“Təklif olunan yeni model müəllimi məktəbə bağlamaqla Azərbaycan müəllimini gündüz burda, axşam orda işləmək məcburiyyətində qoymamalıdır, Azərbaycan müəlimini bir yerdə işləməyə sövq etməlidir”. İlham Əliyev Fərman imzaladı

Azərbaycan Prezidenti İlham Əliyev Dövlət Təhlükəsizliyi Xidmətinin Mərkəzləşdirilmiş İnformasiya və Rəqəmsal Analitika Sisteminin yaradılması ilə əlaqədar Fərman imzalayıb. Metbuat.az xəbər verir ki, Fərmana əsasən, yaradılacaq sistem MİRAS adlandırılacaq. Fərmanda qeyd olunub ki, DTX MİRAS-ın formalaşdırılması, aparılması, fəaliyyətinin təşkili və inkişaf etdirilməsi, həmçinin ondan səmərəli istifadənin təmin edilməsi üçün zəruri tədbirlər görməlidir. Dövlət başçısı Dövlət Təhlükəsizliyi Xidmətinin Mərkəzləşdirilmiş İnformasiya və Rəqəmsal Analitika Sistemi haqqında Əsasnaməni də təsdiq edib. Əsasnamədə göstərilir ki, MİRAS-ın formalaşdırılmasının məqsədi Xidmətin "Kəşfiyyat və əks-kəşfiyyat fəaliyyəti haqqında", "Əməliyyat-axtarış fəaliyyəti haqqında", "Terrorçuluğa qarşı mübarizə haqqında", "Dövlət sirri haqqında", "Lisenziyalar və icazələr haqqında" Azərbaycan Respublikasının qanunları və digər normativ hüquqi aktları ilə müəyyən edilmiş hüquq və vəzifələrinin icrasının təmin olunmasından, dövlət təhlükəsizliyi sahəsində elektron məlumat mübadiləsinin, eləcə də müvafiq sahə üzrə təhlillərin aparılmasından, proqnozların və hesabatların hazırlanmasından və göstərilən xidmətlərin keyfiyyətinin yüksəldilməsindən ibarətdir. Azərbaycan Qida Təhlükəsizliyi Agentliyi (AQTA) və Daxili İşlər Nazirliyinin Rayon Polis Şöbəsinin əməkdaşları Lənkəranda Böyük Bazar məhəlləsi ərazisində ət satışı məntəqələrində monitorinq keçirib, baytar nəzarətindən keçməyən ət satışının qarşısı alınıb. Bildirilib ki, baxış zamanı Anar İbrahim oğlu Ağayevə və İlqar Əlişirvan oğlu Axundova məxsus məntəqələrdə ətlərin baytarlıq ekspertizasından keçirilmədən satışa çıxarıldığı aşkarlanıb. Faktla bağlı fiziki şəxslər barəsində inzibati protokol tərtib edilib. "Kapital Bank" Gəncədə kibertəhlükəsizlik mövzusunda təlimlər keçirdi

Kapital Bank-ın nümayəndə heyəti Gəncə şəhərində yerləşən üç ali təhsil müəssisəsində – Gəncə Dövlət Universiteti, Azərbaycan Texnologiya Universiteti və Azərbaycan Dövlət Aqrar Universitetində elmi-pedaqoji heyət və tələbələr üçün kibertəhlükəsizlik mövzusunda maarifləndirici təlimlər keçirib. Tədbirlər “Dayan, Düşün, Dəqiqləşdir” kampaniyası çərçivəsində baş tutub. Təlimlərdə Kapital Bank-ın Təhlükəsizlik Departamentinin direktor müavini Emil Qasımov, Fraud halları və rəqəmsal əməliyyatların araşdırılması şöbəsinin müdiri Nəsib Süleymanov və bankın Gəncə filialının müdiri Vüqar Paşayev çıxış edərək, kiberdələduzluğun növləri, real dələduzluq nümunələri, müdafiə üsulları və bankın təhlükəsizlik mexanizmləri barədə iştirakçılara geniş məlumat veriblər. Bank nümayəndələri baş vermiş real dələduzluq halları barədə danışaraq, vətəndaşların emosional vəziyyətlərindən sui-istifadə edildiyini xüsusilə vurğulayıblar. Bir sıra hallarda, vətəndaşların telefon zəngləri və müxtəlif sosial şəbəkələr vasitəsilə aldadılması qeyd edilib. Həmçinin, vətəndaşlara plastik kartlarını 3-cü şəxslərə istifadəyə verilməsinin yolverilməz olduğu bildirilib. Bank nümayəndələri qeyd ediblər ki, kart məlumatlarının paylaşılması dələduzluq halları üçün birbaşa imkan yaradır və hər kəs sadə kibergigiyena qaydalarını bilmək və əməl etməklə özünü dələduzlardan qoruya bilər. Hər üç təlimin yekununda iştirakçılarla interaktiv sual-cavab sessiyası keçirilib, auditoriyanın gündəlik həyatda rastlaşdığı real dələduzluq situasiyaları müzakirə olunub və bank nümayəndələri tərəfindən ətraflı cavablandırılıb. Xatırladaq ki, Kapital Bank tərəfindən həyata keçirilən “Dayan, Düşün, Dəqiqləşdir” kampaniyası çərçivəsində ölkə üzrə maarifləndirici təşəbbüslər həyata keçirilir. Bank təlimlərlə yanaşı, kütləvi informasiya vasitələrində kibertəhlükəsizliklə bağlı press-relizlər, sosial şəbəkələrdə videoçarxlar və posterlər paylaşaraq, vətəndaşların məlumatlılığının artırılmasına dəstək olur. Qeyd edək ki, maliyyə qurumlarının həyata keçirdiyi təhlükəsizlik tədbirləri ilə yanaşı hər kəsin kiberdələduzluğa qarşı diqqətli olması, şəxsi hesablarını qoruması və fərdi məlumatlarını, kartlarını digər şəxlərlə paylaşmaması olduqca vacibdir. Kartın üzərindəki 16 rəqəmli PAN nömrə, kartın arxasında olan 3 rəqəmli CVV kod və mobil nömrəyə göndərilən 4 rəqəmli OTP şifrə yalnız kart sahibinə məxsusdur və bu məlumatları heç kimlə bölüşmək olmaz. Unutmaq olmaz ki, heç bir bank əməkdaşı müştəriyə sosial şəbəkə hesabından və ya xarici nömrədən zəng edə bilməz. Kapital Bank adından zəng edən şəxslərin isə bank əməkdaşı olub olmadığını yoxlamaq olduqca asandır. Bunun üçün müştərilər zəng edən şəxsdən bank əməkdaşı olduğunu təsdiq edən mesaj tələb edə bilər. O həqiqətən bank əməkdaşıdırsa vətəndaş Birbank mobil tətbiqində bunu təsdiq edən bildiriş alır. Bildirişdə qeyd edilir: “Dəyərli Birbanklı, bank məhsulunu təklif edən şəxsin bankımızın əməkdaşı olduğunu təsdiq edirik. Bizə güvəndiyiniz üçün təşəkkür edirik”. Mobil tətbiqdə bildiriş alındığı təqdirdə zəng edən şəxslə danışığı davam etdirmək olar, əks halda zəngi dərhal sonlandırmaq lazımdır. Azərbaycan bu ölkəyə neft ixracını artırdı

Bu ilin yanvar-oktyabr aylarında Azərbaycan Niderlanda 360 min 687,86 ton xam neft ixrac edib. Metbuat.az xəbər verir ki, bu barədə Dövlət Gömrük Komitəsi məlumat yayıb Bu miqdarda məhsulun dəyəri 214 milyon 827,49 min ABŞ dolları təşkil edib. İxrac olunmuş məhsulun miqdarı 2024-cü ilin ilk 10 ayı ilə müqayisədə 2,1 dəfə, dəyəri isə 1,7 dəfə çoxdur. Niderlanda ixrac edilən xam neftin Azərbaycanını ümumi neft ixracında payı 1,74 % olub. Qeyd edək ki, bu ilin yanvar-oktyabr aylarında gömrük bəyannamələrinə əsasən, Azərbaycan ümumi dəyəri 10 milyard 849 milyon 719,29 min ABŞ dolları olan 20 milyon 754 min 593,06 ton həcmində bitumlu süxurlardan alınmış xam neft və neft məhsulları ixrac edib. Hesabat dövründə Azərbaycan xarici ölkələrlə 40 milyard 862 milyon ABŞ dolları dəyərində ticarət əməliyyatı aparıb. Xarici ticarət dövriyyəsinin 21 milyard 637 milyon ABŞ dolları ixracın, 19 milyard 225 milyon ABŞ dolları isə idxalın payına düşüb.

Bu ilin yanvar-oktyabr aylarında Azərbaycandan xarici bazarlara 64.65 min ABŞ dolları dəyərində xalça və döşəmə örtükləri ixrac edilib. Hesabat dövründə Azərbaycana idxal olunan xalça və döşəmə örtüklərinin dəyəri isə 18 milyon 415.78 min ABŞ dolları təşkil edib ki, bu da 2024-cü ilin müvafiq dövrü ilə müqayisədə 1 milyon 278 min 86 dollar və yaxud 6.5 faiz azalma deməkdir.

Starmer says he is yet to speak with Trump over Panorama incident

The Prime Minister has vowed to defend a “trusted independent BBC” as he confirmed he is yet to speak with US President Donald Trump over the Panorama incident. Mr Trump said last week he would sue the corporation following its apology over the editing of a 2021 speech broadcast by Panorama. The BBC apologised for the edit of Mr Trump’s speech on January 6 2021, which had given the “mistaken impression that President Trump had made a direct call for violent action”. Despite the apology, Mr Trump said he would proceed with legal action for “anywhere between 1 billion dollars (£759.8 million) and 5 billion dollars (£3.79 billion)”. It said the BBC did not distribute the Panorama episode on its US channels and it was restricted on iPlayer to viewers in the UK; that the documentary did not cause Mr Trump harm as he was later re-elected; that the edit was not done with malice and was designed to shorten a long speech; that it was not meant to be considered in isolation but as part of an hour-long programme; and that an opinion on a matter of public concern and political speech is heavily protected under defamation laws in the US. Train services back to normal after damaged wires repaired at Glasgow Central

Train services to and from Glasgow Central are expected to run as normal after a day of disruption on Thursday due to damaged overhead wires. However, services on the Edinburgh Waverley to Glasgow Queen Street line were disrupted on Friday morning following a signalling issue. Network Rail Scotland said on Friday that all repairs to the wires at Glasgow Central are now complete. The company had said on Thursday evening that engineers would work through the night to complete the work. There was significant disruption to high-level services at the station on November 20 after sections of overhead wires were damaged early in the morning. The majority of platforms had reopened by late afternoon and services are expected to run normally on Friday. Network Rail Scotland posted on social media: “All repairs to the damaged overhead wires at Glasgow Central are complete and a full service will operate this morning. “Thank you again for your patience yesterday, we’re sorry for the disruption.” An investigation is under way to establish what caused the damage. Elsewhere, a signalling fault in the Newbridge area near Edinburgh led to disruption on the Edinburgh Waverley to Glasgow Queen Street main line and also affected services to Dunblane. ScotRail warned that some services may be disrupted. In a social media post just before 8am Network Rail Scotland said: “We’ve identified the fault and made temporary repairs to allow Edinburgh to Glasgow Queen St/Dunblane services to run. “Engineers will stand by and replace the faulty part after the morning peak. “We’re working closely with @ScotRail to manage train services in the area.” The disruption comes amid wintry conditions after a night of sub-zero temperatures in many parts of the country. ScotRail advised passengers to take extra care, saying: “Due to the cold weather conditions, please take extra care when you’re out and about. “Platforms can become icy. Please also be extra vigilant when boarding and alighting train services.”

Government borrowing higher-than-forecast in pre-Budget blow to Chancellor

Chancellor Rachel Reeves has been put under further pressure over the state of the nation’s finances ahead of next week’s Budget as the latest official figures showed higher-than-expected government borrowing last month. The Office for National Statistics (ONS) said public sector borrowing stood at £17.4 billion last month, £1.8 billion lower than a year ago but the third highest level for October since records began. The figure was more than the £15 billion expected by most economists and higher than the £14.4 billion forecast in March by the UK’s independent fiscal watchdog, the Office for Budget Responsibility (OBR). Borrowing for the seven months of the financial year to date was £116.8 billion – £9 billion higher than the same period a year ago and £9.9 billion above the OBR’s forecasts in March. The figures come less than a week before the November 26 Budget, when Ms Reeves is expected to reveal a raft of measures to help plug a black hole in the UK public finances, estimated at up to £50 billion by some economists. While the Government appears to have rowed back on reported earlier plans to increase income tax, it is widely expected to look at other ways to raise cash to tackle the shortfall and ensure the Chancellor remains on track to meet her fiscal rules. Treasury Chief Secretary James Murray said next week’s Budget would set out how Ms Reeves intends to “cut debt”. Household energy bills to rise by 0.2% from January

Household energy bills are set to rise by 0.2% from January 1 after Ofgem increased its next price cap. The regulator said energy bills will rise by about 28p a month for the average dual-fuel household in England, Scotland and Wales. But Ofgem said that, when adjusting for inflation, the new price cap is £37 lower than between January and March in 2025. For the average household paying by direct debit for gas and electricity, the overall bill will be £1,758 a year, up from the current £1,755. Ofgem’s price cap sets a maximum rate per unit and standing charge that customers can be billed when they are not on a fixed tariff. It does not limit total bills because households still pay for the amount of energy they consume. The unexpected increase comes after experts at Cornwall Insight said they expected prices to fall by 1% because of lower wholesale energy prices. Ofgem said wholesale prices were currently stable and had fallen by 4% over the past three months, but that conditions remained “volatile”. The price cap change takes into account Government policy and operating costs, including funding the Sizewell C nuclear project, which is thought to add around £1 a month to bills. Tim Jarvis, director general of markets for Ofgem, said: “While energy prices have fallen in real terms over the past two years, we know people may not be feeling it in their pockets. While wholesale energy costs are stabilising, they still make up the largest portion of our bills which leaves us open to volatile pricesTim Jarvis, Ofgem “The price cap helps protect households from overpaying for energy. Dame Clare Moriarty, chief executive of Citizens Advice, said the 0.2% increase to the price cap “will mean another tough winter” for millions of households in debt to their supplier. “With bills still drastically higher than before the energy crisis, and due to rise again from April, it’s high time for decisions about the longer term,” she said. “In next week’s Budget, the Government must cut electricity bills by shifting some policy costs into general taxation, or spreading them more evenly between gas and electricity. “This could bring electricity bills down by hundreds of pounds, especially for those with the most stretched household budgets.” Dhara Vyas, the chief executive of Energy UK, said the “urgency” of bringing down bills for people “feels even more stark given the drop in temperatures across the country”. “The industry is keen to see the Government take action to reduce bills, in a way that brings the most widespread and lasting benefits for customers, for example by removing some levies from electricity costs,” she said.
