'The world became stupider' when Internet Archive's Open Library was hit by a lawsuit: 'We survived, but it wiped out the library'

Internet Archive, a non-profit library dedicated to archived websites, music, books, apps, and all kinds of information on the internet, has been subjected to multiple lawsuits since its foundation in 1996. And one aimed at its library has reportedly had a major effect, according to what its founder told Ars Technica. Internet Archive might be most well known for its website archiver, The Wayback Machine, but, in 2020, its Open Library was sued by four major book publishers. Effectively, the Open Library is a digital library, where the Internet Archive would 'loan' digital versions of physical books it owns, to emulate a library. These books would be lent at a 1-1 rate with what it owned. At the start of the Covid-19 pandemic, it created the National Emergency Library in response to libraries shutting down, which removed its prior lending restrictions. In June last year, Hatchet, HarperCollins, Wiley, and Penguin Random House won their suit against Internet Archive's Open Library, taking out 500,000 books from the library. The Internet Archive lost its appeal just a few months later, in September 2024. "We survived… but it wiped out the library," Internet Archive founder Brewster Kahle told Ars, also noting, "the world became stupider" in the wake of this decision and they have some choice words for "massive multibillion-dollar media conglomerates" that have succeeded at making "sure that Wikipedia readers don't get access to books." The archiving of books is a lifelong goal for many, and the Internet Archive website says its mission is to "provide universal access to all knowledge." Earlier this year, the Internet Archive settled a lawsuit for an undisclosed amount due to it providing archives of 78 rpm shellac records. Kahle tells Ars Technica, “The idea that somebody’s going to stream a 78 of an Elvis song instead of firing it up on their $10-a-month Spotify subscription is silly, right?” Kahle tells the Examiner, "One hundred years ago in the United States, the legislatures and judiciary were very pro-libraries. Now we have licensing issues. We have the corporations, we’ve got book bans, we’ve got defundings, we’ve got criminalization of librarianship. It’s a challenging time in the United States and actually in many countries around the world, as we’re going through some political swings." Kahle also reveals to the Examiner the ways he works with and around AI. Public domain works are crawled by AI, but everything else archived is not, "because there's not regulatory clarity". When asked what they may try to archive next, Kahle explains, "3D environments, games, the human experience. And the digital-built experience—how do we go and learn from that? Boy, we really don’t know."

Where to find mushrooms in Arc Raiders

Mushrooms are oddly one of the trickiest foods to find in Arc Raiders, but what Scrappy wants, Scrappy gets. By this point, you'll have already been sent to track down everything from lemons and apricots to prickly pears, olives, and a cat bed, yet somehow mushrooms—fungi you'd have thought would overrun old buildings in the post-apocalypse—are among the most annoying to find. Don't worry, though, your search for random food is almost over, and once you know where to look, mushrooms aren't too bad to collect. You'll likely just need to do a few repetitive runs to farm them up. Where to find mushrooms in Arc Raiders The best places you can find mushrooms are: Inside Hydroponic Dome Complex and on the surrounding trees on the Dam Battlegrounds map.On trees south of Little Hangar in the north of the Spaceport map, just outside the East Container Yard. Generally, mushrooms are located on trees or in dank areas in Nature locations. This is why you'll find multiple spawns inside Hydroponic Dome Complex (often in the little planters) and on the trees surrounding this location and the nearby river on Dam Battlegrounds. It's a large area, so expect quite a bit of wandering area the woods, but you should be able to get a good handful and safely extract at the nearby lift. However, I've also found the pipes on the top floor of Water Treatment Control to be worth checking. It's a small area, so much less walking around, though there's no guarantee that they'll spawn, at least in great numbers. Keep in mind that both locations are pretty dangerous areas and mushrooms are hard to spot, so don't get caught out while scavenging. As mentioned, another possible location is a bunch of trees between Little Hanger and East Container Yard on Spaceport. This isn't marked as a Nature area, but they're a very common spawn here. Mushrooms are, unsurprisingly, a Nature item, so you'll have a better chance of finding them during the Lush Blooms modifier when it's active.

Just like people, pets have an impact on the planet, taking on a whole new meaning to the “pets are family members” sentiment. Recent data has shown that purchasing pet food resembling their own diet with “fresh” and “human-grade” food that needs to be refrigerated comes with a price beyond the pet food budget. With pets needing to eat every day, feeding your furry friend becomes a climate-intensive decision. Most pets eat meat and the environmental impact of that includes the land the animal lived on, the food it ate, the waste it generated and other factors. “What else do pets do? We have to feed them. I think that that’s why it’s number one,” said Allison Reser, director of sustainability and innovation at the Pet Sustainability Coalition. But just like people, a pet's impact on the planet can vary greatly depending on its diet. The marketing of higher-quality pet food suggests that it's healthier. But there isn't much evidence to suggest refrigerated, fresh or human-grade food leads to better pet health outcomes, according to Alison Manchester, assistant clinical sciences professor at Cornell University’s College of Veterinary Medicine. “I think a lot of it is playing on marketing and treating pets as members of the family,” said Manchester. She said traditional kibble and wet food can also provide a perfectly balanced pet diet, and it often makes use of animal parts that aren't palatable to humans and otherwise might have been wasted. Billy Nicholles, pet food researcher with Bryant Research, said the trend of using human-grade meat in pet food increases its climate impact because pets aren't just eating animal parts that would have otherwise gone unused. “We definitely can’t dismiss these impacts altogether by just saying these are the offcuts, these are environmentally negligible,” he said. In the U.S., feeding dogs and cats accounts for more than a quarter of the environmental impact from meat consumption. The pollution created from the meat that dogs and cats consume in the U.S. is equivalent to the pollution created from driving 13.6 million cars for a year, according to a UCLA study. One common and easily solved problem is giving less food to overweight pets. “Not only does (overfeeding) mean that the dog’s going to have a poorer quality of health,” Nicholles said. “It also means that we’re increasing to those environmental impacts as well.” The American Kennel Club said diet makes up the majority of a dog's weight problem, so fixing it relies mostly on making sure it's eating the right number of calories (treats included). Protein should make up roughly 18% of an adult dog's diet and roughly 26% of an adult cat's diet, according to the Association of American Feed Control Officials. Manchester said it’s possible for dogs to be healthy on a vegan diet. “Dogs can get plenty of protein and the right balance of protein without actually ingesting any meat,” Manchester said. Cats rely more on animal products. Manchester said she doesn’t know of a balanced, commercially available vegan cat food. That means minimizing their impact comes from choosing less pollutive meat options when possible. Beef is the most pollutive protein. Chicken and fish are lower-impact, and plant-based options pollute the least. Manchester also recommends buying pet food instead of making it at home or feeding pets table scraps. She said that there's “a lot of room for error” with balancing the nutrients in homemade pet food that can lead to nutrient deficiencies, bone or heart problems and other health issues. For those looking to avoid human-grade dog food, Reser said to check the label and avoid ingredients that sound appetizing to humans, such as high-quality chicken breast meat. Ingredients such as organ meats or crickets indicate that the protein is coming from byproducts or more sustainable sources. These steps can be done when shopping at grocery stores or large pet supply stores. But for those who want to go further, some of the most sustainable brands might cost more, or require more research because they aren't available in physical stores or on major websites. Some may require a vet's prescription. The brands that focus on sustainability might have labels that show they are climate neutral certified, that they're regenerative organic certified or that they're a certified B Corp. Diet isn't the only factor to consider. The type of pet, its breed and where it came from all affect its impact. For example, buying a dog from a breeder creates demand for that breeder to make more dogs. Nicholles said a dog in a shelter already has a “priced-in” carbon impact. “If there are dogs in the world that already exist that need homes, that seems to be a more responsible decision for the planet than going through a breeder,” said Reser. Nicholles says, generally, the smaller the pet, the smaller the carbon footprint. For some pets, size just doesn’t change much. Most cat breeds fall into a narrow size range. But dogs can vary greatly in size, and thus climate impact. Smaller dogs not only eat less, but create less waste and use crates and other accessories that require less material to make. “It matters a lot, for the slightly obvious reason that a larger dog is going to be eating many, many more calories,” said Nicholles. Reser said accessories that come from regenerative, durable or recyclable materials can often have a lower impact and need less frequent replacement. Or, for a cat like Reser’s that gets bored of toys quickly, try a completely different tact. “I make her toys out of trash, honestly,” she said. “Like a piece of newspaper or a receipt, she loves.”

Industrial zones must be connected with the railway network to reduce logistics costs and make exports competitive. He said that in Bangladesh, exports are given “ambulance-track” priority, but in Pakistan exporters do not receive such facilities, leading to a rising trade deficit. He appreciated the reopening of Badami Bagh warehouses as a business-friendly decision and said that improving facilities at railway stations is good, but the real benefit will only come when operations and service delivery match global standards. SAARC Chamber Vice President Mian Anjum Nisar said that the world has made major advancements in railways, Pakistan government also needs to formulate viable policies for the private sector. Industry does not get support when facing losses — it must run profitably, otherwise it shuts down. Private sector participation and supportive policies are needed. Responding to business community concerns and suggestions, Hanif Abbasi said that railway stations and the entire network are being upgraded. A total of 400 kilometers of new track is being laid and 484 kilometers is being uplifted. Two billion rupees have been allocated for upgrading the Lahore–Rawalpindi single track, with plans to reduce travel time between both cities to 2.5 hours. Development works are underway at major stations including Lahore, Karachi, Faisalabad, Rawalpindi, and Rohri. Approval for the Rohri–Karachi upgrade worth Rs 2 billion will be granted in July. The Narowal section and Lodhran station are also being uplifted, while plantation from Shahdara to Raiwind will help improve the environment. He said Pakistan is the only country where passenger revenue is higher than freight revenue, and this imbalance is being corrected. Railway hospitals and schools are being outsourced. The private sector will be allowed to run its own locomotives with track access. Coal trains are being added while railway will ensure efficient transportation of industrial materials including Reko Diq production. For the uplift of Balochistan railways, Rs 3.5 billion have been provided. Jaffar Express continues to serve the nation despite terrorism threats. Railway revenues are continuously increasing and will keep rising. Hanif Abbasi said that electricity and taxes are the highest in the region and measures are being taken to reduce them. When factories run, the country will run — the economy will recover fast, and important industrial and economic reforms will be introduced soon. Such steps have never been taken before. The business community should trust in the railways and increase investment to support the government in the journey of development, he concluded.

If there was an award for grossest sounds per minute, I'm positive that the Roadside Research demo would take it. It's like any other shop/restaurant/venue simulator on the surface: buy goods, sell goods, make customers happy, make a profit. Except every step I take causes an unsettling squelching noise to ricochet through my ears, and every now and then I appear to shit green goo. That's because I'm actually an alien running a gas station in an attempt to blend in with humans while simultaneously figuring out on the sly what makes 'em tick. Why aliens would descend on Earth and decide that filling up tanks and selling overpriced snacks would be the best course of action is beyond me but hey, it makes for an awfully compelling gameplay loop. Roadside Research starts me off with one gas tank, one shelf, and a handful of cash to get things chugging along. There are four different fuel types to keep in good supply, and an ever-increasing number of chips, drinks, and random utilitarian doo-dads I can eventually unlock through an upgrade tree to sell onto customers for a tidy profit. I played alone (though you can play with up to three friends, which feels preferable with all the plates I ended up spinning) which meant I was regularly dashing between the cashier desk and the fuel pump to make money, all while random bits of trash and dirt began to stink up the whole gaff. The trash comes in handy, though—it's the kickstart to researching humans, and so I scurry around in between customers collecting cans and wadded-up tissues to throw in my alien scanner and gain research points. Maintaining a low profile is paramount though, and getting up to too many suspicious activities makes my human customers suspicious. They don't seem too fazed by my incessant litter-picking—it's part of the job, after all—but after collecting a good chunk of research points I nab myself a camera. I'm tasked with taking pictures of humans with certain features, like someone with blue hair or somebody wearing a white shirt. I make the mistake of chasing a man as he enters the bathroom, my alien eye peering through the lens ready to shoot. He turns around and spots me, and is immediately suspicious. This might be tougher than I thought. Do too many un-humanlike things, and agents will rock up to determine if you're really a human or actually a slimy otherworldly creature with a doodled-on piece of paper strapped to your face. Breathe like a human, serve like a human, and the agents eventually leave. Cock things up though, and it's game over. Balancing human research with running a tight ship at the gas station keeps things constantly moving each day, with two separate upgrade trees to focus on that meant I was rarely ever standing still waiting for something to happen. I did manage to find a little bit of time to throw up some decorations around my humble rest stop though, things to really make me fit in among the humans—discount signs, a boombox, an American flag to show off my patriotism, all the regular stuff. It really is good fun, and my two hours spent in the demo went by dizzyingly fast. I'm already getting ready to convince my pals to pick it up and give Roadside Research a whirl with me. Even if that's only partly because I'm desperate for extra helping hands to be on goop duty when I accidentally defecate all over a customer's shoes. It's tough doing it all by yourself.

If I wasn't already lucky enough to have my hands on the 2025 version of the Razer Blade 14, this would absolutely be my one object of technical desire this Black Friday season. As soon as I checked out the updated Blade 16 and its new svelte chassis, I desperately wanted to know what the company had done to its 14-inch device. After all, Asus' competing Zephyrus G14 had taken the compact laptop crown of the previous generation. And, basically, Razer has smashed it. The Blade 14 is a gorgeous, impressively powerful little gaming laptop that can be your office companion as well as your Battlefield 6 system. As always, however, it's an expensive thing. Though far less so now that Razer has slashed the price by a staggering $900, knocking it down to just $1,800 at Amazon... and Best Buy, and at Razer itself. HARRISBURG, Pa. (AP) — George Banks, one of the most notorious mass murderers in the U.S., has died. Banks, 83, died Sunday afternoon at Phoenix state prison in Pennsylvania, the state Department of Corrections said. Banks died of complications from renal neoplasm, or kidney cancer, said Montgomery County Coroner Dr. Janine Darby. Banks had been in prison since 1982 after shooting 14 people, and killing 13, including his own children, during a rampage in Wilkes-Barre. At time, it was considered one of the worst mass murders in American history. He was convicted of 12 counts of first-degree murder and one count of third-degree murder. Banks had been drinking at a party late at night before using an AR-15 rifle to start the rampage at his home. Five victims were his children, ages 1 to 6. Four more were the mothers of his children. Other victims were bystanders, including an 11-year-old child who sometimes stayed with his family, a 7-year-old child and a teenager who saw Banks leaving his home armed with the rifle and recognized him. Banks killed three women and five children at his home, authorities say. Then, dressed in green army fatigues with an ammunition bandolier around his chest and shoulders, Banks left, when he saw four teenagers walking to their car from a nearby friend’s house. He shot one fatally, and another, who survived, authorities say. He stole a car and went to the Heather Highlands Trailer Park where police found the bodies of Banks’ son and the child’s mother, as well as her mother and her nephew. From there, Banks went to his mother’s house, who told police that Banks told her, “I killed them. I killed them all,” court records say. Banks eventually surrendered after a four-hour standoff at a friend’s house after police tried to convince him that his victims had survived. Eventually, state courts prevented his execution, saying he wasn’t mentally competent. That left Banks with a sentence of life imprisonment. The teenager who survived being shot by Banks, Jim Olson, later expressed frustration in 2012 that Banks hadn’t been executed, saying, “What is the sense of having a death penalty if you don’t use it or enforce it?" Defense lawyers had argued that Banks was insane when he went on the shooting spree. After his arrest, Banks, who is biracial, claimed he had killed his children to save them from the pain of growing up in a racist society. During his trial, he overruled his lawyer on strategic decisions, and argued instead that prosecutors, the judge and the mayor of Wilkes-Barre were conspiring against him. Banks also showed the jury gory pictures of his victims, even after his lawyer had successfully gotten the photos barred on the grounds that they were gruesome and prejudicial.

Job protection means status quo for B.C.’s private forestland: Parmar

Local governments are frustrated after finally receiving a long-awaited answer to when legislative changes are coming to the law governing how some forest lands are managed in B.C. The answer: with the trade war targeting B.C. lumber, the priority is protecting forestry jobs. In short, after years of fighting, change is not coming. The 2003 Private Managed Forest Land (PMFL) Act puts no limit on the volume of timber that can be harvested, contrary to logging on Crown land. It’s administered by the Private Managed Forest Council, two of the five members of which have active vested interest in PMFLs. “It is the ultimate fox looking after the chicken coop kind of scenario,” said Dave Weaver, a retired professional forester and member of the Beaufort Watershed Stewards. Weaver said his assessments of three different watersheds and 24,000 hectares show those lands have a higher risk of damage to water and habitat compared to public land. Over the years, there have been persistent calls for change to the program, especially on Vancouver Island where about one fifth of the land is made up of privately managed forests. Limited data sharing and transparency of logging practices allowed under the act make it hard for local governments to know what the risks really are, said Ben Geselbracht, president of the Association of Vancouver Island and Coastal Communities. “Municipalities are worried because of information around fire risk and standards around how close you can log to waterways and standards for cleanup. All these things can negatively impact their watershed,” Geselbracht said, referring to the several municipalities that are part of the association and rely on watersheds sealed behind the gates of privately managed forests for their drinking water supply. Improved regulation for PMFLs has been a longstanding issue for the association, which represents 54 local governments at the Union of BC Municipalities. Over the past 20 years, it has endorsed 23 resolutions — more than one per year on average — related to privately managed forest lands. “What they’re looking for is the same standards that apply on Crown land to apply on private property. I can understand and appreciate their concerns pertaining to that,” BC’s Minister of Forests, Ravi Parmar, told Canada’s National Observer. “What I would say is, we have a number of private licensees that do really good work here in British Columbia, and I would highlight Mosaic being the largest.” Parmar added he has recently spoken to Mosaic — a private forestry company that owns the lion’s share of PMFL land — and feels the company is taking steps to address local government concerns that don’t require legislative changes. He also said local governments are welcome to meet with companies like Mosaic and express their concerns to them directly. But Geselbracht said their attempts at this have been futile, and if the solution to decades old problems was as simple as meeting with these companies directly these problems would already have been solved. “That is the whole point of why provincial legislative changes are needed. Local governments have been trying to address these issues directly with the companies for a long time to no avail,” Geselbracht said. Under the act, the forest council can restrict local government attempts to legislate on PMFL land. The council can restrict municipalities from adopting bylaws or changing how they issue permits in ways that either directly or indirectly restrict forest management activity. “The minister’s comments reveal that there is more work to be done to make the Ministry of Forests aware of the serious challenges faced by local governments,” Geselbracht said. The amendment that never was Back in 2019, a glimmer of hope emerged for local government when the BC Ministry of Forests undertook a review of the act that sought to restore public confidence in the program. This culminated in a “What we Heard” report, which pointed to a clear desire for change from the majority of respondents, aside from PMFL owners themselves. Seventy per cent of respondents, more than half of whom said they lived on Vancouver Island, disagreed with the statement that the “current regulatory framework is effective.” The report also identifies Indigenous Nations feel that sustainable forest practice standards have not been adequately met, and are “frustrated with the lack of protection of their traditional use and spiritual sites.” Since then, there has been a change of premier, a pandemic and BC’s adoption of the UN Declaration on the Rights of Indigenous Peoples, not reflected in the original review, Parmar said. As a result there has been no further action and six years later, correspondence between the BC Ministry of Forests and the Association of Vancouver Island and Coastal Communities reveal there is no plan to amend the act. “Presently, the ministry does not intend to make legislative changes to the PMFL Act as a result of the review,” the ministry wrote in an Aug. 21 letter. More recently, the provincial government has also had to contend with tariff threats imposed onto the forestry sector by US President Donald Trump. Consequently, the government’s capacity has had to focus more on the economy and retaining jobs under this new mandate. “One of the messages that I shared with local government leaders is I face capacity challenges. And again, I would say the biggest threat and the biggest thing that’s on my mind is worker protections pertaining to potentially thousands of jobs being lost in British Columbia,” Parmar said. That aligns with what Geselbracht has learned in drips of information over years of resolutions, terse responses and meetings. “We are told that their priority is to improve the revenue,” Geselbracht said. “The priority has been given to the minister to make sure we are producing revenue from our forests, to put all resources behind figuring out how to make permitting more efficient, and not to mess with the current practices.” In an email statement, the ministry confirmed Geselbracht’s understanding of the minister’s marching orders, citing a need to prioritize jobs and the economy in a time of uncertainty. “The forestry sector is facing many challenges and people in BC are feeling uncertain. Our priority is protecting the jobs and paychecks of workers in BC, and to do that, we are directing as many available resources as possible to support the broader economy,” a ministry spokesperson wrote in a statement. For Geselbracht, the delays have been frustrating. On Vancouver Island, the percentage of revenue that comes from privately managed forests is a small fraction of what comes from the province. He said the government should be able to meet its goals while also improving forest practices. “Fair enough if you don’t have the people power at this moment. But send the message that this is important.” Geselbracht said. In the August response letter to the association, the ministry said concerns that came up during the review are being addressed through “government actions that are not specific to amending the PMFL Act,” including the Modernizing Forest Policy initiative of 2021. The ministry maintains modernization to the act is being considered. In July, a month prior to the letter stating no legislative changes are coming as a result of the 2019 review, CBC reported the ministry is “working to modernize the act following the 2019 review.” When asked what changed between July and August, the ministry repeated it “continues to work with the Private Forest Landowners Association and the Managed Forest Council to modernize the Private Managed Forest Land Program.” Pressed on what modernizing the program means, the ministry responded generally about policy modernization and stated this process can lead to legislative changes, but did not say if it would happen in this case. “As government and public expectations change and evolve, policies need to do the same,” it added.

U nastavku XXIX sjednice Skupštine opštine Bar, sa 19 glasova „za“ i devet „protiv“, usvojena je Odluka o davanju saglasnosti na Cjenovnik usluga za opšta i posebna parkirališta, koji je 3. oktobra utvrdio Odbor direktora doo „Parking servis Bar“. Izvršna direktorica doo „Parking servis Bar“ Nikica Purlija je u uvodnom izlaganju istakla da je shodno Zakonu o komunalnim djelatnostima koji propisuje da je održavanje javnih parkirališta komunalna djelatnost koja je od javnog interesa. Taj zakon propisuje da vršilac komunalnih djelatnosti utvrđuje cjenovnik usluga na koji saglasnost daje Skupština opštine. Statutom DOO Parking servis Bar, kao i Odlukom o javnim parkiralištima je utvrđeno da cjenovnik usluga utvrđuje Odbor direktora Parking servisa Bar na koji saglasnost daje SO Bar. Iz tog razloga, Odbor direktora je, objasnila je, održao desetu sjednicu, na kojoj je 3. oktobra utvrdio cjenovnik usluga za opšta i posebna parkirališta, kojeg je potom uputio nadležnom Sekretarijatu za komunalne poslove i saobraćaj. Resorni sekratarijat je dao pozitivno mišljenje. „Elaboratom o parking zonama, dozvoljenom vremenu parkiranja, elementima infrastrukture za parkiranje i načinu naplate parkiranja na javnim parkiralištima na teritoriji opštine Bar, propisano je da se naplata parkiranja vrši u vremenskom intervalu od 8 do 21 i subotom od 8 do 14 sati, da se za korišćenje javnih parkirališta korisniku plaća odgovarajuća naknada. Cjenovnik utvrđuje vršilac komunalne djelatnosti kome je povjerena naplata parkiranja na javnim površinama. Cijena usluge treba da bude regulacioni faktor koji treba da smanji negativan uticaj na saobraćaj u mirovanju, kao i da politikom odgovarajućih cijena smanji preduga zadržavanja vozila, odnosno da omogući veći obrt u korišćenju raspoloživih parking mjesta. Tarifnim sistemom treba posebno obuhvatiti kategoriju povlašćenih korisnika kojima pripadaju stanari zoniranih područja, pravna lica, preduzetnici, zaposleni… Vršilac komunalnih djelatnosti u zavisnosti od tehničkih mogućnosti i opremljenosti će primijeniti neke od načina naplate – slanje SMS poruka, putem aplikacije, prodajom parking karata u trgovačkoj mreži, prodajom na parking automatima, kod kontrolora inkasanta, prodajom mjesečnih karata“, kazala je Purlija. Elaboratom o parking zonama, dozvoljenom vremenu parkiranja, elementima infrastrukture za parkiranje i načinu naplate parkiranja na javnim parkiralištima na teritoriji opštine Bar, utvrđene su zone u kojima će se vršiti naplata parkiranja. „Tako je predviđeno da Zona 1 obuhvata dio Prostorne cjeline Bar koja je omeđena Jadranskim morem, Bulevarom dinastije Petrović, Ulicom JNA i Ulicom barskih logoraša, parking prostor u okviru Prostorne cjeline Stari Bar, Žukotrlica, te u okviru Prostorne cjeline Sutomore. Parking Zona 2 obuhvata dio Prostorne cjeline Bara koja je ograničena rijekom Željeznicom, željezničkom prigom Makedonskom ulicom, Trgovačkom ulicom i Bulevarom dinastije Petrović. Cijena po započetom satu u Zoni 1 je 50 centi (s tim što cjenovnik usluga za opšta i posebna parkirališta poznaje status povlašćenih korisnika). Tako je povlašćena karta za stanare pet eura u obje zone, za zaposlene 15 eura, za pravna lica i preduzetnike 30 eura. U Zoni 1 povlašćena parking karta za nerezidente je 20 eura. Za zatvoreni parking za jedan sat parkiranja je jedan euro, za autobus deset eura po započetom satu. Dnevna karta (plaćanje u roku od osam dana) deset eura i rezervacija parking mjesta mjesečno 150 eura u vremenskom periodu osam plus dva sata dvevno i za vrijeme 24 sata 300 eura. U Zoni 2 po započetom satu cijena je 40 centi, za stanare, zaposlene, pravna lica i nerezidente, cijena je ista kao u Zoni 1. Za dostavna vozila 45 eura, dnevna karta je deset eura, a rezervacija parking mjesta košta kao i u Zoni 1“, precizirala je direktorica Parking servisa. Povlašćena parking karta podrazumijeva pretplatu od prvog do posljednjeg dana u mjesecu, može se izdati samo ako je podnosilac zahtjeva izmirio dospjele obaveze. Ovi korisnici su dužni da zaključe Ugovor o povlašćenom korišćenju parking mjesta u periodu do 12 mjeseci, a važi isključivo za vozilo, odnosno za registarske tablice koje su naznačene i samo za zonu za koju je izdata. Pravnim licima ili preduzetnicima mogu se izdati najviše tri povlašćene karte po jednom poslovnom prostoru. Fizičkom loicu mogu se izdati najviše dvije povlašćene karte po jednoj stambenoj jedinici. „Ovaj Cjenovnik nudi najpovoljnije cijene parkinga u Crnoj Gori, a rukovodili smo se time da na prvo mjesto stavimo interes korisnika“, decidna je Purlija. Radomira Novakovića (Biram Bar) je interesovalo kojom metodologijom se došlo do ovih cijena. Predsjednik SO Branislav Nenezić je kazao da je izvršni direktor nadležan da saopštava sve odgovore Valentina Minić (Demokrate) smatra da bi za korisnike parkinga u Baru bilo bolje da je uvedena sezonska i vansezonska tarifa, kao što je praksa u Ulcinju. Ukazala je da su cijene za štetu koju eventualno izazovu korisnici parking usluga, izuzetno visoke. Predsjednik Opštine Bar Dušan Raičević je istakao da je „velika nepravda učinjena time što je opština Bar svrstana u opštine koje su po indeksu razvijenosti svrstane među one koje su slabije razvijene i da im po tom osnovu pripadaju sredstva iz Egalizacionog fonda. „Od prvog dana sam govorio da je napravljena očigledna greška, ali da mi nismo u poziciji da je ispravimo. Opština Bar je po Odluci iz 2022. godine imala indeks razvijenosti 98,79. Po tom osnovu smo prethodne dvije godine prihodovali blizu sedam miliona eura. Greška na koju smo ukazivali je ispravljena tek prije sedam dana, pa je tako izvršena izmjena Odluke po kojoj se definiše indeks razvijenosti koji tako sa 98,79 skočio na 105,45, što je značajno povećanje indeksnih poena. Ovaj indeks nam definiše i neke nove razvojne perspektive, s obzirom da opština Bar nije više korisnik Egalizacionog fonda. Neće to biti ni u nekom narednom periodu“, kategoričan je Raičević. Odgovarajući na tvrdnju odbornice Minić da čelni čovjek grada „neće plaćati parking“, Raičević je istakao da su u pitanju „neprovjerene informacije“. „Biću prvi koji će plaćati parking, moje vozilo će biti primjer kako se propisno parkira, a sve obaveze ću redovno izmirivati“, podvukao je Raičević. Drago Drobnjak (SD) je predočio da je na osnovu analize cjenovnika za parkin mjesta u ostalim crnogorskim gradovima „cijene u Baru konkurentne i pristupačne“, kao i da „nemaju za cilj da stvore neprihvatljive troškove za građane“. Darko Janković (PES) sugeriše da bi trebalo napraviti parking garažu, a sa njim se slaže Branimir Lakićević (Nova srpska demokratija), koga brine što će „u Baru imati oko 5.600 parking mjesta, a registrovanih automobila je preko 25.000“. Milena Božović (Biram Bar) je apostrofirala da građani imaju pravo na uređena parkirališta i javne garaže, a kao manjkavost je navela što nema mjesta za invalide. U nedoumici je šta da rade oni koji imaju uredno plaćene karte, a nemaju mjesta da se parkiraju. Zanima je da li u tom slučaju građani treba da plate na drugom mjestu dok se ne oslobodi prostor na prostoru za koji su platili. Odgovarajući na pitanje odbornika Novakovića (Biram Bar) da li je Opština Bar dobila ili izgubila time što više nije korisnik Egalizacionog fonda, čime je, kako je kazao, ostala bez ozbiljnog prihoda od četiri miliona eura na godišnjem nivou, predsjednik Opštine Bar Dušan Raičević je podsjetio na Sporazum o saradnji sa Ministarstvom prosvjete iz 2023. godine, kojom prilikom je precizirano koji projekti će se finansirati u smjeru podrške obrazovnih i zdravstnih institucija. „Opština je preuzela finansiranje školskih sportskih sala u osnovnim školama ‘Jugoslavija’, ‘Srbija’, i ‘Meksiko’ u koju namjenu je uloženo skoro 200.000 eura. Investirali smo i izgradnju parking prostora na kompleksu Bolnice, a prije nekoliko dana smo potpisali izvođački tender za zamjenu svih liftova u Opštoj bolnici Bar, što je investicija vrijedna 350.000 eura. Sredstva koja prihodujemo kroz egalizacioni fond, a između ostalog se po zakonu moraju trošiti za tekuće rashode (plate), nismo za to trošili, već smo nastojali da ulažemo u zajednicu. Što se tiče gubitaka, sredstva koja bi Opština Bar trebalo da prihoduje kroz Egalizacioni fond u 2026. godini bi iznosila blizu pet miliona eura. Preživjećemo i bez toga, a vjerujem da ćemo pronaći način da ta sredstva nadomjestimo“, kategoričan je Raičević. Milan Nešković (Demokrate) je mišljenja da je „Bar od opštine koja se hvalila da ne naplaćuje parking, došao do one koja naplaćuje svaku slobodnu parking površinu“. Rješenje bi, procjenjuje, bilo da se građanima ostavi mogućnost da se negdje besplatno parkiraju. Dr Rade Stanisavljević (Za budućnost Bara) je, nadovezujući se na izlaganje predsjednika Opštine Bar, kazao da je „investiranje u liftove u Opštoj bolnici Bar investicija od izuzetnog značaja za zaposlene i pacijente“ i podvukao da je to „dobar primjer kako lokalna vlast i državne institucije mogu da funkcionišu bez obzira na političke razlike“. Odgovarajući na pitanja odbornika, direktorica Nikica Purlija je kao pozitivan aspekt odnosa prema korisnicima navela i to što u Baru neće biti ljetnjeg i zimskog cjenovnika, niti vremenskog ograničenja javnih parkirališta. Momčilo Leković (Demokrate) smatra da je prvo trebalo izgraditi garaže, pa potom ući u osnivanje preduzeća. Izrazio je žaljenje što Bar ubuduće neće biti parking.free destinacija što ga je „krasilo proteklih godina“. Komentarišući navode iz klupa opozicije da je koalicija u Baru uzdrmana Asim Andrić (DPS) je ustvrdio da lokalna uprava funkcioniše u odličnim relacijama, po principu dogovora i koalicionog sporazuma. On je naglasio da je „najveći značaj prepoznao u tome što su svi odbornici saglasni da postoji potreba za osnivanjem parking servisa, a sad treba da odredimo kako će taj sistem funkcionisati“. Vesna Drašković (DPS) je ukazala da se „četrdeset odsto diskusije nije odnosilo na ovu, jako važnu, tačku dvennog reda“. „S obzirom da živim u prvoj zoni, godišnju kartu ću plaćati 60, odnosno mjesečnu pet eura. To neće biti veliki namet, ako će se riješiti ono zbog čega sam zaista željna da se parking servis uvede, a to je da – ako sam jutros izašla sa parkinga, do 15 sati više ne mogu da nađem parking tu gdje živim jer je mnogo agencija, špedicija u tom dijelu grada. Problem je i što mnogo ljudi zauzima mjesto na parkingu automobilima na kojima je nalijepljeno da su na prodaju“, navela je Drašković Vladimir Božović (SDP) procjenjuje da je parking servis nužnost, jer broj vozila raste, a uređen i transparentan sistem naplate i upravljanja parkingom nije luksuz. Predloženi cjenovnik služi, mišljenja je Božović, da uvede balans između potreba i interesa vozača i principa javnog reda. Ferida Peročević (URA) je kazala da iznos koji treba izdvojiti za parkiranje automobila nije za svakog „simboličan“, jer su brojni Barani u stanju socijalne potrebe.

During the road trip, Ashlee Buzzard allegedly removed the California license plate, number 9MNG101, from her rented white 2024 Chevrolet Malibu, according to the sheriff's office. Beginning on Oct. 8, New York license plate number HCG9677 was on the rental car. It's not clear when that plate was put on or if other plates were added at other times, according to the sheriff's office. The last verified sighting of Melodee was on Oct. 9, the sheriff's office told ABC News. Surveillance video shows Melodee with her mom that day near the Colorado-Utah border, according to the sheriff's office. Authorities said they believe Ashlee Buzzard's return route went west through Green River, Utah; Panguitch, Utah; northwest Arizona; Primm, Nevada; and Rancho Cucamonga, California. On Oct. 10, Ashlee Buzzard arrived home in Lompoc with the car she and Melodee had rented on Oct. 7 -- but Melodee was not with her, the sheriff's office said. Ashlee Buzzard's rental car had its original California license plate back on when it was returned to the rental agency, according to authorities. The investigation into Melodee’s disappearance was sparked on Oct. 14 when a school district administrator reported her "extended absence" to authorities, the sheriff's office said. Melodee was apparently homeschooled for at least the last few years, the sheriff's office said. This August, Melodee and her mom visited the Mission Valley Independent School to enroll her in the Lompoc Unified School District's "independent study program," according to the district. "In our independent study program, if a student fails to pick up assignments, the student is referred back to their school of residence, which then contacts the family to complete enrollment," the district told ABC News in a statement. "If attendance does not begin, the school follows mandatory truancy procedures -- including phone calls, letters, emails, and home visits. When a student or family cannot be reached after these efforts, the school requests a welfare check from law enforcement." Melodee’s paternal aunt told ABC News that Melodee lived alone with her mother in increasing isolation. The aunt said in the few times she’d seen Melodee, the little girl was friendly, kind and loving. Authorities conducted an initial search of Ashlee Buzzard's home on Oct. 15, the sheriff's office said. Investigators conducted another search at the Buzzards' home on Oct. 30, authorities said. Investigators have also searched a storage locker and the rented Chevrolet Malibu. The sheriff's office urges anyone who saw Ashlee Buzzard or Melodee on Oct. 9 or Oct. 10 to come forward. Investigators are also looking for video footage from their route.
