Job Description Prepare Interim Payment Certificates, Statement at completion and Final Statement for in-house projects Prepare Terms of References (TOR) for Tendering of Consultancy Services Deal with Tenders from Contractors and advising Manager on legal and contractual matters of the projects Cost controlling of the projects to complete the work within the budget by coordinating with Consultants and other department of RTA. Write day to day contractual and commercial correspondences. Take over inspection of the projects at completion to make sure the project are completed contractually. Prepare the Tender Evaluation report for the submitted Tenders and recommend the suitable Tenderer to award the project. Prepare Cost planning and Estimates. Prepare Letter of invitations, Tender Notices other relevant documents for tendering process. Advise the Assistant Quantity Surveyors and Quantity Surveyors regarding the valuation of variation, claims and all other contractual and commercial issues Interview and recommend the proposed Consultant QS/Senior QS for the projects. Review and provide advice to the Consultants on their submissions of Preliminary/Final design Tender documents in particular BOQs and Conditions of Contract. Prepare Tender and Contract documents for in-house projects. Perform any other responsibilities related to position when appropriate. Review and approve the Statement at completion and Final Statement prepared by the Consultants. Advise the Manager on materials or features, which are more cost effective in the longer term using value engineering/Life cycle cost analysis Prepare Letter of Awards / Acceptance and Contract Documents Administrate and coordinate the work with other departments to resolve all Contractual and Commercial issues. Review and advise on the value of variation rates and claims recommended by the Consultants Review and approve Interim Payment Certificates prepared by the consultant. Qualifications Bachelor degree in Civil Engineering / Quantity Surveying/Law 8 years of relevant working experience Experience in dealing with construction projects, contractually and financially aware to ensure successful management of all financial aspects of the projects. Good knowledge of statistical methods and their applications Proven ability to develop quality standards, testing procedures, inspection reporting formats, and ability to conceptualize tasks and accomplish them.
