Reports to: Director, J-PAL Finance and OperationsPurpose:The Abdul Latif Jameel Poverty Action Lab’s (J-PAL) Middle East and North Africa regional office is based at The American University in Cairo School of Business. J-PAL, povertyactionlab.org, is a global research center working to reduce poverty by ensuring that policy is informed by scientific evidence. Anchored by a network of more than 200 affiliated professors at universities around the world, J-PAL draws on results from randomized impact evaluations to answer critical questions in the fight against poverty.Under the supervision of the Director, J-PAL Finance and Operations, the Senior Officer, Finance and Operations will provide support to complex office operations and logistics for a growing team, support human resources logistics and office administration, and support grants management and financial operations to facilitate the smooth running of research and policy projects, including development of grant budgets and submission of proposals into AUC’s grants management system.Responsibilities: Accounting, Financial Reporting and Management:Using data from internal AUC accounting systems, prepare regular financial reports on grants for donorsProvide all required interim reports to J-PAL MENA senior management regarding projections and expendituresCreate journal entries in SAPAssist Director of Finance and Operations with labor projections and annual workplan or budgetPrepare disbursement transactions ensuring adequacy of supporting documentation, appropriate cost accounting allocations, proper project and account code, and othersPerform reconciliations and other general accounting functions as may be neededParticipate in the design and implementation of policies, procedures, and systems to comply with all applicable financial and accounting regulationsGrants Management:Support developing budgets for proposalsSubmit proposals into AUC’s systems while also ensuring compliance with donor requirements and formatsSupport establishing sub-awards and partnership agreements and regular financial reporting, regular monitoring and close-outEnsure compliance with programmatic objectives, financial obligations, and reporting requirements as outlined in contracts and grant agreementsDevelop budget modificationsHuman Resources:Coordinate with the AUC HR Office for all related J-PAL’s team requestsFollow-up with the J-PAL team to meet HR deadlines in contract renewals, appointments, probation, performance appraisal, salary allocations, and othersProcurement:Coordinate with the AUC Procurement Office to plan for all J-PAL team procurement needsFollow-up to ensure value for money and successful delivery of items procured, including IT hardware and software procurementLegal:Support development of Memorandum of Understanding (MoUs) for project activities, coordinating with AUC Office of Sponsored Programs, Legal, and Technology Transfer OfficePerform any other related tasks as assignedRequirements: Minimum Education Requirements: Bachelor’s degree in finance, accounting, or related fieldExperience: Minimum eight to ten years of experience, including four years’ experience in financial management and reporting, grant administration, and office administration and operationsInterest in international development, poverty, and social policySkills: Strong self-motivation with skill in working under tight timelinesAbility to work under pressureStrong ability to multi-task, i.e. proven ability to handle several different projects or tasks at one time, successfully complete tasks assigned, and meet urgent and short deadlines, doing all this while maintaining a positive attitude is essentialProficiency in various computer systems, including exposure to centralized databases and accounting systems, and are comfortable learning computer applications, including SalesforceDetail-orientedStrong writing skills and ability to clearly present financial data and communicate on its implicationsExcellent communication and interpersonal skills; communicate in a precise, clear wayFluent in both Arabic and EnglishThis position is open until November 11, 2025Placement is based on the candidate’s experience and skills.
