Federal agencies tell staff to return to work on Thursday as government reopens

Multiple federal agencies have told their employees to report to work on Thursday, according to three administration officials. The directive came before President Donald Trump signed a short-term funding bill Wednesday night. Government workers at the Health and Human Services Department, Department of the Interior, Housing and Urban Development Department, and Department of Justice were all advised to come in on Thursday, regardless of when the measure was signed. One of the emails referred to the funding lapse as the “Democratic shutdown,” continuing a trend of partisan language on display from various agencies leading up to and during the government’s closure. The Republican-controlled House on Wednesday night approved legislation in a 222 to 209 vote to reopen the government after 43 days, the longest shutdown in American history. Six Democrats joined nearly all Republicans in favor of the measure, while two Republicans joined a vast majority of Democrats in opposing it. The bill reinstates thousands of government employees who were laid off during the shutdown which began on Oct. 1, secures back pay, and protects against additional reductions-in-force through the end of January. It’s unclear when furloughed workers will get their back pay or how fast paychecks might resume. NBC News has reached out to the Office of Management and Budget for details.

Delhi blast: Diary, notebook found in Al Falah University rooms of Muzammil, Umar reveal terror plot details

New Delhi, Nov 13 (SocialNews.XYZ) A diary and notebook recovered from Dr Muzammil’s and Dr Umar Mohammad's room in Al Falah University have revealed crucial details about the planning of a terror attack. Investigators believe the terrorists had been conspiring for quite some time as part of a larger, well-coordinated plan. According to investigating agencies, diaries belonging to Dr Umar Mohammad and Dr Muzammil have been seized and are expected to answer several key questions related to the Delhi Red Fort blast. The diaries were recovered on Tuesday and Wednesday from Dr Umar’s room number 4 and Dr Muzammil’s room number 13. Police also recovered a diary from Muzammil’s room, where 360 kg of explosives were earlier found in Dhauj, Faridabad, about 300 meters from Al Falah University. Investigators said the recovered diaries and notebooks contain coded words and references to dates between November 8 and 12, suggesting ongoing planning during that period. The documents also list the names of around 25 individuals, mostly from Jammu and Kashmir and Faridabad. The matter remains under active police investigation. Meanwhile, investigators have also confirmed that Dr Umar Mohammad, a senior doctor at Al Falah University in Faridabad, was driving the i20 car that exploded near the Red Fort on November 10, killing 12 people and injuring many others. According to Delhi Police sources, DNA test results conclusively established Umar’s identity. His DNA sample matched 100 per cent with that of his mother and brother, leaving no doubt about his presence in the vehicle at the time of the explosion. The DNA was extracted from bone fragments, teeth, and pieces of clothing recovered from inside the mangled remains of the i20. The powerful explosion took place at around 6.52 p.m. on November 10, sending shockwaves across the national capital and sparking immediate security alerts. The blast occurred close to one of India’s most iconic monuments, raising alarm over the breach in the high-security zone surrounding the Red Fort. In the aftermath of the incident, the National Investigation Agency (NIA) has officially taken over the probe from the Delhi Police’s Special Cell. NIA officials have cordoned off the area and are conducting forensic examinations of the debris, including explosive residues, vehicle components, and digital evidence. Preliminary findings suggest that the car was rigged with high-grade improvised explosive devices (IEDs). Investigators are now tracing the origin of the explosives and attempting to map Umar’s movements in the days leading up to the blast. Sources also revealed that Umar had left his Faridabad residence earlier that day, informing colleagues that he was attending a personal engagement in Delhi. Authorities are examining whether he acted alone or in coordination with a larger network. The blast on November 10 came hours after the Jammu and Kashmir Police recovered nearly 3,000 kg of explosives from two residential buildings in Faridabad in Haryana. Source: IANS

Mumbai, Nov 13 (SocialNews.XYZ) The Indian benchmark indices opened in mild red zone on Thursday, amid mixed global cues and persistent selling by foreign institutional investors (FIIs). As of 9.25 am, Sensex declined 68 points, or 0.08 per cent at 84,398 and Nifty dipped 15 points, or 0.05 per cent to 25,860. The broadcap indices performed in line with the benchmarks, with the Nifty Midcap 100 down 0.13 per cent and the Nifty Smallcap 100 dipped 0.27 per cent. Tata Steel, Hindalco and Dr Reddy's Labs were among the major gainers in the Nifty Pack, while losers included Bajaj Finance, Apollo Hospitals, Shriram Finance and TCS. All the sectoral indices were trading in green except FMCG (down 0.78 per cent), IT and private bank. Nifty Metal was the standout gainer up 1.52 per cent. A possible India-US trade deal that removes penal tariffs and reduces reciprocal tariffs is an important economic factor that should be watched for, said analysts. The decline in October retail inflation in India to 0.25 per cent indicates the possibility of a rate cut from the RBI MPC in December. But the monetary policy transmission turning weak has become a challenge for the RBI, they added. Analysts placed immediate resistance for Nifty at 25,950, followed by 26,000, and support at 25,700 and 25,750 zones. Most of the Asia-Pacific markets rose in early trading sessions after US House of Representatives passed a short-term funding bill to end the longest federal shutdown on record. The US markets ended in green zone overnight as the S&P 500 added 0.06 per cent, and the Dow inched up 0.68 per cent. However, Nasdaq continued its decline, slipping 0.26 per cent. In Asian markets, China's Shanghai index added 0.3 per cent, and Shenzhen inched up 1.62 per cent, Japan's Nikkei advanced 0.2 per cent, while Hong Kong's Hang Seng Index eased 0.45 per cent. South Korea's Kospi declined 0.17 per cent. A couple who sold a former popular pub for a suburb record-breaking price have bought a well-known artist’s long-time home for $14m. Former Goldman Sachs exec David Nolan and his wife, Anita, sold the ex Windsor Castle Hotel at 72 Windsor St, Paddington, now a luxury five-bedroom residence, for $26.85m last month via McGrath agents Luke Hogan and William Manning last month. The result smashed the Paddington record by nearly $7m. Now it’s emerged that the Nolans have bought the longtime home of the respected artist Mary Shakman at 96-104 Glenmore Rd, Paddington, for $14m. Buyers of $85m Boomerang list $75m Akuna Described as a five-bedroom historic 1835 gem with original features and copper roof, the property sold last Wednesday via Clint Ballard of Sotheby’s in conjunction with Alan Fettes and Ashley Bierman of Ray White Double Bay. Records show that Shakman, once a textile designer with clients that included Carla Zampatti and Sportsgirl who became and award-winning painter, had bought the historic 1835 gem for $550k in 1992. The Nolans are no doubt intending to renovate. Their former Windsor St home had already been converted from the 1880s pub into a residence by Sydney studio X.PACE four years before their 2016 purchase for $11.85m, which had matched the suburb’s previous housing record. But they did make further improvements. The Glenmore Rd residence, built over three levels with an attic, four bathrooms and a three-car garage, is described as being “one of the original orchard houses”. Nashik Municipal Corporation to issue Rs 400 crore Bonds for Simhastha Kumbh Mela 2027

Nashik, Nov 13 (SocialNews.XYZ) The Nashik Municipal Corporation in Maharashtra will issue bonds worth Rs 400 crore to arrange its 25 per cent share of funding for various projects related to the upcoming Simhastha Kumbh Mela 2027. This includes Rs 200 crore in Clean Godavari Municipal Bonds and Rs 200 crore in Green Bonds for water supply schemes. The formal announcement was made by Nashik Municipal Commissioner Manisha Khatri on Wednesday, a day before the Deputy Chief Minister and urban development minister Eknath Shinde’s visit on Thursday to launch a slew of projects for the Simhastha Kumbh Mela 2027. Khatri said, “The proceeds of the Rs 200 crore Clean Godavari Municipal Bonds will be used for sewage treatment plants to maintain the cleanliness of the Godavari River and Ramkund area, while the Rs 200 crore Green Bonds are proposed for water supply schemes. The Clean Godavari bonds will be launched in the market by the end of this month.” By raising capital through this method, the corporation will receive incentive amounts of approximately Rs 76 crore per bond from the AMRUT Incentive Award and Urban Challenge Fund. The amount received will cover the interest that would need to be paid on the bonds over five to seven years. This means it will essentially be interest-free borrowing, said Khatri. She further stated that this will save government funds while benefiting the municipal corporation. For projects like truck terminals and exhibition centres, a public-private partnership model will be adopted. The Nashik Municipal Corporation’s move to issue Rs 400 crore bonds is crucial as it has submitted a development plan worth approximately Rs 15,000 crore to the state government for the Simhastha Kumbh Mela to be held on the banks of the Godavari River in 2027. The corporation has received approvals for long-duration projects, but it will have to contribute 25 per cent of the total cost. Considering permanent infrastructure projects, this amount is estimated to be around Rs 1,000 crore, said Khatri. She recalled that during the previous Kumbh Mela, the corporation had to borrow Rs 350 crore to arrange funds. Earlier, Chief Minister Devendra Fadnavis directed that all infrastructure works for the Nashik-Trimbakeshwar Simhastha Kumbh Mela should be completed with quality and speed, as the Kumbh Mela is a symbol of faith and cultural and religious tradition. He also asked the administration to complete the work of the new ring road in Nashik at any cost, and the land acquisition work for Sadhu Village/Tent City should also be completed expeditiously. He was speaking at the review meeting of the Nashik-Triambakeshwar Simhastha Kumbh Mela 2027. CM Fadnavis said that since the Simhastha Kumbh Mela is a symbol of religious faith, water in the Ramkund and the riverbed will be kept clean throughout the entire Kumbh Mela period. Make sure it stays clean. Sewage works should be undertaken and completed on priority. At the airports and railways, the work of providing various facilities should also be completed at a fast pace. “The work on the new ring road in Nashik should be completed immediately. Delay in this work will not be tolerated. For this, the concerned departments should immediately approve the necessary funds. Other road works should also be undertaken immediately. Due to incomplete work the attention should be paid to ensuring that citizens are not inconvenienced. Facilities should be provided in Sadhugram as per their needs after discussing with various akharas,” the CM added. The chief minister said the CCTV camera system should be created in a centralised manner. TB incidence in India down by 21 pc, almost double the rate of decline globally

New Delhi, Nov 13 (SocialNews.XYZ) In a significant development, TB incidence (new cases emerging each year) in India has been reduced by 21 per cent – from 237 per lakh population in 2015 to 187 per lakh population in 2024, according to the government. This is almost double the pace of the decline observed globally at 12 per cent, as per the World Health Organization’s (WHO) 'Global TB Report 2025'. According to Health Ministry, India’s innovative case finding approach, driven by the swift uptake of newer technologies, decentralisation of services and large scale community mobilisation, has led to the country’s treatment coverage to surge to over 92 per cent in 2024, from 53 per cent in 2015 – with 26.18 lakh TB patients being diagnosed in 2024, out of an estimated incidence of 27 lakh cases. This has helped reduce the number of “missing cases” – those who had TB but were not reported to the programme – from an estimated 15 lakhs in 2015 to less than one lakh in 2024. Moreover, there is no significant increase in the number of MDR TB patients in the country. Treatment success rate under the TB Mukt Bharat Abhiyan increases to 90 per cent, ahead of global treatment success rate of 88 per cent. Also, India’s TB mortality rate has decreased from 28 per lakh population in 2015 to 21 per lakh population in 2024, reflecting significant progress in reducing deaths due to TB. This progress has been achieved through strong government commitment evidenced by a historic near-ten-fold increase in government funding to the TB programme over last 09 years. Since its launch in December 2024, India’s flagship TB elimination mission, the TB Mukt Bharat Abhiyan has achieved extensive reach, screening over 19 crore vulnerable individuals for TB across the country leading to the detection of over 24.5 lakh TB patients, including 8.61 lakh asymptomatic TB cases. This proactive approach draws on both global and local evidence underscoring the prevalence of asymptomatic (sub-clinical) TB in high-burden settings. The Ministry has also expanded nutritional support provided to TB patients. The Direct Benefit Transfer (DBT) under the Ni-kshay Poshan Yojana (NPY) was increased from Rs 500 to Rs 1000 per month per patient for the entire treatment duration. Since its launch in April 2018, Rs 4,406 crore have been disbursed directly into the bank accounts of 1.37crore beneficiaries. Furthermore, to date, 6,77,541 individuals and organisations have enrolled as Ni-kshay Mitras and distributed over 45 lakh food baskets to TB patients, reflecting a strong and growing public-private-community partnership in India’s fight against TB. However, despite promises and pledges, the progress on democratic reform and restoration of constitutional values and governance have not been on expected lines,” read a statement issued by Blackman which was posted on his social media platform. “A special mention may be made for the minorities, who had faced difficult situation in the aftermath of the July uprising, special effort is needed to make them an equal stakeholder in Bangladesh society and polity. Their concern for safety and security and yearning for due share in political space must be ensured,” he added. Blackman further stated that the Yunus administration must ensure that people of all “political hues and colour” get an opportunity to contribute to rebuilding Bangladesh. “I call upon all well wishers of Bangladesh that the country which struggled to establish independent identity for its people, culture and language must be given the support needed for restoration of political rights and for building a just and equitable society without any recrimination and discrimination,” he stressed. Last month, a group of British lawmakers, including Blackman, raised alarm over “deteriorating” human rights situation in Bangladesh, calling the UK government, the United Nations, and the “wider international community” to adopt a stronger stance on the matter. Azerbaijan has a strong foundation to integrate artificial intelligence into e-commerce, Godfrey Sullivan, Visa Senior Vice President, Head of Products and Solutions, CEMEA (Central and Eastern Europe, the Middle East, and Africa), told Trend in an exclusive interview. “Today, hundreds of millions of people around the world are using AI tools such as ChatGPT, Perplexity, or Grok. Our recent research has shown that 60 percent of users use these AI agents to search for products or services - whether it is holiday destinations, clothing, or gifts. However, these queries are not yet converted into payments,” he said. Sullivan emphasized that the next major step will be integrating payments into AI agents. For example, a user will be able to ask ChatGPT to book a trip to Dubai or Baku, and the AI agent will select a flight, hotel, and restaurants, and then, with the user’s approval, complete the booking and payment. This will completely change the approach to transactions. “Every decade we see breakthroughs like this: first came e-commerce, then mobile commerce. Now we are on the verge of the era of AI commerce, which, according to our forecast, will actively develop in the next 18 - 24 months,” he added. Senior Vice President also noted that at the recent Visa Global Product Drop presentation, the company unveiled its Visa Intelligent Commerce program, aimed at building the smart shopping assistants of the future. It will provide top-level protection for AI transactions for consumers, merchants, and banks. “We have launched five APIs (Application Programming Interface): to upload Visa credentials into an AI agent, authenticate the user, protect against fraud, and personalize the experience - all while maintaining full anonymity. We also introduced the Know-Your-Agent protocol: all AI agents participating in Visa’s partner program will be certified, so banks, merchants, and users can be confident in the security of their transactions,” Sullivan stressed. According to him, this opens new opportunities for businesses. Currently, large companies spend millions on Google Ads or emotional advertising. But AI agents care only about relevance. This levels the playing field for small businesses, allowing them to compete without large marketing budgets. “To simplify onboarding, we launched the Visa Acceptance Agent Toolkit for integration into agentic commerce. Merchants will also be able to incorporate AI models directly into their online stores, making shopping faster and more convenient,” told Visa Senior Vice Sullivan also noted that online shopping still has inconveniences, requiring entering long card numbers, expiry dates, and CVV codes. “Our goal is to make online payments as simple as tap-to-pay in stores. That is what Visa Payment Passkey is designed for: it allows you to use a financial phone number or email instead of entering your card details, with authentication via Face ID or fingerprint. This eliminates the need for one-time passwords, which are easier for fraudsters to intercept,” he said. The Visa representative also mentioned another promising project - Visa Flex Credential. This solution uses a single universal identifier instead of multiple cards, functioning as a debit card, credit card, or buy-now-pay-later tool and switching between payment options for greater convenience and flexibility. The company is also piloting stablecoins for interbank settlements, linking wallets to the Visa network, and partnering with fintechs such as Yellowcard and Honeycoin. Regarding Azerbaijan, Sullivan noted that the country’s cashless economy is developing rapidly. “Already, 67 percent of payments by value and 91 percent by number are digital. Most Azerbaijani banks support Apple Pay and Google Pay. The high mobile and digital adoption, as well as support from the government and the Central Bank, create an excellent foundation for deploying AI shopping agents, biometrics, and other innovations. I am confident that in the next 18 months, we will see rapid growth of digital technologies in Azerbaijan,” the Visa representative said. Answering a question about small and medium-sized businesses in Azerbaijan, he said: “We are offering Azerbaijani small businesses accessible technologies and broad support. Visa Tap to Phone, which turns Android smartphones into full-fledged payment terminals, is in high demand: nine banks already support this feature, and usage volume has grown by 37 percent by early 2025.
