Location: BaghdadLocal candidates are preferredPrimary responsibilities of this role:An experienced healthcare Projects Manager who can manage the organization and planning of the company projects, especially healthcare Projects, and at the same time be known for Coding, developing, and networking besides team leadership skills and correct management of time and expenses.Duties and Essential Job Functions:Lead large IT projects, including the design and deployment of new IT systems and services.Define project scope, goals, and deliverables in collaboration with senior management and stakeholders.Oversee and determine timeframes for major IT projects including system updates, upgrades, migrations, and outages.Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.Develop best strategies for new hardware and software development.Monitor performance of information technology systems to determine cost and productivity levels, and to make recommendations for improving the IT infrastructure.Help define IT infrastructure strategy, architecture, and processes.Design training programs and workshops for staff.Run and share regular operation system reports with Top Management and senior staff.Manage and report on the allocation of IT budget.Identify opportunities for team training and skills advancement.Coordinate internal resources and third parties/vendors for the flawless execution of projects.Develop and deliver progress reports, proposals, requirements documentation, and presentations.Ensure that all projects are delivered on time, within the scope and the budget assigned.Develop project scopes and objectives, involving all relevant stakeholders, and ensuring technical feasibility.Ensure resource availability and allocation for the IT Department and its related services.Develop a detailed project plan to track the progress of projects and performance.Use appropriate verification techniques to manage changes in project scope, schedule, and costs.Report and escalate to Top Management as needed.Manage the relationship with the client and all stakeholders.Perform risk management to minimize project risks.Establish and maintain relationships with third parties/vendors.Create and maintain comprehensive project documentation.Support management in tendering preparation, estimation, and planning.Close coordination with the concerned department for P/L preparation.Ensure documented filling system for each operational contract exists and is up to date.Ensure compliance by all subordinate staff and subcontractors of company health and safety, quality assurance policies, and procedures.Ensure the implementation of procurement procedures according to site planning and compliance with project quality requirements.Coordinate with the HR department and ensure that the necessary plant, equipment, and staff are available to complete the tasks according to contract milestones. Prepare and submit a quick operational report for each contract monthly.Can handle the existing solutions end to end.Design rough logic to be implemented in upgrading the systems.Understand the architecture of the systems and give specifications to the development team involved in the development process so that the systems developed are compatible to the operating system, hardware, etc.Proactively manage changes in project scope, identify potential crises, and devise contingency plans.Coach, mentor, motivate, and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.If any upgrades are to be done in the operating systems and the hardware, they also plan and provide the budget to provide them to the clients.Sound knowledge of the operating systems that the organization is using so that they can build or upgrade the software accordinglyShould possess the ability to understand the existing systems and outline specifications of the users to make the software more user-friendlyHave the ability to develop logic for programming through flowcharts and algorithmsJob Competencies:Bachelor’s degree in healthcare administration, business administration, IT Field or related field.Solid technical and code developing background, with understanding or hands-on experience in software development and web technologies.Minimum 8 years of experience in project management.Experience leading and managing large IT projects and rolling out IT infrastructures across various technologies.Ability to elicit cooperation from a wide variety of sources, including upper management, clients, and other departments.Strong critical thinking and decision-making skills.Excellent project management skills and strong ability to prioritize.Developed technical, organizational, and time management skills.Experience designing and deploying IT infrastructure and applications.Strong problem-solving and critical thinking.Ability to link high-level strategy to day-to-day projects.The ability to effectively prioritize and execute tasks in a high-pressure environment is crucial.Adept at conducting research into project-related issues and products.Strong project management skills.Key Performance Indicators:ProductivityProgramming Code qualityClient satisfactionProject Time Frame Project Cash Flow Project Profitability Cost Performance Index (CPI)Schedule performance index (SPI)Percentage of tasks completedCost Variance (CV) (Planned Budget vs Actual Budget)
