Macau-Hengqin University Town set for postgraduate launch next September

Postgraduate education programs are planned to launch in September next year for the development of the Macao-Hengqin International Education University Town, with a target of 1,200 students in its first year. During the announcement of this year’s Policy Address, Chief Executive Sam Hou Fai revealed that the government is actively promoting the construction of four major engineering projects for the University Town. The projects will be carried out in three phases. Phase one involves the school establishment period, utilizing existing facilities in the Guangdong-Macao In-Depth Cooperation Zone in Hengqin, and will accommodate the University of Macau (UM), Macau Polytechnic University (MPU), and Macau University of Tourism (UTM) as they begin operations. Phase two will involve the construction of UM’s Cooperation Zone Campus, and phase three will cover the construction of the Cooperation Zone campuses for MPU and UTM. In addition, the CE stated that the development of the Macau Pearl River West Bank International Air Transport Hub will focus on advancing the main structural work of the Hengqin Front Cargo Terminal, establishing an efficient transport system connecting Macau International Airport with the Hengqin cargo facility. Diesel trucks are shifting to electric, possibly changing global LNG and diesel demand

China is replacing its diesel trucks with electric models faster than expected, potentially reshaping global fuel demand and the future of heavy transport. In 2020, nearly all new trucks in China ran on diesel. By the first half of 2025, battery-powered trucks accounted for 22% of new heavy truck sales, up from 9.2% in the same period in 2024, according to Commercial Vehicle World, a Beijing-based trucking data provider. The British research firm BMI forecasts electric trucks will reach nearly 46% of new sales this year and 60% next year. Heavy trucks carry the lifeblood of modern economies. They also contribute significantly to global emissions of carbon-dioxide: In 2019, road freight generated a third of all transport-related carbon emissions. Trucking has been considered hard to decarbonize since electric trucks with heavy batteries can carry less cargo than those using energy-dense diesel. Proponents of liquefied natural gas have viewed it as a less polluting option while technology for electric heavy vehicles matures. Liquefied natural gas, or LNG, is natural gas cooled to a liquid fuel for easy storage and transport. China’s trucking fleet, the world’s second-largest after the U.S., still mainly runs on diesel, but the landscape is shifting. Transport fuel demand is plateauing, according to the International Energy Agency and diesel use in China could decline faster than many expect, said Christopher Doleman, an analyst at the Institute for Energy Economics and Financial Analysis. Electric trucks now outsell LNG models in China, so its demand for fossil fuels could fall, and “in other countries, it might never take off,” he said. Costs fall in China’s electric truck pivot The share of electrics in new truck sales, from 8% in 2024 to 28% by August 2025, has more than tripled as prices have fallen. Electric trucks outsold LNG-powered vehicles in China for five consecutive months this year, according to Commercial Vehicle World. While electric trucks are twice to three times more expensive than diesel ones and cost roughly 18% more than LNG trucks, their higher energy efficiency and lower costs can save owners an estimated 10% to 26% over the vehicle’s lifetime, according to research by Chinese scientists. “When it comes to heavy trucks, the fleet owners in China are very bottom-line driven,” Doleman said. Early sales were buoyed by generous government incentives like a 2024 scheme for truck owners to trade in old vehicles. Owners can get up to about $19,000 to replace older trucks with newer or electric models. Investments in charging infrastructure are also boosting demand for electric trucks. Major logistics hubs, including in the Yangtze River Delta, have added dedicated charging stations along key freight routes. Cities like Beijing and Shanghai have built heavy-duty charging hubs along highways that can charge trucks in minutes. CATL, the world’s largest maker of electric vehicle batteries, launched a time-saving battery-swapping system for heavy trucks in May and said it plans a nationwide network of swap stations covering 150,000 kilometers (about 93,000 miles) out of China’s 184,000 kms (about 114,000 miles) of expressways. Global energy markets will feel the impact The surge in sales of electric trucks is cutting diesel use and could reshape future LNG demand, analysts say. Diesel consumption in China, the second-largest consumer of the fuel after the U.S., fell to 3.9 million barrels per day in June 2024, down 11% year-on-year and the largest drop since mid-2021, partly reflecting the shift to LNG and electric trucks, according to the U.S. Energy Information Administration. “The rise of China’s electric truck sector is one of the more under-reported stories in the global energy transition, especially given its potential impact on regional diesel trade flows,” said Tim Daiss of APAC Energy Consultancy. LNG truck sales peaked in Sept 2023 and March 2024 after China eased transport restrictions imposed during the COVID-19 pandemic, said Liuhanzi Yang of ICCT Beijing. By June 2025, sales had slipped 6% as electric trucks gained ground. Shell’s 2025 LNG Outlook projects that demand for imported LNG in China, the world’s largest LNG importer, will continue to rise partly due to LNG trucks. It also suggests LNG trucking might expand to other markets, such as India. China’s electric trucks are already cutting oil demand by the equivalent of more than a million barrels a day, estimates the New York-based research provider Rhodium Group. But Doleman views LNG as a “transitional step” unlikely to be seen apart from in China, where a vast pipeline infrastructure, abundant domestic gas production and byproducts like coke oven gas created conditions conducive to LNG-fueled trucking not seen elsewhere. China’s is planning new emission standards for vehicles that will limit multiple pollutants and set average greenhouse gas targets across a manufacturer’s fleet. This will make it “almost impossible” for companies relying solely on fossil-fuel vehicles to comply, Yang said. A 2020 ICCT study found LNG-fueled trucks cut emissions by 2%-9% over 100 years but can be more polluting in the short run due to leaks of methane, a potent planet-warming gas that can trap more than 80 times more heat in the atmosphere in the short term than carbon dioxide. Modern diesel now nearly matches LNG in air-quality performance. China is eyeing the global e-truck market Already the world’s largest exporter of passenger cars, China is turning its sights to the global electric truck market. Chinese automakers have kept costs down and sped up truck manufacturing while ensuring different parts work seamlessly together with in-house production of most key components, from batteries to motors and electronics, said Bill Russo, founder and CEO of the Shanghai-based consultancy Automobility Limited. China’s hyperactive delivery industry, particularly urban freight trucks, has been an early proving ground for these vehicles, he noted. In 2021-2023, exports of Chinese heavy-duty trucks including EVS to the Middle East and North Africa grew about 73% annually while shipments to Latin America rose 46%, according to a McKinsey & Company report. The share of electrics is expected to grow, though limited charging infrastructure could pose a challenge. China’s Sany Heavy Industry says it will start exporting its electric trucks to Europe in 2026. It is has already exported some electric trucks to the U.S., Asian countries like Thailand and India, and the the United Arab Emirates, among others. In June, Chinese EV maker BYD broke ground in Hungary for an electric truck and bus factory, with an eye toward a mandatory European target of cutting carbon emissions from new trucks by 90% by 2040 compared to 2019 levels. Prices of zero-emission trucks in Europe must roughly halve to become affordable alternatives to diesel, according to another study in 2024 by McKinsey. Volvo told The Associated Press that it didn’t comment on competitors but welcomed “competition on fair terms,” while Scania did not respond. “Things are shaking up,” Daiss said. Türkiye set to host COP31 climate summit, Australia to lead government talks

BELEM, Brazil: Türkiye will host next year's UN climate summit while Australia will lead the conference's negotiations among governments, under a compromise deal taking shape in talks in Brazil, Australian Prime Minister Anthony Albanese said on Thursday (Nov 20). The annual COP conferences are the world's main forum for driving climate action. The compromise would resolve a stand-off between Australia and Türkiye over who would stage COP31. Both bid in 2022 to host it and refused to stand down. The two sides were now close to a deal that would see Türkiye hosting COP31 as summit president, with a pre-COP event staged in the Pacific and Australia as president of negotiations, Albanese said. "What we've come up with is a big win for both Australia and Türkiye," he told Australian Broadcasting Corp Radio. The two nations now have just a year to prepare for an event that attracts tens of thousands of people and requires months of diplomatic legwork to reach consensus around climate goals. "There's a little way to go in these discussions," Australia's Climate Change and Energy Minister Chris Bowen told reporters at COP30 in Belem, Brazil, adding that the compromise would achieve Australia's aims. "It would be great if Australia could have it all. But we can't have it all," he said. "It was important to strike an agreement." The Turkish government did not immediately respond to requests for comment.

US Rep. Sheila Cherfilus-McCormick of Florida indicted on charges of stealing $5M in disaster funds

MIAMI (AP) — U.S. Rep. Sheila Cherfilus-McCormick of Florida has been indicted on charges accusing her of stealing $5 million in federal disaster funds and using some of the money to aid her 2021 campaign, the Justice Department said Wednesday. The Democrat is accused of stealing Federal Emergency Management Agency overpayments that her family health care company had received through a federally funded COVID-19 vaccination staffing contract, federal prosecutors said. A portion of the money was then funneled to support her campaign through candidate contributions, prosecutors allege. “Using disaster relief funds for self-enrichment is a particularly selfish, cynical crime,” Attorney General Pam Bondi said in a statement. “No one is above the law, least of all powerful people who rob taxpayers for personal gain. We will follow the facts in this case and deliver justice.” A phone message left at Cherfilus-McCormick’s Washington office was not immediately returned. Cherfilus-McCormick was first elected to Congress in 2022 in the 20th District, representing parts of Broward and Palm Beach counties, in a special election after Rep. Alcee Hastings died in 2021. In December 2024, a Florida state agency sued a company owned by Cherfilus-McCormick’s family, saying it overcharged the state by nearly $5.8 million for work done during the pandemic and wouldn’t give the money back. The Florida Division of Emergency Management said it made a series of overpayments to Trinity Healthcare Services after hiring it in 2021 to register people for COVID-19 vaccinations. The agency says it discovered the problem after a single $5 million overpayment drew attention. Cherfilus-McCormick was the CEO of Trinity at the time. The Office of Congressional Ethics said in a January report that Cherfilus-McCormick’s income in 2021 was more than $6 million higher than in 2020, driven by nearly $5.75 million in consulting and profit-sharing fees received from Trinity Healthcare Services. In July, the House Ethics Committee unanimously voted to reauthorize an investigative subcommittee to examine allegations involving Cherfilus-McCormick.

The Catholic order was spurred to start a project focused on migration in the wake of the first San Fernando massacre in 2010, when the bodies of dozens of Central American migrants were found in a mass grave near the US-Mexican border in Tamaulipas. “It was a national news story,” says Mario Bersoza, the communications coordinator for Cafémin. “The public opinion began asking: what’s happening with these people walking through Mexico?” The Cafémin migrant shelter is supported by UNHCR and the Irish embassy in Mexico City. Migrants from forty countries have passed through Cafemin since it began operating. “Migration has always been a survival strategy for humanity,” says Bersoza. Many people arriving at Cafémin have come via routes that have existed for centuries from modern-day Guatemala, Honduras and El Salvador, While others hoping to cross into the US have come from as far away as Afghanistan, Bangladesh, Ukraine and Togo. “For us, every life matters,” says Bersoza. “No matter where they come from.” ‘I took five days to get out of the jungle’ Jarianas is living at Cafemin with her elderly father, along with her 15-year-old son and 2-year-old daughter who are attending school at the shelter. For security reasons, the 40-year-old Venezuelan has asked to be referred to by her middle name. Jarianas left Caracas in 2018 as Venezuela struggled with US sanctions and mismanagement by successive governments. The US has taken controversial and increasingly aggressive steps towards the administration of Venezuelan President Nicolás Maduro including deadly strikes in the Caribbean sea surrounding Venezuela and a move to designate Maduro as the leader of a foreign terrorist organisation this month. Jarianas is living at Cafémin with her elderly father, her 15-year-old son and her two-year-old daughter who are attending school at the shelter.Hannah McCarthy Hannah McCarthy After travelling to Peru, Jarianas says she quickly left the South American country due to the risk of kidnapping and extortion by gangs that Venezuelan migrants faced there. Jarianas then illegally entered Chile, where she gave birth to her daughter, who now holds Chilean citizenship but no Venezuelan passport. Last year, Jarianas decided to leave Chile and travel around 7,000 kilometres by land to Mexico. The journey included the notorious Darien Gap, a nearly 100-kilometre stretch of rainforest that separates Colombia from Panama – “I took five days to get out of the jungle,” she says. It was after crossing arriving in Chiapas in southern Mexico that “the anguish really began,” says Jarianas. “Because right away [gangs] kidnap you and you have to pay a ransom for them to release you.” In his office at Cafémin, Bersoza says: “Reaching Mexico requires resources. Many others never make it here. So those who do, already know how to survive—often through informal trade.” Advertisement Place of shelter Cafemin provides temporary shelter, schooling and outreach to families and to migrants living in encampments nearby in Mexico City. The shelter is supported by the UN refugee agency, UNHCR, and is also one of the migration organisations which has received a grant from the Irish Embassy in Mexico. The Irish government has provided €2 million to UNHCR for the Venezuela Regional Refugee and Migrant Response Plan which covers activities to support refugees and migrants across Latin America and the Caribbean. Migrant women living at Cafémin created craft pieces to sell at local markets.Hannah McCarthy Hannah McCarthy A network of migrant shelters like Cafemin are run by Catholic orders and church groups across Central America, many of which are now grappling with international funding cuts. Despite a crackdown on migration to the US by the Trump administration, migrants from South America are continuing to travel north, many fleeing poor economic conditions, state insecurity and gang violence. Shelters run by the diocese of San Pedro Sula in Honduras are continuing to accommodate Colombians, Nicaraguans and Venezuelans, says Michael Lenihan, the archbishop of San Pedro Sula. The Honduran city has also been receiving deportation flights of Honduran citizens from Mexico and the US. “We don’t know what the future holds,” says Lenihan, who is originally from Limerick. Michael Lenihan, the Irish archbishop of San Pedro Sula, runs two shelters in his diocese for migrants who pass through the country on the way to Mexico and the US.Hannah McCarthy Hannah McCarthy Jarianas’s final destination was the US but after the Trump administration suspended an online system for asylum applications for the US, known as CBP One, earlier this year, she decided to stay in Mexico City. “If I were alone it would be very different but when you have a family the risk is much greater,” says Jarianas. “I value their safety above everything.” While the Trump administration has stated that the vessels targeted in the recent series of airstrikes in the Caribbean were smuggling drugs, there is evidence that some boats were carrying migrants and fishermen. According to data collected by IOM, the UN migration agency, there has been a recent shift this year in migration within Mexico. Between June and August 2025, three in four foreign migrants interviewed had been in Mexico for more than six months, up from 29% in late 2024. The Josephine Sisters were spurred to start a project focused on migration in the wake of the first San Fernando massacre in 2010 when the bodies of dozens of Central American migrants were found in a mass grave near the US-Mexican border in Tamaulipas.Hannah McCarthy Hannah McCarthy Bersoza says that when the US CBP One system was suspended a depression – “a collective frustration and hopelessness” – hit many migrant families in Mexico. “And the worst is that now we’re receiving back families who had entered the US to fight their asylum cases but are now being detained and expelled back to Mexico,” he says. An increasing share of migrants, mostly from Venezuela, Honduras and Cuba, now list Mexico as their final destination. According to the UNHCR, Mexico is one of the top five countries globally for receiving asylum applications, despite signs that attitudes towards migrants are hardening among Mexicans. “We live in uncertainty, anguish, fear — that is the reality for migrants,” says Jarianas in Cafemin. “Right now we live in limbo, waiting for the documents that let us move forward.” Readers like you are keeping these stories free for everyone... Social media influencer gets 3 to 9 years for deadly red light crash

NEW YORK (AP) — A Brooklyn wigmaker and social media influencer who raced through a red light and plowed into a mother and two children, killing them, was sentenced Wednesday to 3 years to 9 years in state prison. Miriam Yarimi, 33, pleaded guilty last month in state court in Brooklyn to three counts of reckless manslaughter in connection with the March crash in the borough’s Midwood neighborhood. Yarimi wept as she was being sentenced and told Judge Danny Chun: “I accept full responsibility for my actions.” Prosecutors had recommended the maximum of 5 years to 15 years in prison. Natasha Saada, 34, was holding hands with her three children, Diana, 8, Deborah, 5, and Philip, 4, while crossing Ocean Parkway after Shabbat services, Brooklyn District Attorney Eric Gonzalez said. Natasha, Diana and Deborah were killed. Philip was critically injured. Yarimi sped through the intersection at close to 70 mph (113 kph) and slammed her Audi luxury sedan into a turning Toyota before hitting Saada and her children, Gonzalez said. The car, bearing the license plate WIGM8KER, flipped and came to a stop about 130 feet (40 meters) away. The posted speed limit is 25 mph (40 kph). There was no indication that Yarimi, who was driving on a suspended license, had attempted to brake, Gonzalez said. “This defendant is a reckless driver who cared about only herself when she raced in the streets of Brooklyn and wiped away nearly an entire family,” Gonzalez said in a statement. “There’s a lot of sorrow and pain, remorse, regret I feel in my heart for causing such an unspeakable tragedy,” Yarimi told the judge Wednesday, reading from prepared remarks. “I hope and pray that my guilty plea, as well as my sentencing here today, will provide some degree of closure to the victims and their family members for all of the pain and suffering that my actions.” Yarimi had to be extracted from her vehicle, police said. New York City Mayor Eric Adams called the crash a “tragic accident of a Shakespearean proportion.” “This is extremely concerning and painful, not only to the City of New York in general, but specifically to a very close knit community,” Adams said at the time. “A mother gone for a simple stroll on a sunny day was struck and killed. As we pray for their families and this entire community, the city mourns this loss.”

Brighton's Nnadozie battles Liverpool goalkeeper, 2 others for WSL Save of the Month

Nnadozie, who joined the Seagulls during the summer transfer window, earned the nomination for a stunning first-half save in Brighton's 1-1 away draw against Liverpool. The 24-year-old reacted brilliantly to deny Japanese midfielder Fūka Nagano's powerful long-range strike, a moment that proved crucial in securing a point for her side. She faces stiff competition from Liverpool's Faye Kirby, who also delivered key saves in the same fixture to help her team avoid defeat. Other nominees include Aston Villa's Sabrina D'Angelo and Manchester City's Ayaka Yamashita, both recognized for their standout goalkeeping displays during the month. The nomination caps off a remarkable period for Nnadozie, who was recently crowned Africa's Best Goalkeeper for the third consecutive time at the CAF Awards. Her consistent excellence played a pivotal role in Nigeria's triumph at the last WAFCON in Morocco, where the Super Falcons clinched their historic tenth title. Nnadozie will be hoping to add the WSL accolade to her growing list of achievements as she continues her strong start to life in England's top flight.

He didn't give us World Cup ticket' - Former Super Eagles star urges NFF to sack Eric Chelle

The result has fueled criticism of the Malian tactician, who was appointed to lead the team after the departure of Augustine Eguavoen. In an exclusive interview with this website, Elijah insisted that Chelle has not met his primary mandate and should be relieved of his duties ahead of the 2025 Africa Cup of Nations (AFCON) in Morocco. "I am a coach, for me yes he should be sacked because he did not give us the World Cup ticket," Elijah said to allnigeriasoccer.com. He argued that Chelle should be held to the same standard as Eguavoen, who was asked to step aside after failing to secure qualification for the 2022 FIFA World Cup. "So, if coach Eguavoen, who is well qualified and has played for the national team, he had captained the national team, gone to the Nations Cup, and he could be told to step aside because he lost a match, that is when they ask Chelle to come around to takeover from him. Because they felt he could not qualify for the World Cup," he added. "They felt he lost some matches that are vital, so if they could ask coach Eguavoen to step aside then he should step aside too." Elijah stressed that the World Cup remains Nigeria’s top football priority and that failing to reach the global stage should automatically disqualify a coach from continuing in the role. "Because what are we looking for? If we cannot go to the World Cup, then he has no business being the national team coach.” Nigeria will compete in Group C at the upcoming AFCON, where they will face Tunisia, Uganda, and Tanzania. After finishing as runners-up in the last edition, the Super Eagles will be seeking a stronger performance as they chase a fourth continental title. Adeyemi Adewale Copyright ANS All rights reserved. Dr Joseph Garcia’s Address On The Principal Auditor’s Report - Your Gibraltar TV (YGTV)

The Government has provided the following summary of the address given in Parliament by the Deputy Chief Minister, Dr Joseph Garcia, regarding the Principal Auditor’s Report: The Deputy Chief Minister, Dr Joseph Garcia, delivered a wide-ranging address in Parliament, contextualising the Government’s response to the Principal Auditor’s 2018/2019 Report. He reinforced that the Government’s position is based on facts, evidence and detailed explanations already placed on the public record. Dr Garcia emphasised that the subject matter of the Report is familiar and has appeared in successive audits for decades. The difference, he argued, lies not in what the Report contains, but in: 1. The Opposition’s approach,2. The way the Report was treated in the press,3. The amplification of criticism through social media, and4. The particular language and presentation style adopted in parts of the Report. These contextual factors, he said, explain the heightened public reaction and fully justify the Government’s decision to respond by Motion in Parliament. Government Has Provided Extensive Explanations Dr Garcia recalled that over the summer the Government issued numerous press releases addressing, in detail, the very matters that later appeared in the Report—ranging from procurement issues to refuse collection reform, GHA accounts, overtime controls, EMIS, and the housing allocation in question. He stressed that nobody can credibly claim that the Government failed to supply information. Northern Defences - Transparency and Positive Transformation Speaking also as the Minister formerly responsible for the Northern Defences, Dr Garcia reiterated that the Expression of Interest process was public, transparent, and professionally evaluated by an eight-member expert panel. • Only one proposal met the required conditions.• The chosen scheme is funded by private investment and tourists, not the taxpayer.• The Government retains ownership of the site.• The Procurement Office’s non-involvement was appropriate because this was an EOI, not a tender.• The VEAT issue raised in the Report was a technical point, never raised in three previous EOIs over a decade. He described criticism of the project as unfair and based on an overly technical interpretation of procurement rules that does not reflect the nature of heritage-led Expressions of Interest. The Motion Is Not Unconstitutional, but Part of Democratic Oversight Dr Garcia rejected Opposition claims that the Government’s Motion constituted an “assault on democracy”. He argued: • The Report was laid in Parliament; therefore, Parliament is the correct place for the Government to respond.• Robust disagreement with an audit is normal in all democracies, he cited examples including the UK, Australia, and the EU. • Audits themselves must be open to scrutiny.• The constitutional arbiters of parliamentary procedure are not elected politicians. Value for Money Audits are Conducted Without Statutory Power The Deputy Chief Minister highlighted that the Auditor himself acknowledged having no specific statutory authority to conduct VFM audits, yet these are precisely the parts of the Report that have caused the greatest controversy. He pointed out that the Government has nonetheless facilitated these audits since 1992, including in the preparation of the present Report. Many Issues Criticised Today Were Also Criticised When the Opposition Was in Office Dr Garcia provided extensive historical examples from 2001 to 2011 demonstrating: • Non-responsiveness to requests for information, • Procurement shortcomings,• Contract management deficiencies,• Sick leave control failures, • Weaknesses in rent arrears enforcement, all appeared in Reports during the Opposition’s own time in Government. He argued this continuity makes it clear that the issues are systemic and longstanding, not political or unique to the current administration. Social Media Has Fuelled Misunderstanding and Populist Narratives He warned that the reduction of complex issues into short online soundbites has created fertile ground for misinformation, populism, and distortions of fact. Key Takeaways Dr Garcia summarised the essential points: • Audits are meant to identify deficiencies, not to provide a political narrative. • Much of the Report is uncontroversial and accepted by the Government.• The Government had already implemented improvements before publication. • The Government has provided extensive data and evidence. • A parliamentary Motion is a legitimate part of democratic accountability. • The true risk to Gibraltar’s constitutional fabric comes not from the Motion, but from the Opposition’s polarising discourse, which he argues undermines public trust in Gibraltar’s institutions. Conclusion Dr Garcia concluded by stating that all governments make mistakes and must learn from them, but the Opposition’s approach has been “negative”, “destructive”, and “divisive”. He urged a more responsible tone, warning that the Opposition’s rhetoric risks fuelling distrust and damaging the institutions Gibraltar has relied upon since 1964
