Nov. 20, 2025: The latest Economic Commission for Latin America and the Caribbean (ECLAC) report delivers the clearest warning yet: Caribbean economies must urgently diversify, deepen regional integration, and expand into higher-value exports as global trade undergoes a historic shift. According to the International Trade Outlook for Latin America and the Caribbean 2025, U.S. tariffs – imposed and adjusted repeatedly this year – are reshaping global trade patterns. Rising insurance costs – Premiums for hotels and coastal assets have more than doubled in parts of the region, threatening closures. Extreme weather – Hurricane Melissa’s catastrophic destruction in Jamaica underscores the regional vulnerability. Airline disruptions – Higher costs, route rationalization, and climate-related flight impacts reduce visitor arrivals. U.S. economic slowdown – The region’s largest tourism source market is tightening its spending. Geopolitical tension – Tariff wars, instability, and shifting U.S. foreign policy all drive unpredictable shocks. Cruise ship dominance – Mass tourism keeps growing while local earnings stay disproportionately low. Each of these forces alone is problematic. Together, they make tourism structurally unreliable as a long-term development strategy. And the evidence is already here. Jamaica’s government now estimates that damage from Hurricane Melissa will require US$10 billion in reconstruction funding. Hotels, roads, beaches, homes, farms, water systems, telecommunications, and energy infrastructure all suffered heavy losses. This is not a one-off event – it is the new climate reality. Rebuilding the same tourism-centric model guarantees that: the next extreme event will wipe out gains again, governments will remain trapped in recovery cycles, and long-term growth will be permanently constrained. The Caribbean cannot keep rebuilding the same economic model that keeps breaking. If tourism cannot carry the Caribbean through the next 20 years of climate and geopolitical volatility, what can? Three pillars now present the strongest path forward — and all align with ECLAC’s recommendations and emerging global market shifts. ECLAC highlights that the region imports over US$6 billion in food annually — despite fertile land, tropical conditions, and new technologies capable of boosting yields even in drought-prone zones. A Caribbean agri-tech push can include: climate-resilient greenhouses controlled-environment agriculture agro-processing for export aquaculture + blue economy tech digital supply-chain management smart irrigation and water innovation This is not theory – investors are already moving into these areas because the opportunity is massive and urgent. ECLAC’s most troubling statistic: The Caribbean represents less than 2% of global modern service exports. This is the region’s greatest untapped economic engine. Mother of missing California girl Melodee Buzzard has separate false imprisonment charge dismissed

The California mother of a missing 9-year-old girl appeared in court Thursday where a felony false imprisonment charge filed against her in a separate case was dismissed, her attorney said. Authorities have said Ashlee Buzzard, 40, has been uncooperative in the search for her daughter, Melodee Buzzard, who was last seen early last month while on a road trip with her mother. Ashlee Buzzard was charged with false imprisonment in a separate case on Nov. 10 by the Santa Barbara District Attorney's Office. Prosecutors said that charge was in connection with a Nov. 6 incident in the California city of Lompoc. Buzzard had pleaded not guilty to the charge last week. The charge stemmed from the claims of a man named Tyler Brewer who, along with a Santa Barbara County Sheriff’s Department detective, testified in court Thursday, according to Buzzard’s defense attorney, Adrian Galvan. Brewer testified that he and Buzzard shared a mutual friend from 10 years ago. In late October, he had reached out to Buzzard and "presented himself as a legal professional" by sending her a letter on legal professional letterhead, prompting communications between the two, Galvan told NBC News. He told the court that he made five visits to Buzzard’s home between Nov. 1 and 6 after reaching out to her and offering assistance, NBC affiliate KSBY of San Luis Obispo reported. The evening of Nov. 6, Brewer said he felt threatened while at her home, and that she had a box cutter and that he wasn't allowed to leave, KSBY reported. The detective was asked questions on cross examination that challenged Brewer’s credibility, Galvan said. “From the defense’s perspective, Tyler presented himself with the aura of honesty, trustworthiness and confidentiality, and what came out was Tyler Brewer was simultaneously speaking to Ashlee and divulging information to law enforcement,” Galvan said. Ultimately, Judge Stephen Dunkle dismissed the charge. With the dismissal, Buzzard is no longer under electronic monitoring, he said. Meanwhile, the search for Melodee Buzzard continues. The investigation into the child’s disappearance stared Oct. 14 after a school administrator reported Melodee’s prolonged absence. Investigators tried to contact the child and Buzzard at their Lompoc home but Melodee was not there and there was “no clear explanation” for her whereabouts, the Santa Barbara County Sheriff's Office said. Melodee and her mother were captured on video on Oct. 7 at a rental car location in Lompoc, both seen wearing wigs, before embarking on a road trip together. Melodee was last seen with her mother on Oct. 9, on video in the region between the Colorado-Utah border, the sheriff’s office said. On the trip, they left California and traveled as far as Nebraska, with a return trip that included Kansas, officials said. They traveled in a rented white 2024 Chevrolet Malibu with a California license plate, that was swapped for a New York license plate. By the time the vehicle was returned to the Lompoc rental agency, the original California plate was back on. The sheriff's office released a travel route map of that road trip. They believe the vehicle went through the areas of Green River and Panguitch in Utah; northwest Arizona; Primm, Nevada; and Rancho Cucamonga, California, on or around Oct. 9. Officials are asking businesses, gas stations, and community members in those areas review video footage from Oct. 9 to 10 for any potential sightings of the pair. Officials noted that Buzzard "has been uncooperative with investigators" and "has not confirmed Melodee’s location or welfare." Search warrants have been served at Buzzard’s home as well as a storage locker and the rental car she used. Melodee is described as 4 feet 6 inches tall, 60 pounds, with brown curly hair and brown eyes. Anyone who has seen Melodee or has information about her whereabouts is asked to contact the Santa Barbara county Sheriff's Office.

Ben Lowry in 2015 on the Anglo Irish Agreement: 'It was unforgivable for Dublin to get a say in Northern Ireland given its lamentable failures against IRA terrorism'

The deal was signed on Friday November 15 1985 at Hillsborough Castle by the then prime minister, Margaret Thatcher, and the Irish Taoiseach, Garret FitzGerald. It was a nasty surprise to unionists, who had not been consulted and were furious that the Republic of Ireland was given an advisory role in running Northern Ireland. The AIA led to years of protests by unionists, who boycotted NIO ministers. The Ulster Unionists and DUP did not stand against each other in key elections until the 1990s. On the date of the huge unionist protest outside City Hall on Saturday November 23 (when Ian Paisley famously bellowed Never, never, never, never’) I was supposed to be at school (unusually, and embarrassingly for a boy of age 13, as I then was, our school had Saturday classes in the morning and games in the afternoon). Given my interest in politics I bunked off the games, disguised my uniform as much as possible and got a bus from east Belfast into the rally. My hostile response to the AIA then was instinctive and crude and uninformed by either family or school (almost no-one I knew was at the rally, and no-one from school, although I do recall an older boy played by the rules, unlike me, and asked permission to go - I don’t know if it was granted but recall his housemaster saying he disagreed with the rally). Now, when I look back on the AIA after more than 30 years of following local politics, some things seem clear. To anyone who feels strongly British, it was an outrage for Dublin to be given a formal role in Northern Ireland. You do not have to be a fire-breathing loyalist to believe that this was a constitutional no-no, in the same way that Paris would not get a formal say in running Belgium merely because over 40 per cent of the country is French-speaking. But specifically it was unforgivable for Dublin to get such a say given its lamentable failures against terrorism. Many isolated border Protestants (whose bravery I have come to admire, as someone who grew up in safe north Down) died because sectarian killers were allowed to roam those areas. Insofar as they were ever caught by the ineffective garda and Irish Army, the southern authorities mostly refused to extradite them. I don’t believe the unionist conspiracy theory that this was part of an organised republican plot that included the Irish government. The latter mostly loathed the Provisionals. Unionists are falling into the same trap as nationalists who believe that London was involved in loyalist death squads’ - patent rubbish. If London had wanted to get tough with republicans, they easily could have killed hundreds, even thousands, of them and this obviously never even came close to happening. The Republic’s 1970s and 80s security failings were, first, incompetence and, second, ambivalence about the IRA. Yes, they loathed them but they loathed unionists too. The problem for unionists was (and to a lesser extent still is) this: they were not much liked in London either. However, they seemed not to realise this, partly because Margaret Thatcher was prime minister, as emphatic a unionist as has inhabited Downing Street. But Mrs Thatcher surrounded herself by very bright, very establishment and moderate men such as Geoffrey Howe and Douglas Hurd and in many issues this constrained her radicalism. The unionist MPs of the 1950s and 60s were part of the Tory establishment but the Troubles brought in a more militant generation of unionist MPs in the DUP and sometimes UUP. James Molyneaux, leader of the latter, was hardly militant but he was unbending. If he ever had the inclination to challenge Dr Paisley in any significant way (and it is far from clear that he did), then he lacked the confidence to do so. As the years rolled by after the failure of Sunningdale, Molyneaux was sidelined, perhaps without knowing it because he was at home around Tory MPs, and was respected as a mild-mannered war veteran. The 1984 Brighton bomb must have accelerated the Conservative establishment feeling that there needed to be some sort of deal, and they realised that Molyneaux was not a man to be part of it. That Garrett FitzGerald was Taoiseach, not Charlie Haughey, made it easier for Mrs Thatcher. Crucially, she believed that Dublin would greatly improve its security response to the IRA, but this did not happen and she is said later to have regretted the deal. Unionists can feel justifiably bitter that their stubbornness was punished, while John Hume’s boycott of the 1982 to 86 Assembly was rewarded. But then unionists have long been more overt in their intransigence than nationalists. Indeed they have been recklessly indifferent to PR. The AIA had far-reaching consequences. Sam Butler, former editor of this newspaper, has written about how his attempts to promote liberal unionism were shattered by the deal. Moderates were not only sidelined by the gulf of unionist anger, they shared it. To understand that, read the full quote of Ian Paisley’s never’ speech at the rally: "Where do the terrorists operate from? From the Irish Republic! That’s where they come from! Where do the terrorists return to for sanctuary? To the Irish Republic! "And yet Mrs Thatcher tells us that that Republic must have some say in our Province. We say never, never, never, never!" Even many moderates, enraged by IRA violence, would have cheered that sentiment about Dublin getting a say after its security inaction. But people in Great Britain remember the never’ bit and it confirmed a sense, even among liberal Tories, of primitive and obdurate unionists. Moderate unionists too came to loathe anti-AIA tactics, which flirted with paramilitarism and included attacks on the police. The 418,000 votes for anti-agreement candidates in the January 1986 Westminster protest by-elections was not repeated and those numbers never had the influence they might have done. The agreement stuck yet it was 10 years before the UUP was taken over by David Trimble, a hard but flexible man who knew that if he didn’t strike a deal, worse than the AIA would one day follow. A big-money bid for an Australian medicine maker has been scuppered by Treasurer Jim Chalmers after the Foreign Investment Review Board found the deal was not in the national interest. The sticking point for the $672 million acquisition of Mayne Pharma came after the bidder, US healthcare giant Cosette, threatened to sell or shut down the Australian company's factory in Adelaide. The treasurer said his decision to kill off the deal was "entirely consistent with the FIRB advice" that the proposal would be contrary to Australia's national interest. "Following broad consultation, I received unequivocal advice from Treasury and FIRB that no conditions could be put in place to adequately mitigate national interest risks, particularly unique risks to the supply of critical medicines," Dr Chalmers said in a statement on Friday. "This advice incorporated views from the Department of Health and Aged Care, the Therapeutic Goods Administration and the South Australian Government." The decision will come as good news for Cosette, a New Jersey-based private equity firm that has been trying for months to exit the $7.40-a-share deal struck in February, after Mayne's financial performance soured and its share price tumbled below $5. After a Supreme Court bid to extricate itself failed, Cosette's final gambit ultimately proved successful - to force the FIRB's hand by threatening to shut down the profitable Salisbury plant and shed its 200-odd jobs. Dr Chalmers in late October told Cosette his preliminary view was not to allow the deal, because of the risk to jobs and Australia's sovereign research and development capabilities if it went ahead with closing the factory. Mayne went into a trading halt shortly after the ASX opened on Friday morning. Shares in the company fell more than 20 per cent to $4.60. The FIRB was initially due to make its final ruling on Thursday, but Mayne released a statement to the share market that day notifying that the review board had extended the approval deadline until Friday. She sees a path to victory by defining herself as an accountability candidate who can put a check on President Donald Trump’s party in the House, particularly criticizing the GOP’s signature tax cuts and spending bill as well as Trump’s tariffs. Behn is getting an outside boost too, albeit a bit of a smaller one than her Republican opponent. There’s been more than $3.3 million spent to oppose Behn or support Van Epps, with a little more than $900,000 in independent expenditures aimed at boosting the Democrat. Tthat includes about $100,000 that also boosts independent Jon Thorp, likely hoping the Army veteran might pull more votes from the Republican candidate than the Democratic one. Republicans have the edge on the airwaves, too. The Van Epps campaign and its allies have spent about $730,000 on advertising since the primary, according to the ad-tracking firm AdImpact, while Democrats have spent about $500,000. Super PACs backing Van Epps are trying to brand Behn as a radical, likening her to New York City Mayor-elect Zohran Mamdani and using a clip from a video she recorded calling herself a “very radical person.” Van Epps’ own campaign has run ads playing up his service in the Army. Behn hit back with an ad comparing conditions for working people to a rough ride on a mechanical bull. Snapchat paedo ’caused harm to hundreds of boys’ amid fear he has more victims

Barthimaus Ehiemere, 25, from Hackney in east London, was sentenced to 18 years in prison at Snaresbrook Crown Court today (Thursday, November 20). These charges relate to seven victims who were aged between 12 and 16 at the time. After analysing his phones investigators found that Ehiemere had been using Snapchat and Spotafriend to groom boys for sex. He would send them gifts, money and praise in return for indecent images which he would then use to advertise and encourage other boys to do the same. Ehiemere would ‘actively brag’ about his endeavours and sell the illegal content to other paedophiles., In an impact statement read out by Mr Brown, one victim said they were ‘waking up with nightmares’ about Ehiemere. The victim added: ‘It took me a long time to realise I was a child and it wasn’t my fault.’ Prosecutor James Brown KC said Ehiemere had a ‘deep-seated and commercial interest in the sexual abuse of young teenage boys’. He added: ‘On Snapchat, there were numerous examples of him advertising broadly and widely for images of a sexual nature from younger teenage boys. ‘He frequently offered money for those images. ‘He was very much in the business of encouraging young teenage boys to send him images of themselves performing sexual acts.” The prosecutor said Ehiemere had searched for material such as ‘young boy rape’ on his devices. Ehiemere also posted on Snapchat ‘always meeting new boys… pop up and take my money’ and ‘I trade quality nudes’. There can be physical or behavioural signs that a child is being abused – children often show us rather than tell us something. This includes: Child suddenly having nightmares or other sleeping problems. Becoming withdrawn or very clingy. The child acting in a sexual way with toys or objects. Personality changes such as outbursts of anger or changes in eating habits. Having unexplained gifts such as money, a mobile phone and/or expensive clothes. After the trial, DCI Kirk Doyle said: ‘Barthimaus Ehiemere was a prolific and predatory sexual offender who committed some of the most cowardly and abhorrent crimes imaginable. ‘His actions have caused deep and lasting harm to hundreds of young boys. But thanks to the extraordinary bravery of the victims and relentless work of my team, he will no longer be free to hurt others.’ Calling on parents or victims to come forward, quoting Operation Teigar, he added: ‘We know there are still victims who have not yet come forward. The number of identified victims remains at seven, but we believe there are many many more. ‘You will be listened to. You will be believed. You will be supported. No matter how much time has passed, it is never too late to speak out. Judge orders Trump administration to conclude National Guard deployment in Washington DC

WASHINGTON — A federal judge on Thursday ordered the Trump administration to end its monthslong deployment of National Guard troops to help police the nation’s capital. U.S. District Judge Jia Cobb concluded that President Donald Trump’s military takeover in Washington, D.C., illegally intrudes on local officials’ authority to direct law enforcement in the district. She put her order on hold for 21 days to allow for an appeal, however. District of Columbia Attorney General Brian Schwalb sued to challenge the Guard deployments. He asked the judge to bar the White House from deploying Guard troops without the mayor’s consent while the lawsuit plays out. Dozens of states took sides in Schwalb’s lawsuit, with their support falling along party lines. Cobb found that while the president does have authority to protect federal functioning and property, he can’t unilaterally deploy the D.C. National Guard to help with crime control as he sees fit or call in troops from other states. After her ruling, Schwalb called for troops to be sent home. “Normalizing the use of military troops for domestic law enforcement sets a dangerous precedent, where the President can disregard states’ independence and deploy troops wherever and whenever he wants — with no check on his military power,” Schwalb said. The White House, though, stood by the deployment. “President Trump is well within his lawful authority to deploy the National Guard in Washington, D.C., to protect federal assets and assist law enforcement with specific tasks,” said spokeswoman Abigail Jackson. “This lawsuit is nothing more than another attempt — at the detriment of DC residents — to undermine the President’s highly successful operations to stop violent crime in DC.” In August, President Donald Trump issued an executive order declaring a crime emergency in Washington. Within a month, more than 2,300 National Guard troops from eight states and the district were patrolling the city under the command of the Secretary of the Army. Trump also deployed hundreds of federal agents to assist in patrols. The administration has also deployed Guard troops to Los Angeles and tried to send troops into Chicago and Portland, Oregon, prompting other court challenges. A federal appeals court allowed the Los Angeles deployment, and the administration is appealing a judge’s decision in Portland that found the president did not have the authority to call up or deploy National Guard troops there. The Supreme Court is weighing the administration’s emergency appeal to be allowed to deploy National Guard troops in the Chicago area in support of an immigration crackdown. A lower court has indefinitely prevented the deployment. In Washington, It’s unclear how long the deployments will last, but attorneys from Schwalb’s office said Guard troops are likely to remain in the city through at least next summer. “Our constitutional democracy will never be the same if these occupations are permitted to stand,” they wrote. Government lawyers have said Congress empowered the president to control the D.C. National Guard’s operation. “There is no sensible reason for an injunction unwinding this arrangement now, particularly since the District’s claims have no merit,” Justice Department attorneys wrote. The Trump administration has deputized the Guard troops in Washington to serve as special U.S. Marshal Service deputies. Schwalb’s office said out-of-state troops are impermissibly operating as a federal military police force in D.C., inflaming tensions with residents and diverting local police resources. “Every day that this lawless incursion continues, the District suffers harm to its sovereign authority to conduct local law enforcement as it chooses,” his office’s attorneys wrote.
