Position OverviewResumes are being accepted for the position of Human Resources Associate within the Human Resources Department. Reporting to the HR Manager, Talent and Organizational Development, the successful candidate will provide exceptional first-line customer service assistance to employees, leaders, applicants and the general public regarding general human resources matters. Guided by the goals and objectives of the City of Guelph Corporate Strategic Plan and committed to the Corporate Values of integrity, service, inclusion, wellness and learning, the candidate will aid in the achievement of the Community Vision for an inclusive, connected, prosperous city.Key Duties And Responsibilities Provide exceptional front line (in person, phone, email and social media) customer service to employees and the general public regarding general human resources matters including responding to all myHR inquiries. Provide information and answer questions regarding the application of human resources policies, procedures, collective agreements etc. to all employees and leaders, referring questions or concerns requiring policy interpretation to Human Resources Specialists and Advisors, as appropriate. Provide customer service and support to for the recruitment function by coordinating all aspects of the recruitment process including receiving and tracking VRF’s, generating requisitions, employment posting and advertising, generating and reviewing applicant lists, coordinating interviews and reference checks, preparing offers of employment and tracking conditional items. Create and maintain recruitment folders, ensuring compliance with recruitment policies, procedures and City bylaws. Participate in interview panels, as needed. Coordinate mass hiring initiatives such as summer recruitment, winter recruitment, paramedic, transit operator and firefighter recruitments in collaboration with Recruitment Specialists and hiring managers. Administer employee experience programs (examples recognition and retirement programs) and provide logistical support for HR programs and special projects. Administer employee surveys, monitor participation level, and generate quarterly/annual reports and provide custom reports, as requested. Maintain, update, and generate seniority lists, ensuring accuracy and compliance with company policies and contractual agreements. Administer boot and clothing voucher program for NUME, 241, and 973 Union groups. Effectively utilize and maintain all recruitment software systems such as iCIMS (Applicant Tracking System) and JD Edwards (Human Resources Information System). Administer the internal and external webpages, including the City’s career page, and perform basic content maintenance and updates as required Ensure proper recording, routing, retention, storage and/or disposition of all documents received, in accordance with established policies and procedural guidelines. Assist with onboarding for new employees. Maintain high quality standards in the delivery of internal Human Resources services. Develop standard operating procedures. Monitor and report monthly on recruitment metrics, Perform miscellaneous job-related duties as assigned. Other duties as assigned Qualifications And Requirements Experience related to the duties above, normally acquired through the completion of post-secondary education in Human Resources, Business Administration or a related field and experience with providing recruitment support within structured, agreement based environments. Candidates with an equivalent combination of education and experience may be considered. Experience in providing customer service support to employees and/or the general public via phone, email and in person. Understanding of general HR procedures and practices including but not limited to: handling of confidential or sensitive information, recruitment and labour relations. Superior customer service and interpersonal skills including the ability to effectively communicate and work collaboratively with a wide range of individuals including employees, agencies, external contacts and the public. Excellent organizational skills with attention to detail and the ability to manage multiple tasks in a demanding environment. Self-directed, well-organized and proactive individual. Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues. Knowledge of relevant employment legislation including Accessibility for Ontarians with Disabilities Act (AODA), Employment Standards and Human Rights. Ability to maintain accuracy and work quality standards. Ability to work effectively in a team environment. Experience with Microsoft Office (Word, Excel, PowerPoint & Outlook). Experience with HRIS software such as JDEdwards, and applicant tracking systems for recruitment would be an asset.
