By fostering partnerships and collaborations, HelpAge ensures the inclusion of older people in all aspects of society and strives for a just and equitable world for individuals of all ages.Project BackgroundHelpAge International is implementing the Age-Inclusive Health and MHPSS Support for Flood-Affected Older People in Libya and strengthening of age-awareness for responding NGOs and communities, a three-phase project, from November 2023 to December 2025 with support from ADH. The project seeks to improve the health and wellbeing of flood-affected community members, including older adults and people with disabilities, by increasing access to essential health and MHPSS services and promoting awareness of ageism.The project was implemented in two locations, Taknes, located in the municipality of Almarj, and Shahat in the municipality of Albayda, and reached 18,000 beneficiaries during the three phases. The main activities of the project were as follows:Establish and operate older people’s health corner in two Primary Healthcare ClinicsEstablish and deploy two fixed medical teams on a daily clinic scheduleConduct outreach health and mental health screening visits to Seniors Home CenterProvision of health awareness raising sessions and MHPSS servicesConduct an ageism survey to assess older people’s experiences with stereotypes, prejudice, and discrimination and produce a policy briefConduct awareness raising sessions and trainings on various topicsObjectives of the EvaluationThe Main Objective Of The Evaluation Is To Assess The Quality, Effectiveness, And Accountability Of The Project Implementation. Specifically, The Evaluation WillAssess the relevance, quality, and effectiveness of the project’s implementation to date.Review the extent of participation of older people with and without disabilities.Evaluate the collection, analysis, use and reporting of sex, age, and disability disaggregated data (SADDD) in programme planning and monitoring.Review the application of CHS commitments in project operations.Scope of WorkThe Evaluation Will Cover Project Activities From Phase 1 To The End Of Phase 3 (November 2023 To December 2025), With a Focus On The FollowingAnalysis of project activitiesAssessment of training success on increasing awareness on ageismStakeholder interviews including older people with or without disabilities, project staff at HelpAge’s partner organisation, and HelpAge staff.Review of project documents and reports.The consultant will be required to undertake in-person data collection. The purpose of these visits will be to interact with older people, with and without disabilities, as well as project staff.Final evaluation questions and detailed methodology will be refined by the selected consultant in collaboration with the project lead and the MEAL focal point.Evaluation CriteriaThe consultant is expected to use DAC and CHS criteria, including:Relevance – Appropriateness to the needs of older people with and without disabilities.Effectiveness – Progress toward outcomes and objectives.Inclusion – Use of participatory approaches and disaggregated data.Accountability – Feedback mechanisms, transparency, and CHS compliance.Sustainability – Early signs of capacity development and sustainability at mid-point.DeliverablesInception Report/inception plan (including detailed methodology and tools) – by 21 NovemberDraft Evaluation Report – by 12 DecemberFinal Evaluation Report (incorporating feedback) and presentation of key findings– by 19 DecemberBudget and TimelineThe estimated number of days needed for this evaluation is 20-25.The submitted financial proposal should be inclusive of consultancy fees, travel, data collection costs, and taxes.The recruitment will be finalised by mid-November, and the evaluation will commence immediately after that.Consultant ProfileThe evaluation will be carried out by an independent consultant with the following qualifications:Minimum 7 years of experience in humanitarian programme evaluation.Proven expertise in CHS, inclusive programming, and evaluation methodologies.Familiarity with issues related to ageing, disability, and humanitarian inclusion.Demonstrated experience in qualitative and participatory evaluation methods.SafeguardingEveryone has a role in creating and sustaining a safe and respectful working environment, where no one comes to any harm or is maltreated.
