Delivery Manager - HR Outsourcing

Job Description

1. JOB PURPOSE / OBJECTIVEResponsible for managing and operating the HR Service team to ensure service quality, compliance with labor regulations, and customer satisfaction. The role involves payroll oversight, client relations, and internal coordination to maintain smooth service delivery across all HR outsourcing projects.2. KEY RESPONSIBILITIESA. HR Service Management (70%)Manage and supervise the HR Service team, ensuring efficiency, flexibility, and productivity in service delivery.Review and approve project payrolls; coordinate with the Accounting Department for timely salary payments.Handle payroll processing for new projects as required; provide backup support when staffing shortages occur.Address client complaints and provide effective, timely solutions; escalate to the Board of Directors (BOD) when necessary.Monitor and manage ongoing interactions between HR Service and clients; propose service improvement initiatives.Identify training needs and develop both short-term and long-term training plans for the team.Develop, implement, and monitor HR service procedures and HR data management processes across all clients/projects.Support the Social Insurance Department during manpower shortages.Keep the team updated on new labor laws and regulations (Social Insurance, Labor Code, etc.) and ensure proper implementation.Track and manage service contract timelines; advise BOD on renewals and key terms.Act as a liaison between HR Service and other departments (Social Insurance, Union, Accounting, External Relations) to ensure smooth operations.Research HR market trends and competitors’ practices to enhance Joblinks’ service offerings; provide strategic recommendations to BOD.Support BOD and Sales team in onboarding new clients and ensuring a seamless service handover.B. Administration (15%)Oversee company administrative operations.Represent the company in dealings with government authorities and other external organizations related to labor and employment matters.C. Labor Union (10%)Serve as Chairperson of the company’s Labor Union.Promote cooperation between the Labor Union Executive Committee and employees.Supervise compliance with employee welfare and labor policies.Manage and utilize union funds in accordance with legal requirements.D. Other Duties (5%)Perform other tasks as assigned by the Board of Directors.3. JOB REQUIREMENTSBachelor’s degree or higher in Human Resource Management, Law, Economics, or related fields.Strong knowledge of labor laws and related legal regulations.At least 5 years of experience in HR or administrative management.Preferably experienced in HR service, manufacturing, or large-scale F&B companies.Basic English communication skills.4. COMPENSATION & BENEFITSSalary: NegotiableLunch allowance: 40,000 VND/day13th-month salary + performance bonusPremium Health & Accident Insurance (UIC)Working hours: 40 hours/week (Mon–Fri)
