılıb. Amma bu qəhrəmanların adını tarixə həkk edən təkcə onların göstərdiyi şücaət deyil, həm də dövlətin həmin şəxslərə verdiyi ali qiymətdir. Bu baxımdan “Azərbaycanın Milli Qəhrəmanı” və “Vətən Müharibəsi Qəhrəmanı” adları həm mənəvi, həm tarixi, həm də ideoloji baxımdan xüsusi məna daşıyır. Azərbaycan xalqının bu günlərdə qeyd etdiyi Zəfər bayramının 5-ci ildönümündə “Vətən Müharibəsi Qəhrəmanı” və “Azərbaycanın Milli Qəhrəmanı” fəxri adını daşıyan igidlər də gündəmdədir. Bu adların hər ikisi eyni ruhun – vətən sevgisinin, fədakarlığın və qeyrətin ifadəsidir. Onlara layiq görülən qəhrəmanların məqsədi eyni idi: Azərbaycanın bütövlüyü və şərəfini qorumaq. “Azərbaycanın Milli Qəhrəmanı” adı 25 mart 1992-ci il-ci ildə təsis olunub. “Vətən Müharibəsi Qəhrəmanı” adı isə 20 noyabr 2020-ci il tarixində təsis olunub. Bəs bu adlardan hansı daha yüksək fərqlənmə dərəcəsidir. Bu fəxri ad Azərbaycanın ən ali fərqlənmə dərəcəsidir. “Vətən Müharibəsi Qəhrəmanı” adının xüsusi fərqlənmə nişanı - “Vətən Müharibəsi Qəhrəmanı” medalıdır. “Vətən Müharibəsi Qəhrəmanı” adı Azərbaycan Respublikasının işğal olunmuş ərazilərinin azad olunması zamanı düşmən qüvvələrinin tam məğlub edilməsi üzrə qarşıya qoyulmuş döyüş tapşırıqlarına və dövlət sərhədinin bərpa edilməsi üzrə döyüş əməliyyatlarına yüksək peşəkarlıqla rəhbərlik edilməsinə, həmçinin döyüş əməliyyatlarında göstərdiyi şəxsi qəhrəmanlığa görə verilir. “Vətən Müharibəsi Qəhrəmanı” adı eyni şəxsə bir dəfə verilir. “Vətən Müharibəsi Qəhrəmanı” adı almış şəxslər qanunla müəyyənləşdirilmiş güzəştlərdən istifadə edir. "Vətən Müharibəsi Qəhrəmanı" adına azı 83 nəfər layiq görülüb. “Vətən Müharibəsi Qəhrəmanı” adı verilən hərbçilərin 34 nəfəri döyüşlərdə şəhid olub, 49 nəfər isə sağdır. “Vətən Müharibəsi Qəhrəmanı" adı almış şəxslərə Prezident təqaüdü verilir. Həmin təqaüdün məbləği 2200 manatdır. “Azərbaycanın Milli Qəhrəmanı” adı respublikanın ikinci yüksək fərqlənmə dərəcəsidir. Bu fəxri ad Azərbaycan Respublikasının müstəqilliyi və tərəqqisi naminə xalq qarşısında müstəsna xidmətlərə və rəşadətə görə verilir. “Azərbaycanın Milli Qəhrəmanı” adının xüsusi fərqlənmə nişanı səkkizguşəli “Qızıl Ulduz” medalıdır. “Azərbaycanın Milli Qəhrəmanı” adı eyni şəxsə bir dəfə verilir. Azərbaycanın Milli Qəhrəmanı qanunvericiliklə müəyyənləşdirilmiş güzəştlərdən istifadə edir. Hazırda Azərbaycanın Milli Qəhrəmanlarının sayı 224 nəfərdir. Onlardan 15 nəfəri sağdır, qalanlar ya şəhdi olublar, ya da sonradan vəfat ediblər. “Azərbaycanın Milli Qəhrəmanı” adı almış şəxslərə də Prezident təqaüdü verilir. Həmin təqaüdün məbləği 2000 manatdır. Beləliklə, qanunvericiliyə görə, “Vətən Müharibəsi Qəhrəmanı” adı “Azərbaycanın Milli Qəhrəmanı” adından bir pillə yüksəkdir. “Vətən Müharibəsi Qəhrəmanı” medalı döşün sol tərəfinə, digər orden və medallardan yuxarıda taxılır. Ondan aşağı “Azərbaycanın Milli Qəhrəmanı”nın “Qızıl Ulduz”u taxılır. “Qızıl Ulduz”dan aşağıda "Vətən uğrunda" medalı taxılır.

KATHMANDU: Nepal's police have arrested 423 people accused of crimes ranging from murder to vandalism during a deadly mass uprising in September that toppled the government, according to police data released on Monday (Nov 10). "A team is looking into the incidents and we are working to collect information," Nepal police spokesman Abi Narayan Kafle said. Youth-led protests that rallied under the loose umbrella title of Gen Z, referring to those aged under 28, erupted on Sep 8 after a government ban on social media. The movement was more broadly fuelled by economic hardship and growing anger over corruption. Protests then morphed into nationwide fury, culminating in the collapse of the government as crowds torched parliament and the Supreme Court. At least 76 people were killed in two days of violence, according to a new police toll, including 63 protesters, 10 escaped prisoners and three police officers. Thousands of activists used the group-chat app Discord in the aftermath of the uprising to nominate 73-year-old former chief justice Sushila Karki as their preferred interim leader. She was then appointed prime minister until the elections due in March 2026. Arrests have taken place since the unrest, but the police data issued on Monday gave the first indication of the scale of the detentions.

BANGKOK: A Thai court of appeal has upheld an extradition order against a Chinese gambling kingpin after more than three years of legal battles, Thailand's state prosecutor said in a statement on Monday (Nov 10). She Zhijiang, 43, a Chinese national who also holds a Cambodian passport, was arrested by Thai police in August 2022 on an international warrant and Interpol red notice requested by Beijing, who accused him of running illegal online gambling operations. A Thai criminal court ordered his extradition to China in May 2024, but his legal team appealed the decision, arguing that the order breached the law. Last month, the Thai Constitutional Court ruled that the extradition order was lawful. She will be extradited to China "to stand trial for operating illegal casinos," the Thai prosecutor's statement said, adding that his alleged offences also included the founding and running of 239 gambling websites with circulating capital of over 12.63 trillion baht (US$385 billion). He is also accused of building and operating two casinos at Shwe Kokko in Myanmar, where he allegedly "enticed Chinese nationals to participate in gambling activities" through various online platforms, the statement said. She continues to deny any wrongdoing, saying that his case in China is politically motivated and based on alleged offences dating back to 2011, his lawyer Sanya Eadjongdee told Reuters. He said that the Appeal Court reached its verdict on Nov 6 and relayed it to She and his legal team on Monday. She is detained at Bangkok Remand Prison. NIA requests Delhi High Court to hold in-camera hearing on plea seeking death penalty for Yasin Malik

The National Investigation Agency (NIA) on Monday (November 10, 2025) asked the Delhi High Court for in-camera proceedings while hearing the agency's appeal seeking death penalty for Kashmiri separatist leader Yasin Malik in the 2017 terror funding case. A bench of Justices Vivek Chaudhary and Manoj Jain said the plea would be considered after NIA's counsel, Special Public Prosecutor Akshai Malik, requested to conduct the proceedings in-camera and provide a private virtual link. Yasin Malik, who appeared through video conferencing from Tihar jail, said he was subjected to psychological torture because of the protracted delay of around three years in deciding the appeal. The bench has posted the matter to January 28 for hearing the arguments. In September, Yasin Malik, in an 85-page affidavit submitted before the high court, claimed that he spent nearly three decades as a key figure in a state-sanctioned "backchannel" mechanism, working with a succession of prime ministers, intelligence chiefs and even business tycoons to foster peace in Jammu and Kashmir. The Jammu and Kashmir Liberation Front (JKLF) chief is lodged in Tihar jail where he is serving a life term in the case. On May 24, 2022, a trial court sentenced the separatist leader to life imprisonment after holding him guilty for offences under the stringent Unlawful Activities (Prevention) Act (UAPA) and IPC. He had pleaded guilty to the charges, including those under the UAPA, and was convicted and sentenced to life imprisonment. Appealing against the sentence, the NIA emphasised that a terrorist cannot be sentenced life term only because he has pleaded guilty and chosen not to go through trial. While seeking enhancement of the sentence to the death penalty, the agency said if such dreaded terrorists are not given capital punishment on account of pleading guilty, there would be complete erosion of the sentencing policy and terrorists would have a way out to avoid death sentence.
