We are seeking a hands-on, highly capable Human Resources Manager to build and manage the full HR function for URBAS Middle East in Saudi Arabia. This is not an administrative HR role — it requires full ownership of talent acquisition, payroll, contracting, employee relations, Saudization strategy, policy development, and HR compliance.The ideal candidate is proactive, independent, and able to design and execute all HR activities from scratch, supporting a fast-growing multinational developer and ensuring full alignment with Saudi labor law and corporate governance.Key Responsibilities HR Strategy & Department SetupEstablish all HR workflows, policies, forms, employee handbook, job grading, and proceduresImplement HR systems and digital HR records (HRIS, onboarding tools, etc.)Act as the main HR point of contact for Saudi operations and group HR in Spain Talent Acquisition & RecruitmentLead full-cycle recruitment for all roles (local + international)Build a talent pipeline and manage job postings, sourcing, screening, interviews, offersEstablish relationships with recruitment agencies, universities, and professional networksManage onboarding, orientation, and probation process Payroll, Benefits & CompensationManage monthly payroll, allowances, overtime, EOSB, and payroll audit filesEnsure full compliance with WPS, GOSI, and employee benefits policiesCoordinate salary benchmarking and compensation structures Government Relations & SaudizationDevelop and manage Saudization strategy and Nitaqat targetsHandle government platforms: Qiwa, GOSI, Muqeem, Mudad, Absher, MHRSD, etc.Maintain legal compliance according to Saudi Labor Law and regulatory deadlines Contracts, Visas, Mobility & Employee FilesPrepare employment contracts, renewals, transfers, termination documentationManage visas, Iqama renewals, medical insurance, and employee lifecycle recordsEnsure digital archiving and document control for audits and compliance Employee Relations, Culture & PerformanceAct as the HR focal point for employee queries, performance reviews, and grievance handlingDevelop engagement and retention strategies, training plans, and corrective action processesSupport leadership with workforce planning and organizational developmentRequired QualificationsRequirementDetailsEducationBachelor’s degree in HR, Business Administration, or related field (CIPD / SHRM preferred)ExperienceMinimum 7+ years HR experience in Saudi Arabia, including full HR operations ownershipTechnical SkillsHRIS systems, payroll software, MS Office, recruitment platformsRegulatory KnowledgeStrong command of Saudi Labor Law, GOSI, Saudization / Nitaqat, WPS, visa & immigration lawsLanguageEnglish required; Arabic a strong advantageNationalitySaudi nationalsSoft Skills & CompetenciesAble to work independently and build systems without supervisionHigh confidentiality and professionalism in handling employee mattersStrong communication and interpersonal skills across culturesStructured, organized, and capable of multi-taskingProblem-solving mindset and ability to handle corrective actionAbility to support corporate growth and evolving HR needsWhat We OfferCompetitive salary and benefits packageFull ownership of the HR function from day oneGrowth path toward HR Director / Country HR LeadExposure to international headquarters and multi-country HR environmentOpportunity to build teams and culture for a growing multinational developer
