Scottish Government to issue first bonds after receiving credit rating update, as independence warning given

Finance Secretary Shona Robison has described Scotland as a “safe bet” for investors as the Scottish Government prepares to issue its first financial bonds. The Scottish Government has been given the same credit rating as the UK. Credit rating company Mood’s gave the Government an Aa3 rating and S&P Global rated it as AA. Ms Robison told the BBC: “This focuses on the Scottish economy and the Scottish Government’s financial stewardship and Scotland’s ability to be a safe bet for investors. “It’s creating a gateway on a global stage to encourage investment in Scotland and persuade investors that Scotland is a safe place to invest, and that is good for our economy.” The Government wants to issue bonds which will allow it to borrow money from investors, who will receive regular interest payments in return. This will raise money for infrastructure projects. S&P Global said the Scottish economy was “strong” and operating “within a stable and predictable institutional framework that provides strong oversight and well-defined arrangements with the UK central government”. However, both agencies said their ratings could be cut if Scotland becomes independent. Ms Robison said: “Two global credit rating agencies have rated Scotland the same as the UK and better than Spain, Italy and Japan, and points to the strength of our economy, the strong institutional framework and the prudent financial management of the Scottish Government.” The Scottish Government has had the power to issue bonds since 2014. However, it has instead borrowed money from the UK national loan fund, which is seen as a cheaper way to raise money. Bonds could offer better value for money under certain circumstances and greater flexibility. The Scottish bonds are being nicknamed “kilts” - a play on the word gilt which refers to the bonds issued by the UK government. The Scottish Government is allowed to borrow up to £472 million for capital investment over the next year. This would take its capital borrowing to £2,7 billion, close to its legal limit of £3.1bn.

Three stars pull out of Liverpool Comic Con

Three stars have pulled out of Liverpool Comic Con. The popular fan convention will return to the Exhibition Centre Liverpool this weekend, running from Saturday, November 15 to Sunday, November 16. The event is set to welcome thousands of fans eager to meet some of their favourite film and TV stars. However, event organisers confirmed on social media on Wednesday, November 12 that three stars have had to pull out. Asa Germann, Derek Luh and Lizzie Broadway are no longer able to attend the event . The actors and actress star in American superhero television series Gen V, which serves as a spin-off series of The Boys. In a post, Comic Con Liverpool said: "Unfortunately due to a production change we have just heard that Asa Germann, Derek Luh and Lizzie Broadway are now unable to attend this event. "All Autograph and Photograph refunds will be processed automatically." Comic Con Liverpool attendees can still look forward to a star-studded weekend featuring Back to the Future star Christopher Lloyd, Beetlejuice Geena Davis and Dirty Dancing star Jennifer Grey. EU ‘will do everything it can’ for interconnector

The European Commission will “continue to do everything it can” to promote the planned Great Sea Interconnector project, European energy commissioner Dan Jorgensen said on Thursday. He was speaking to the Cyprus News Agency after a meeting with the energy ministers of Cyprus and Greece, George Papanastasiou and Stavros Papastavrou, over the project, which, if completed, will connect the electricity grids of Cyprus, Greece, and Israel, and described that meeting as “productive”. “We discussed key energy initiatives, such as the Great Sea Interconnector, a project which the EU strongly supports,” he said, before making reference to the “energy highways” mentioned by European Commission president Ursula von der Leyen during her “state of the European Union” address in September. Those “energy highways”, he said, “include the electrical interconnection of Cyprus with mainland Europe, thus ending the island’s electricity isolation”. “The European Commission will continue to do everything it can to promote this project. I look forward to continuing to work with Greece and Cyprus to make it a reality … Better and enhanced interconnection is essential for the EU, to lower energy prices for people and businesses and to secure our energy independence,” he said. His comments came after the governments of Cyprus and Greece had agreed to “update the economic and technical parameters” of the project during an intergovernmental summit in Athens on Wednesday. Papanastasiou explained later on Wednesday night that this would include an update to the project’s feasibility studies. “We have concluded that the … project must undergo an update, even in the financial aspect. The most important parameter of this study is to attract strong investors, who will have the ability to implement the project, so that the challenges surrounding the financial and possibly the technical aspects are sustainable,” he said. He added that “with this logic, we are moving in the direction” of a new feasibility study, “so as to integrate the techno-economic aspect into the new environment, which aims to find strong players and funds which will be able to financially strengthen the project”. Papastavrou, too, said the plans for a new feasibility study and updated “economic and technical parameters” are now afoot “in view of the potential investment interest”. “We highlighted the need for Europe to move quickly, to strengthen interconnection projects, and to further de-escalate the price of energy for households and businesses,” he said. Earlier in the day, Greek Prime Minister Kyriakos Mitsotakis said the move will allow the project to be “strengthened with the entry of new, strong investors, which is to the benefit of all of us”. Meanwhile, Cypriot President Nikos Christodoulides said the two countries are “moving forward in full coordination in expanding our mutual and regional energy cooperation and interconnectivity”. “I will agree with Mitsotakis that our common goal is to take essential actions for the effective implementation of projects which will have tangible economic benefits as well as a geopolitical footprint, and it is precisely in this context that we have agreed with [Mitsotakis] to update the economic and technical parameters,” he said. Opening the project to further investment may soothe the rift between the Cypriot and Greek governments which has been rumbling for months over the Cypriot government’s initial agreement to make five annual payments of €25 million to Greece’s independent transmission system operator Admie for the project. The payments would be made in advance of the project’s completion, and ould in effect help finance the project and ensure that Admie, its 51 per cent shareholder and implementing body, will have a stable income while investing in the project before it turns a profit. However, the Cypriot government has thus far withheld the funds, cited a lack of tangible progress on the project and differences in opinion regarding how the money should be sourced as its reasons behind not paying the money. Cypriot Energy Minister George Papanastasiou had said in September that Cyprus will pay the first €25m instalment when the project is being “implemented in its entirety”, and that the construction of cables alone is “not enough” to meet this criterion. Differences between the two governments became further entrenched Cypriot Finance Minister Makis Keravnos accused Papastavrou of “fake news” over the matter, with Greek Foreign Minister Giorgos Gerapetritis calling for clarity regarding Cyprus’ position the following day. Keravnos’ comments had come after Papastavrou had said that he “does not show” the studies which he claimed demonstrate the project is not sustainable. In response, he said the studies had been commissioned by Papanastasiou, that they were “properly delivered” to the Greek energy ministry, and that they had even been sent to Papastavrou’s predecessor Theodoros Skylakakis. Papastavrou had previously decried what he described as “constantly conflicting messages from the Cypriot side” over the matter. In more positive news for the interconnector, Papanastasiou attended a ‘3+1’ meeting of the energy ministers of Cyprus, Greece, Israel, and the United States last week, where the four ministers present – Papanastasiou, Papastavrou, Eli Cohen of Israel, and Chris Wright of the US, had also made reference to electrical interconnection projects. The four had committed to “use the 3+1 format to support the goal of diversifying the region’s energy supplies by reducing reliance on malign actors and improving connectivity between likeminded regional partners”, with the statement also declaring their aim to meet again in Washington DC between April and June next year.

अवस्था आउँछ कि भन्ने त्रास थियो । हामी त्यस्तो अवस्था नआउने तर्फ लाग्यौं । सुरक्षा निकायका पूर्वाधारहरू क्षति भएका थिए । उनीहरूको मनोबल कमजोर रहेको अवस्था थियो । नेपाल प्रहरीको मात्र ४६५ युनिटहरूमा क्षति पुगेकोमा हालसम्म ४४८ वटा संचालनमा आइसकेका छन् । त्यस्तै, क्षति पुगेका १० जिल्ला प्रशासन कार्यालय र ४ वटा इलाका प्रशासन कार्यालयहरूको सेवालाई सूचारु गरिएको छ । जेन–जी युवाहरूसमेतको सहभागितामा गृह मन्त्रालयमा सहायता कक्षको स्थापना गरी सुरक्षा जोखिम भएका व्यक्तिहरूलाई सहजीकरण गरिएको थियो, जसलाई हालसम्म निरन्तरता दिइएको छ । करिब २ महिनाको अविधमा हामीले शान्ति सुरक्षालाई सामान्य अवस्थामा ल्याउन She was still being sought as of Tuesday evening. “We will be requesting that she gets jail time out of this,” Pahssen told WNEM. The manager allegedly told police that the female customer had ordered some breakfast sandwiches and coffee on the McDonald’s app. She came in to try and get a refund, the manager says, despite there being no name given on the app. “It was just left blank,” Pahssen recounted, noting how a dispute broke out. “The lady came in and tried to return two sandwiches,” the detective alleged. “She wasn’t happy about the breakfast sandwiches, and that’s when they continued to argue. And next thing you know coffee was being thrown.” Pahssen said the employee suffered minor injuries, leading to a misdemeanor assault and battery warrant being obtained for Brown’s arrest. He told WNEM that he had never seen a case like this in his 22 years as a law enforcement officer. “Once it goes through the court system, we’ll see what happens when she goes to court,” Pahssen said. “But we will be requesting that she gets some jail time out of this.”

But to me, he was Mamu, Brotherji, as I would lovingly call him—my mentor, my guide, my closest confidant. His sudden departure has left a silence that feels permanent. But, in that silence, every word of wisdom he ever shared echoes. Just six months into my life, my maternal grandfather, the late Ghulam Nabi Bhat, a policeman by profession, adopted me with my father's consent. My childhood unfolded in Chotta Bazar, Kani Kadal, under the loving care of my grandparents, uncles, and aunts. Among them, the youngest—Tariq Mamu—stood out. Since my mother was the eldest in the family, I was treated like royalty, and he, my young uncle, became my world. As a child, I would see him come home late, often long after midnight, carrying newspapers and scribbled notes. I didn't understand what he did then—I only knew he worked with words. I still remember the year 1994, when I first used an old newspaper as a cover for my school notebook—little realising that one day, I would make my living through those very words printed on paper. He began his journalistic journey in 1997, first with Submission, then Indian Express, and finally, THE WEEK. By the time I was in class 12, around the year 2002, I began to understand what my Mamu truly did — chasing truth, shaping narratives, and giving voice to people who otherwise went unheard. I would watch him leave home early, only to return when the city had gone to sleep, still alert, still thoughtful, still curious. When I graduated in commerce, life took a turn. My father faced financial difficulties, and once again, it was Brotherji who appeared like an angel. He offered me a 'small job' as an office assistant in his newsroom, but it turned out to be the greatest classroom of my life. He made me sit beside him, observe how he drafted stories, talked to officials, cross-checked facts, and turned chaos into clarity. Soon, he urged me to pursue Post-Graduation in Mass Communication from IGNOU, paying my fees himself. He said, 'If you want to understand life, learn to tell its stories.' Those two years, from 2007 to 2008, were transformative. Every day was a lesson in journalism—not just how to report, but how to feel what others felt. After I completed my course, I joined the daily, Rising Kashmir, soon after its launch in 2008. Later, I spent almost a decade with Greater Kashmir as Senior Special Correspondent before returning to Rising Kashmir. In every phase, in every story I wrote, there was an invisible hand guiding me—his hand. Brotherji had an extraordinary way of teaching. He never imposed lessons; he simply lived them. He taught by example—his humility, patience, and work ethic were unmatched. He often reminded me, 'Good journalism begins when you stop chasing fame and start chasing facts.' He had that rare gift of making even the most complex issues seem simple, both in his writing and in life. When I look back today, I realise that every step of my journey was quietly mapped by him. My first byline, my first interview, my first political story—he celebrated them as if they were his own. And whenever I faltered, his words echoed in my mind: 'Don't write to impress, write to express.' November 4, 2025, will remain the darkest day of my life. His sudden passing from a heart attack at our ancestral home in Chotta Bazar shattered me completely. It wasn't just the loss of an uncle; it was like losing my second father, my mentor, my dearest friend. For days, I couldn't pick up my pen. The very tool he had taught me to wield, felt heavy without him around. Yet, even in his absence, he continues to guide me. Each time I file a story, each time I edit a line, I imagine him sitting beside me, smiling softly, saying, 'Now that's how you tell it.' His legacy is not limited to the stories he wrote for THE WEEK—it lives through the countless journalists he inspired, the principles he upheld, and the family he nurtured with boundless love. So, don’t ever trivialise sin or pervert God’s forgiveness. Today’s text describes Ezra’s attitude and drastic response to the sins of the Israelites who returned from exile. No sooner had the people returned from captivity than they began to walk again, the path that led them to exile. They got into mixed marriages with the heathen and adopted pagan practices in violation of God’s commandments. Ezra responded promptly and took steps to rectify the situation. He fasted and mourned over the people’s unfaithfulness and assembled them to make proper restitution. Ezra was troubled and showed deep remorse when he heard that the priests, Levites, and leaders of Israel were ringleaders in this sin. Though he interceded for the people and asked God to forgive them, he took drastic action to deal with their sins. Ezra knew it was futile to expect forgiveness without leading the people to repent and make necessary restitution. Ezra’s response to the sins of the people challenges us to examine ourselves concerning our attitude to sin. If we allow sin to linger in our lives and the congregation or treat it with kids’ gloves, we risk becoming hardened by its deceitfulness. Before long, we may begin to tolerate and make excuses for evil. This is how some people get to a point where they think they can obtain God’s forgiveness by glibly confessing their sins without forsaking them or making necessary restitution. That is nothing but perverted forgiveness. However, the appropriate way to deal with sin is to repent, confess, and forsake it. Gas-based pocket lighters and water bottles were being confiscated in plenty after authorities tightened security checks of Dhaka Metro passengers on Thursday morning. The security at every metro station has been beefed up, and Dhaka Mass Transit Company Limited's (DMTCL) Managing Director (MD) Faruk Ahmed was personally leading inspections to see if the tightened security measures were being followed, Bangladeshi media reported. The backpacks and other belongings of passengers were being thoroughly checked across metro stations, with even water bottles being asked to be left behind to ensure 'public security,' Prothom Alo said in a report. Photos shared on X showed piles of pocket lighters at stations after being confiscated from passengers. The security procedures were increased to ensure no untoward incident happens ahead of the announcement of the verdict date of a case of crimes against humanity committed during the July uprising at the International Crimes Tribunal (ICT). The accused in the case include ousted Prime Minister Sheikh Hasina, former Home Minister Asaduzzaman Khan, and former IGP (Inspector General of Police) Chowdhury Abdullah Al-Mamun (Approver or Rajsakshi). The tribunal has set Monday as the date for the verdict in the case. 17 buses have been set on fire across the country in the wake of the Awami League's online 'lockdown', Prothom Alo said, adding that 16 of the incidents occurred in Dhaka and its surrounding areas. It is likely that the security personnel are taking no chances with inflammable substances and liquid containers inside the metro trains.

PhonePe said that this would also improve the experience on its platform by offering smarter, more relevant assistance for everyday tasks such as travel planning and shopping.The collaboration will make ChatGPT accessible across the main PhonePe app, PhonePe for Business, and the Indus Appstore. “As the adoption of generative AI increases in the country, this collaboration will help open up potential use cases for users,” the company said in a press release.Commenting on the tieup, Oliver Jay, head of International strategy and operations at OpenAI, said, “Our collaboration with PhonePe is a significant milestone in our mission to make AI more accessible to people throughout India.
