Job Description

Location:Jamaica Project HOPE is seeking a Finance & Administration Manager (FAM) for the Emergency Assistance to Crisis-Affected Populations mission in Jamaica. The FAM will execute all financial, administrative, and compliance functions to ensure a timely, efficient, and accountable emergency response. S/he ensures strong financial systems, internal controls, treasury management, and accurate accounting in alignment with donor rules, Project HOPE policies, and Jamaican statutory requirements. The FAM validates procurement and payment transactions, preparing budgeting, realignments, cost extensions, and financial reporting to HQ and donors. As part of the Senior Management Team, the FAM supports strategic decision-making and works closely with HR and Supply Chain to ensure compliant end-to-end processes and effective risk mitigation for program delivery.Key ResponsibilitiesFinancial Management & Reporting Ensure organizational financial sustainability through proactive budget planning, cost allocation, and resource optimization. Prepare accurate and timely financial reports for donors, HQ, and regulatory authorities. Prepare monthly closings, cash counts, reconciliations, and financial analysis are completed on schedule. Ensure strict adherence to donor regulations (DoS/WHA, LDS, UN agencies, etc.) and organizational policies. Maintain oversight of all bank accounts, cash-flow management, treasury forecasts, and foreign exchange risks. Ensure robust documentation and audit-readiness for all financial transactions. Prepare the annual financial strategies including burn-rate analysis, contingency planning, and corrective action recommendations.Budgeting, Forecasting & Grant Support Execute, review, and consolidation of all program budgets, budget modifications, and cost extensions. Work with Program and other departments to ensure budgeting aligns with workplans, procurement plans, and implementation timelines. Monitor underspending/overspending risks and propose mitigation measures to SMT. Provide financial training and ongoing coaching to program staff and field teams. Validate budgetary commitments (PRs, TAFs, consultant contracts, Suppliers contracts, etc.) for compliance and availability of funds.Internal Controls, Compliance & Risk Management Establish and monitor internal controls that safeguard organizational assets and ensure proper segregation of duties. Ensure compliance with Jamaican labor laws, tax regulations and all statutory requirements. Coordinate internal and external audits, Single Audits, and donor-specific compliance reviews. Investigate and review financial irregularities as needed.Human Resources & Administration Oversight Supervise HR/Admin team, ensuring appropriate HR systems, personnel files, contracts, and statutory compliance. Support the recruitment aligned with budget availability and donor regulations. Prepare workforce planning during emergency scale-up or scale-down. Ensure strong onboarding, training, staff performance management, and well-being initiatives. Finance Administration Manager Ensure safe, compliant, and efficient office operations, including leases, utilities, facility management, and administrative support.Coordination & Representation Actively participate in SMT decision-making and strategic planning. Represent Finance & Administration in donor meetings, cluster coordination, Cash Working Group (as applicable), and HQ interactions. Prepare due diligence processes and risk assessments for implementing partners and local vendors. Strengthen collaboration across departments such as Programs, MEAL, and Supply Chain, to ensure synchronized workflows.Required Qualifications Education Master’s degree in accounting, Finance, Business Administration, Economics, or related field required. Professional certification (CPA, ACCA, CA, or equivalent) strongly preferred. Experience Minimum 5–7 years of progressive financial management experience, preferably within INGOs or emergency operations. At least 3 years in a senior leadership role supervising multi-disciplinary teams. Demonstrated experience managing donor-funded projects (DoS/WHA, LDS, ECHO, UN agencies). Strong experience in budget development, forecasting, grant compliance, and multi-donor portfolio management. Experience in Jamaican statutory compliance. Experience in emergency response settings is highly desirable.Technical Skills Advanced proficiency in accounting systems (NetSuite, QuickBooks, ERP platforms, donor financial systems). Strong understanding of procurement and supply chain frameworks for financial compliance. Excellent analytical and Excel skills (pivot tables, modeling, dashboards). Ability to design and enforce internal controls and risk management systems. Soft Skills Strong leadership, coaching, and team development competencies.
