Our operations support customers across Southeast Asia with reliable gas supply and technical solutions.Position OverviewWe are seeking a strategic and hands-on HR & Talent Development Manager to lead the company’s talent acquisition, performance management, and organizational development initiatives.This role is critical in building a structured HR framework to support business expansion. The successful candidate will strengthen recruitment strategy, establish KPI-driven performance systems, and ensure compliance with Malaysian employment regulations, while coordinating HR reporting within a multinational corporate structure.Key ResponsibilitiesTalent Acquisition & Workforce Planning (Core Focus)Develop and execute recruitment strategies aligned with business growthLead headhunting initiatives for key and managerial positionsStrengthen employer branding and talent pipelineImplement structured interview and selection frameworksSupport manpower planning and organizational structuringPerformance Management & KPI FrameworkDesign and implement company-wide KPI and performance appraisal systemsAlign departmental KPIs with company strategic objectivesMonitor and evaluate performance outcomesSupport management in performance improvement and succession planningCompensation & Organization DevelopmentDevelop salary grading structure and compensation benchmarkingReview and recommend competitive remuneration strategiesSupport workforce retention and talent development initiativesEstablish structured career progression pathwaysPolicy, Compliance & GovernanceDevelop and update HR policies in line with Malaysian Employment Act and labour regulationsEnsure compliance with EPF, SOCSO, EIS, and statutory submissionsStrengthen HR documentation and governance frameworkSupport internal audit and compliance processesEmployee Engagement & Culture DevelopmentPromote a performance-driven and accountable work cultureSupport internal communication and organizational alignmentManage employee relations professionally and proactivelyGroup HR CoordinationPrepare structured HR reports for senior management and parent companyAlign local HR practices with multinational governance standardsCoordinate cross-border HR communication when requiredRequirementsExperienceMinimum 8 years of HR experience, with at least 3 years in managerial roleStrong experience in recruitment and headhunting for managerial positionsExperience building KPI and performance management systemsPrior experience in a multinational corporation (MNC) with structured reporting lines is highly preferredExposure to organizational development and salary structuring is an advantageEducationBachelor’s Degree in Human Resources, Business Administration, or related fieldCompetenciesStrong leadership and stakeholder management skillsKnowledge of Malaysian Employment Act and labour regulationsStrategic mindset with operational execution abilityStrong communication and organizational skillsHigh integrity and governance awarenessLanguage RequirementFluent in EnglishMandarin proficiency is required to facilitate communication with the China-based parent company
