With annual revenues of $14 billion, GISI’s approximately 15,000 employees are engaged in projects across 100 countries worldwide providing construction, program/project management, and engineering consulting services.This Opportunity:Aus4Adaptation (A4A) is Australia’s flagship climate adaptation initiative in Vietnam supported by the Australian Department of Foreign Affairs (DFAT) and designed to support the country’s efforts to accelerate and expand inclusive, locally led responses to climate change in the Mekong Delta. Palladium has been selected as the implementing partner to lead delivery of A4A in close collaboration with a network of partners.The overarching goal for this five-year AUD35million investment is for Vietnam to scale up climate adaptation in the Mekong Delta. A4A aims to foster partnerships between government, private sector, and communities to demonstrate and replicate inclusive adaptation solutions. The program has three End of Program Outcomes (EOPOs):The Governments of Vietnam and Australia increase cooperation and deepen relations in national, transboundary and international climate change adaptation.Local and international organisations adopt emerging integrated landscape-based and locally-led solutions to climate change adaptation in Vietnam.Policy and decision-makers in Vietnam scale up and replicate proven approaches to climate change adaptation that are inclusive and equitable.As the implementing partner, Palladium is responsible for achieving these EOPOs through policy support, community adaptation and research grants. A Knowledge Hub at Can Tho University is being established to enable coordination, evaluation and evidence-based scaling of successful approaches.Purpose of PositionThe Team Leader oversees the delivery of all aspects of the A4A program, including strategic oversight of program objectives, delivery, and engagement with the client and partners. The Team Leader will ensure the program delivers high-quality, cost-effective climate and social outcomes in accordance with the client Head Contract and reflecting the priorities and standards of Australia’s development priorities. The Team Leader is responsible for developing close relationships with all relevant stakeholders, developing and implementing program strategies, maintaining technical rigor, and enabling a high-performance, inclusive and collaborative culture.Additionally, the Team Leader oversees budgeting, monitoring, and risk management, while translating client objectives into effective actions. The role also includes overseeing A4A’s learning and communications to inform best practice and illustrate how the program contributes to broader Vietnamese and Australian objectives.Primary ResponsibilitiesThe primary responsibilities of the Team Leader can be broadly described as follows:Program LeadershipLead and take full accountability of the delivery of all aspects of the A4A program, including management of team activities, program delivery, and engagement with program partners.Develop and implement a compelling delivery approach for the program, ensuring alignment with the Client’s expected outcomes, Government of Vietnam priorities as well as Palladium’s high project delivery standards.Develop and maintain strong working relationships with DFAT, key GoV, impacted communities and other key stakeholders.Seek opportunities to leverage program impact through collaboration with other programs and through private sector partnership.Oversee the implementation of robust financial compliance strategies, ensuring adherence to all relevant policies, processes, and legislation to maintain the program’s integrity and operational excellence.This includes budgeting, forecasting, bank account management, procurement, reconciliation and invoicing.Influence, negotiate and liaise with DFAT stakeholders to monitor progress, propose amendments, evaluate contract performance and address any other matters that arise.Build and implement solutions that deliver value and ensure sustainable business (including climate, com) are embedded within program delivery.Ensure inclusive and equitable approaches to climate adaptation are embedded in the program, reflecting the Australia – Vietnam Development Partnership Plan 2025–2030.Oversee the development and implementation of risk management strategies, ensuring the identification, assessment, and mitigation of potential risks to safeguard the program and impacted communities. Comply with, and advocate for, DFAT’s policies in all aspects of implementation, including gender, disability, fraud and anti-corruption, PSEAH, child protection and environmental and social safeguards.Managing and Leading PeopleLead, guide and mentor A4A staff to maintain a positive performance culture that promotes teamwork, exchange of ideas and a style of working that is congruent with expectations of A4A partners in contract delivery.Provide coaching, mentoring and leadership to direct and indirect reports; driving continuous learning and improvement to promote professional development for local staff, achieving employee satisfaction and retention.Demonstrate partnership principles throughout engagement with the client, government stakeholders and delivery partners, working in collaboration with independent partnership brokers as appropriate.Demonstrate strong negotiation and influencing skills, and adapt communication and leadership styles for different audiences to ensure messages are communicated effectively.Required Experience and SkillsExperience serving in a leadership role delivering results through large, complex development programs in climate adaptation, private sector engagement or relevant fields.Demonstrated experience in Vietnam building and maintaining strong collaborative partnerships with senior leaders and stakeholders; including donors, government agencies, senior officials and local communities. Experience collaborating with stakeholders and communities in the Mekong Delta is desirable.Understanding of climate adaptation challenges and opportunities in Vietnam, and DFAT’s climate adaptation and development priorities in Vietnam.Strong written and verbal communication skills to effectively develop reports and undertake presentations for senior audiences, including DFAT, partner organisations and broader communities.Ability to supervise proactive program monitoring and evaluation to ensure transparent results, continual improvement and insightful learning to inform the program, DFAT and the climate adaptation community in Vietnam.Demonstrated commitment and track record in promoting equity, diversity and inclusion, particularly in a multi-cultural environment.Strong leadership, coaching and mentoring skills, and prior experience leading effective teams.Significant experience successfully managing large budgets; and highly developed financial and commercial acumen.Understanding of compliance requirements and risk management practices to ensure programs meet DFAT’s standards and mitigate potential risks.Other:The position will be based in Hanoi, and in office presence will be expected at least 4 days per week. Travel may be required within Vietnam and internationally, including regular travel to Can Tho and the Mekong Delta region.Candidates must be available to engage by no later than January 2026.We value diverse experiences and perspectives.
