President Museveni hails NRM for creating peace in Karamoja 

President Yoweri Kaguta Museveni has hailed the National Resistance Movement (NRM) for its pivotal role in restoring peace and stability in the Karamoja sub-region. The President made the remarks today while addressing a campaign rally in Kaabong District, where he was warmly received by thousands of supporters. “I want to thank God for the work of the NRM in Uganda. When I see this huge crowd, I feel very happy. Even in Karenga and Abim where I was yesterday, I saw large turnouts. In 1980, when I was campaigning, the population of Karamoja was 190,000, but now Kaabong alone has 260,000 people. This is because children no longer die from diseases like polio and measles, thanks to the NRM’s strong immunization program,” President Museveni said. The President noted that peace in Karamoja was one of the NRM’s greatest achievements, saying it was not easy to bring peace to the region. “That peace was not easy to bring because the Karamojong were deceived that to have peace you must have guns from the Pokot, Toposa, and Turkana. Some even said that to disarm Karamoja, you must first disarm the Turkana and others from Kenya. I told them my work is not to disarm Africa but to disarm the Karamojong,” he said. On development, President Museveni highlighted key infrastructure projects, noting that electricity had reached Kaabong from Moroto and that tarmacked roads were being extended from Soroti through Moroto to Lokitanyala on the Kenyan border, linking with Namalu and Kween in the Sebei region. He added that the government had also constructed major water sources including the Longoromit Dam with a capacity of 1.4 billion litres and the Usake Valley Dam with 2.8 billion litres. “We are also building an international airport at Kidepo National Park. Some people wrongly think national parks are only for animals. If you don’t want parks, then why do you have stadiums for football? Parks attract tourists who come and spend money here. When they visit, they will drink milk from Karamoja, so I challenge you to produce more milk for sale,” he said. On education, the President said Kaabong District currently has 32 primary schools and two secondary schools, with plans to have one primary school per parish and one secondary school per sub-county. He renewed his call for free education in all government schools. “This is what I have wanted since 1995. It had started, but I don’t know how headteachers began charging fees. That’s why I started skilling hubs. I have contributed Shs 50 million to SACCOs for graduates of the skilling hubs, and I want these SACCOs to be in every district. In the next government, I plan to recruit 50,000 teachers to ensure free education,” the President said. On health, he announced that Kaabong has one hospital and seven Health Centre IIIs, with plans to upgrade several Health Centre IIs, including Usake, Loleria, Lodiko, Lobongia, Lotim, Morulem, Timu, Lokerui, and Kamacharikol, to Health Centre IIIs. The President also emphasized the distinction between development and wealth. “Now that tarmac roads have reached Moroto and Nakapiripirit, ask them if they sleep on the tarmac. No, they sleep in their homes. Development is ours as a government, but wealth is yours as a family. Poverty too is yours. We want our people to get out of poverty,” he said. He encouraged people to use government programs like the Parish Development Model (PDM) effectively, saying more funds would be added. “We shall add Shs 15 million for leaders, create funds for graduates who have been jobless for two years, for religious leaders, cultural leaders, and ghetto youth. Use this money well and return it after two years,” President Museveni said. The NRM Vice Chairperson for Karamoja, Hon. Dr. John Baptist Lokii, thanked the President for transforming the sub-region. “Unlike past leaders, you have gone the extra mile to develop Karamoja. We thank you for disarming the warriors and creating peace. Karamoja now has universities, hospitals, and factories. We no longer have to go to Kampala for services. On behalf of Karamoja, we pledge to support you 99.9%,” Dr. Lokii said. The NRM Chairperson for Kaabong District, Hon. Lokwang Hillary, also thanked the President for ensuring peace in Karamoja and for supporting local SACCOs that have helped communities abandon cattle rustling. He also appreciated the ongoing fencing of Kidepo National Park, saying it would help prevent wildlife from invading communities. He further requested the President to upgrade Kaabong Hospital to a referral hospital to serve neighboring districts. Među ličnim stvarima koje je Napoleon nosio u Waterloo, ostala je kada je napustio nekoliko kočija zaglavljenih u blatu nekoliko kilometara dalje. Okrugli broš ima promjer od otprilike 45 milimetara, a sadrži ovalni dijamant od više od 13 karata okružen s gotovo 100 starih dijamanata brušenih u rudniku raspoređenih u dva koncentrična reda. Izrađen u pariškom ateljeu oko 1810. godine, dragulj je vjerovatno bio dizajniran da ukrasi Napoleonov dvorogi šešir i opremljen je kukom za vješanje koja se koristi kao privjesak. Nakon Waterlooa, broš je zajedno s Napoleonovim šeširom i mačem darovan pruskom kralju Friedrichu Wilhelmu III kao ratni trofej 21. juna 1815. godine. Ostao je u kući Hohenzollern generacijama, prelazeći od Friedricha Wilhelma III do Kaisera Wilhelma II, a kasnije do njegovog unuka, princa Louisa Ferdinanda od Pruske (1907. – 1994.). The construction is already around 40% complete, allowing for the relocation of all animals from the current facility into the newly completed habitats. New municipal animal shelter set to open in the first few months of 2026 Facilities Designed for Comfort and Care The new shelter, located on Avenida de Los Nenúfares, will include sixty-four kennels. There will be thirty-six for dogs, twenty for cats, and eight isolation units. There will be a capacity for more than thirty-five dogs and one hundred and sixty cats. There will also be a main building with a veterinary clinic, operating room, reception, office space, meeting rooms, storage, as well as a laundry room for the animals. Modern Operations, Year-Round Care Once it’s officially open, the shelter will operate 365 days a year, offering 24-hour animal care, making it extremely convenient for every pet owner. The city is also creating a €642,136 contract for animal care services over the next two years, covering feeding, hygiene, and veterinary needs. Safety, Comfort & Long-Term Commitment City officials are currently obtaining authorisations for asbestos removal in the old kennels to allow for their demolition and pave the way for the new building. Meanwhile, procurement is underway for medical equipment and furniture for the new facility. Mayor Eduardo Dolón has emphasized the importance of modern, pleasant, and safe facilities to ensure the welfare of all animals housed there. He also highlighted the large-scale financial commitment – nearly €2 million including construction and service contracts. President Yoweri Kaguta Museveni, the National Resistance Movement (NRM) presidential flag bearer, has hailed the gains of peace in Karamoja, calling it the foundation for the region’s development. Speaking to thousands of supporters during a campaign rally today at Jubilee 2000 Secondary School in Karenga District, President Museveni reflected on the challenges, achievements and future plans for the area. “I came here with my delegation to ask for your support and to speak to you about what we have done in the last 40 years and our next plans,” President Museveni said. From Cattle Rustling to Peace: Peace, the President emphasized, has been the cornerstone of progress in Karamoja. “When we first came here, the main challenge was insecurity caused by cattle rustling. What began as a cultural practice for paying bride price had turned into commercial crime. Stolen cows were being sold cheaply in distant markets; some were even taken to Kalerwe in Kampala. Many innocent people were being killed,” he said. As Uganda’s leader, President Museveni said he could not allow citizens to continue dying. “Some people said, ‘You cannot disarm the Karamojong unless you disarm the Turkana, Somalia, or Ethiopia.’ I told them, my responsibility is Uganda. I will disarm my people and protect their lives.” He also highlighted the social impact of the violence. “There was a woman in Nakapiripirit who had been married nine times, and all her husbands had been killed by the guns. What sort of country is that?” Today, Karamoja is enjoying peace,” he said. “Children are now going to school, and health services like immunization have improved because there is no more death by gun. The population is growing because people are surviving.” With peace restored, development began to follow: “Electricity has arrived here in Karenga. Years ago, power stopped in Soroti and Lira, and the economy had collapsed. Through prioritization, we extended electricity to Moroto, Kotido, Kaabong, and now Karenga,” he said. Communication infrastructure also improved through strategic partnerships with the private sector. “All they needed was peace and good policy. Now, everyone has a phone in their pocket,” he noted. President Museveni further outlined ongoing infrastructure projects, highlighting road improvements as a key priority. “We have already brought tarmac near you. From Kitgum, the road has reached close, and from Moroto, tarmac is already in Kotido and Kaabong. The next plan is to connect Kitgum– Namukora– Karenga–Kidepo and improve the Moroto–Kotido–Kaabong road.” Despite development, President Museveni reminded residents that personal wealth must be actively pursued. “Don’t be diverted by roads, electricity, and other developments. Poverty is personal, and so is wealth. The NRM has, since the 1960s, taught people how to create wealth. For decades, we have been campaigning for wealth creation for everyone.” He urged locals to use government programs such as Entandikwa, NAADS, OWC, Emyooga, and the Parish Development Model (PDM) to lift themselves out of poverty. “These opportunities are not for the rich, they are for the ordinary people.” The President also handed over the NRM flags to NRM aspiring Members of Parliament, LC V chairpersons, councillors, and other party candidates in Karenga District, formally endorsing their participation in the upcoming elections. Hon. Baatom Ben Koryang, MP for Dodoth West, praised the peace and development in Karenga. “Through your wise leadership, we are enjoying peace. Karenga has received 11.2 billion shillings under the Parish Development Model, and Lokole Seed School will soon open thanks to Maama Janet, the Minister of Education and Sports for her support,” he said. “We are also addressing human-wildlife conflicts, with 60 km of fencing already commissioned.” NRM impact in Karenga: Karenga District, one of Uganda’s newest districts, has made significant strides in development since its creation in 2019, benefiting from government initiatives such as the Parish Development Model (PDM) and Emyooga. According to official figures, Karenga has 10 Sub-Counties and Town Councils, 37 parishes, and 228 villages, with a population of 100,375 as per the 2024 Census. Since its establishment, the district has received 11.4 billion shillings under the PDM, directly benefiting 8,856 households, representing 45.8% of the district’s total households. Under the Emyooga program, Karenga boasts 33 Savings and Credit Cooperative Organizations (SACCOs) with 5,659 registered members, and a total of 1.01 billion shillings has been disbursed to support local entrepreneurship. The district has 21 government primary schools, one government secondary school, and a Seed Secondary School currently under construction. Health infrastructure includes one HCIV and four HCIIIs, with ongoing upgrades and new constructions to expand services. Access to safe water has reached 129 of the 228 villages (60%), leaving 99 villages still in need of reliable water sources. The campaign is running under the theme: “Protecting the Gains, Making a Qualitative Leap into High Middle-Income Status”. The event was attended by NRM Central Executive Committee (CEC) members, Members of Parliament, religious and cultural leaders, as well as thousands of supporters. Kroz razgovor sa moderatorom programa Vanjom Kovačevićem, gošća će podijeliti svoja razmišljanja o pozorištu i glumačkom pozivu, iskustvima koja su oblikovala njen profesionalni put, ali i o pedagoškom radu kroz koji nastoji da inspiriše i usmjeri nove generacije mladih glumaca. Govoriće i o savremenoj kulturnoj sceni Crne Gore, njenim dometima, izazovima i značaju umjetnosti. Interesovanje za oblast kulture u cjelini odvodi je na Interdiciplinarne studije, na Univerzitet umetnosti Beograd, smjer „Kulturna politika i menadžment”. Od 2005. članica je glumačkog ansambla Crnogorskog narodnog pozorišta. Iza nje je veliki broj pozorišnih, televizijskih i filmskih projekata. Osnivačica je nekoliko udruženja iz oblasti kulture. Pored rezervi Centralne banke Rusije, u EU su zamrznuta i sredstva ruskih privatnih lica. Oni imaju pravo da ih potražuju nazad, ali je to u praksi gotovo nemoguće. U EU se razmatra mogućnost da se zamrznuta ruska imovina iskoristi za ratne reparacije Ukrajini. Pored sredstava Centralne banke Rusije, u evropskim depoima se nalaze i zamrznuti hartije od vrijednosti miliona ruskih privatnih investitora – koji se ne nalaze na listama osoba obuhvaćenih sankcijama zapada zbog agresije na Ukrajinu. Teoretski, oni kao zakoniti vlasnici mogu da ih potražuju, ali to u praksi uspijeva samo malom broju ljudi. Žana Njemcova, ćerka ubijenog ruskog opozicionog političara Borisa Njemcova i suosnivačica Fondacije Boris Njemcov, već mjesecima ukazuje na ovaj problem. Ona smatra da bi imovina privatnih investitora trebalo da bude oslobođena i predlaže niz koraka u tom pravcu. Kako je zamrznuta ruska imovina? Čuvanje ruskih hartija od vrijednosti u depo-bankama obavlja se preko ruske centralne depozitarne institucije za hartije od vrednosti – Nacionalnog klirinškog depozitara (NSD), koji je ćerka firma Moskovske berze. Kada je reč o stranim hartijama od vrijednosti, koje su Rusi prije rata u Ukrajini mogli da kupe uz nekoliko klikova preko aplikacija ruskih brokera, NSD je imao samo posredničku ulogu, dok su same hartije od vrijednosti završavale uglavnom u dvije evropske depozitne institucije – Euroclear u Belgiji i Clearstream u Luksemburgu. Clearstream, iako ima sjedište u Luksemburgu, u potpunom je vlasništvu Njemačke berze (Deutsche Börse AG). Preko njih su se obavljale sve ruske transakcije sa stranim hartijama od vrijednosti, ne samo evropskim, već i američkim i drugim. Mnogi mali ruski investitori su tek u proljeće 2022. shvatili kako funkcioniše čuvanje hartija od vrednosti, kada su iznenada više nisu mogli da obavljaju transakcije. Njihove hartije od vrednosti su zamrznute isto kao i državne rezerve Rusije i imovina privatnih lica i organizacija koje su pod sankcijama. Privatni investitori su sada taoci trenutne situacije. Euroclear i Clearstream su prekinuli partnerstvo sa NSD-om ubrzo nakon početka rata, u martu 2022. – kao reakciju na odluku Centralne banke Rusije da zabrani ruskim brokerima prodaju hartija od vrijednosti u ime stranih klijenata. U junu su odluke Euroclear-a i Clearstream-a pravno potvrđene od strane Evropske komisije. Šesti paket sankcija EU sadrži jasnu zabranu evropskim organizacijama da sarađuju sa NSD-om. Koliko malih ruskih investitora je pogođeno? Ni sa ruske ni sa evropske strane ne postoje tačni podaci o zamrznutoj privatnoj imovini. Ni depozitne institucije ne daju informacije o tome. Poznata je samo ukupna vrijednost zamrznute imovine u Evropi, uključujući državne rezerve Rusije, koje čine najveći dio. Prema agenciji Rojters, radi se o oko 210 milijardi evra, od čega se 185 milijardi nalazi kod Euroclear-a. Ruske vlasti procjenjuju da je ukupna zamrznuta imovina pravnih i fizičkih lica širom sveta oko 5,7 biliona rubalja. Prema podacima Centralne banke, 20 odsto te sume odnosi se na fizička lica. Po trenutnom kursu od 95 rubalja za jedan euro, to iznosi oko 12 milijardi evra koji pripadaju privatnim investitorima. Tačan broj investitora takođe nije poznat. Ruski ministar finansija Anton Siluanov govori o 3,5 miliona ljudi, dok predstavnici Centralne banke procenjuju broj na pet miliona. Razlika se može objasniti time što viša procjena obuhvata ne samo direktne vlasnike stranih hartija od vrijednosti, već i one koji su ulagali indirektno – na primjer preko investicionih fondova. Ako se 12 milijardi eura podijeli na pet miliona ljudi, dolazi se do prosjeka od oko 2400 evra po investitoru. Jedan ruski broker rekao je u razgovoru sa Žanom Njemcovom da je kod većine njegovih klijenata zamrznut upravo takav iznos – oko 200.000 rubalja, što je nešto više od dvije prosječne ruske mesečne plate. Kako je moguće potraživanje imovine? Investitori mogu pokušati da povrate svoju imovinu – ako se ne nalaze na sankcionim listama. Za to im je potrebna dozvola belgijskog Ministarstva finansija, koje reguliše Euroclear. Ako je imovina zamrznuta kod Clearstream-a, moraju se obratiti finansijskim vlastima Luksemburga. Međutim, praksa je pokazala da je to bez pravne pomoći gotovo nemoguće. Osim toga, troškovi postupka često višestruko premašuju prosječnu vrijednost zamrznute imovine. Advokat mora da pronađe garanta ili da sam preuzme tu ulogu, objašnjava Aleksej Klimjuk, viši savjetnik za investicije u ruskoj firmi za upravljanje imovinom Alfa Kapital. Garant mora da potvrdi da podnosilac zahtjeva posjeduje imovinu, da nije pod sankcijama i da nijedna sankcionisana osoba ne profitira od transakcije za koju se traži dozvola. Osim toga, podnosilac zahtjeva mora da ima investicioni račun u EU, Švajcarskoj, Velikoj Britaniji ili SAD, jer transakcije na račun u Rusiji nisu moguće. Bez dozvole boravka takav račun ne može da se otvori. Prema platformi Brussels Signal, u Belgiji je prošle godine podnijeto 1214 zahtjeva za dozvolu, od kojih je 232 odobreno. Uglavnom se radilo o investitorima sa dvojnim državljanstvom – ruskim i nekim evropskim. Žana Njemcova rekla je za DW da joj je jedan investitor, koji je dobio odobrenje i od Euroclear-a i od Clearstream-a, ispričao da je za to potrošio 60.000 eura. „Neko bi mogao da pomisli da branim interese bogatih, ali to nije tačno. Postojeći postupak upravo štiti njihove interese, a ja, naprotiv, želim da on bude dostupniji”, kaže Žana Njemcova. Kakve su šanse da pogođeni Rusi dobiju svoju imovinu? Prema riječima Žane Njemcove, najprije bi trebalo skrenuti pažnju na problem. Ona smatra da evropski zvaničnici često ne razumiju razmjere svoje sankcione politike i da se ova tema rijetko obrađuje u evropskim medijima. Kao sljedeći korak, Njemcova predlaže popis zamrznute imovine, kako bi se utvrdilo šta pripada privatnim investitorima koji se ne nalaze na sankcionim listama. Nakon toga bi vlasti u Belgiji i Luksemburgu trebalo da razviju pojednostavljen postupak za investitore koji ne mogu da priušte skupe advokate. Njemcova priznaje da bi od toga vjerovatno korist imali samo oni sa dozvolom boravka ili državljanstvom neke zapadne zemlje. Svi ostali bi morali da čekaju kraj rata i ukidanje sankcija, što može potrajati. Šta će biti sa zamrznutom imovinom Centralne banke Rusije, u nadležnosti je Evropske komisije. Na pitanje DW da li razmatra i budućnost imovine privatnih investitora, jedan predstavnik Komisije nije želio da odgovori. Rekao je samo da je reč o „hipotetičkom scenariju”. Sprovođenje takvih mjera bilo bi teško, jer bi zahtijevalo saradnju ne samo sa evropskim, već i sa američkim vlastima. Iako zamrznuta imovina nije javno objavljena, jasno je da se uglavnom radi o američkim hartijama od vrijednosti koje su bile popularne među ruskim investitorima. Krajem 2021. prema podacima brokera koje je DW imala uvid, najtraženije su bile akcije američkih kompanija Alphabet, Apple, Boeing, Intel, MetaTrader, Microsoft i Tesla, kao i kineskih firmi Alibaba i Baidu. Za oslobađanje američkih akcija potrebna je dozvola Kancelarije za kontrolu strane imovine (OFAC) pri američkom Ministarstvu finansija, koja je uvela zabrane protiv Moskovske berze i NSD-a. Prema ruskom portalu RBC, advokati ruskih investitora tvrde da OFAC do sada nije izdao nijednu takvu dozvolu.

Crye was elected to Oberon Council as part of a ticket called Oberon First, which based its campaign on opposition to plans by a European renewables developer, TagEnergy, to construct 250 turbines on NSW Forestry Corporation land. The company says the closest turbine would be 15 kilometres from Oberon. But it has sparked fierce resistance. Oberon First – which has two elected councillors – was heavily supported by Oberon Against Wind Towers, a group that has spearheaded local opposition to the project. Electoral disclosure records show the group donated $7800 to Oberon First’s campaign. In total, Oberon First disclosed $14,550 in donations, a significant sum in that council’s elections. For context, only one other candidate disclosed any funding at all in the September 2024 poll: a $1050 self-funding declaration. The group has deep pockets. One of its founders, Chris Muldoon, is married to Alexandra Muldoon, a daughter of retired agribusinessman, banker and property investor Garrick Hawkins. The couple run a privately owned garden near Oberon, and last year paid $8.35 million for a Victorian terrace in the inner-Sydney suburb of Surry Hills. The group has run a particularly aggressive campaign against the project, but Muldoon is unapologetic about its tactics. “There is angst about the project. Do you think we’re going to sit back while a billion-dollar European wind power company wants to build 250 towers 100 storeys high, and we’re being told we’ve got to suck it up?” Muldoon says. “I can tell you now, we will keep ratcheting up the volume and the tactics, and we will stay united until these people leave.” Asked whether the political temperature in Oberon might have contributed to Crye’s actions, Muldoon said: “I think you’re looking a bit deep there.” “Only Michael will know what Michael was thinking,” he said. Crye could not be reached for comment. Back in Walcha, which this masthead visited last week, the divide in town is profound. Several business owners say they do not want to comment at all for fear of provoking a boycott. More than one says that Voice for Walcha, the community group fighting against wind developments that Timbs belongs to, does not speak for the whole town. One of the locals sees a division between struggling local business owners and some property-rich farmers seeking to protect their land values and the beauty of the region. “They just want Walcha to stay the way it is. They want to drive into town and get a cup of coffee and keep it looking the way it always has. But one day they won’t be able to because everything has already closed,” they say. “The town is dying.” Winterbourne’s developers have offered to pay $1 million upfront and $750,000 a year, indexed to the CPI, into a community benefit scheme to be managed by the council for the life of the project. But there is a lot more than that at stake. About 55 landholders stand to earn about $30,000 for each turbine hosted on their land each year. Some could have up to 10 turbines. The developer has also entered into negotiations with some neighbours who would be in sight of the towers for further payments. One local who is happy to speak on the record is John Stuart, who claims not to remember his age, and who has been running Walcha’s towing and crane hire outfit for decades. He has a stiff gait, a work-worn face, a firm handshake and a foot in both camps. “I own a farm too,” he says. “I’d let them build a turbine on it. I’d let them build 10.” He thinks Walcha needs the investment. The physical impact on the town and the region would be dramatic. Each of the 119 odd turbines would stand 149 metres high at their hub and 230 metres at the tips of their blades – 30 metres shorter than Sydney’s new Crown Casino building. Another opponent, Voice for Walcha member and council member Rachel Greig, notes that construction would see tens of thousands of truck movements along the narrow regional roads. Timbs worries about the environmental impact of clearing ridgelines for the turbines and the threat to eagles posed by the spinning blades. The New England Renewable Energy Zone, declared by the previous state Coalition government to encourage renewables development and help meet emissions reduction targets, will see projects such as Winterbourne spring up across the district. Vast solar farms have already crept across farmland outside Tamworth. All this new energy needs to be connected to east coast energy markets via transmission lines which, even in the planning phase, are accelerating community concerns. Bruce Moore owns a startlingly beautiful cattle and sheep farm that looks out over a valley that hides the headwaters of the Manning River. It has never been connected to the grid, and Moore and his family have spent tens of thousands of dollars over the years building up their own solar, wind and battery system. Even his shearing shed runs on green power. “The wind turbine hammering away in a windy day when I’m shearing makes me smile. I love renewables,” Moore says. One day just before the October long weekend, Bruce’s son Nick, who lives up the hill with his wife and young baby, took a call saying that EnergyCo – the NSW state government agency in charge of energy infrastructure planning – was considering a new route for transmission lines that would see them march across his property within metres of the old home. The family, who have lived off grid for years, has been left shattered by the news. Closer into town, Fletcher’s wife Jack pours tea and puts out a plate of homemade biscuits. Warwick explains how the last drought nearly broke him. He sold off all but one of his cattle – a cow managed to evade the last truck – and most of his sheep. He took on debt. He sees the Winterbourne wind project as a lifeline for him and his two sons. A steady income would drought-proof the operation. “They are always saying to farmers you’ve got to stop putting your hand out to the government, you’ve got to diversify. Well, that is what I’m trying to do,” he says. He takes exception to politicians and campaigners who have accused farmers in his position of “taking 30 pieces of silver” from the renewables companies. He has no plans of selling up. Warwick has voted for the Nationals all his life but can’t see himself doing so again, and certainly not for Barnaby Joyce, should he run again under any political banner. “He has always campaigned for farmers’ rights to do what they want with their land – unless its renewables.”
