Role Summary This position is responsible for overseeing the daily operations of Benefits, Payroll, and Legal/Compliance functions while supervising the HR & Legal team. The role leads benefit strategy and open enrollment, manages leave of absence (LOA) and workers’ compensation processes, and ensures compliance with federal, state/provincial, and local regulations. It also administers the non-management performance evaluation process, supports policy implementation, and drives continuous improvement across HR and Legal operationsScope of challenge - Department levelExpected behavior - independently complete the task with some adviceExpected tasks - Complicated irregular tasksEssential Duties and Responsibilities Manage the daily operations of Benefits, Retirement Plans, Payroll, Insurance, and Legal/Compliance support functions to ensure timely and accurate executionProvide direction, workload prioritization, and performance coaching to staff, ensuring balanced task distribution and continuous skill developmentLead the design, implementation, and evaluation of employee benefit programs, including annual open enrollment, renewal strategy, and cost/plan analysis.Monitor LOA cases including FMLA, ADA, and other statutory leaves; ensure accurate tracking within the LOA system and coordinate return-to-work and accommodation processes.Oversee Insurance claims reporting, case follow-up, and coordination with insurance carriers and managers to ensure compliance and timely resolution.Collaborate with external legal counsel and internal contact point to address employment-law matters, audits, and compliance with federal, state/provincial, and local regulationsReview and approve payroll processing, ensuring accuracy, compliance, and data confidentiality; maintain HRIS data integrity and audit readinessCoordinate and monitor the non-management performance evaluation process, ensuring consistency, fairness, and timely completion across departments.Support the rollout and interpretation of company policies, Employee Handbook updates, and compliance communications to staff.Manage relationships with benefit brokers, plan administrators, and legal service providers to ensure effective support and service quality.Develop, document, and continuously improve standard operating procedures to enhance efficiency, accuracy, and employee experienceLead or assist in HR and Legal initiatives, audits, and reports; provide insights and recommendations to senior management for strategic planningPerforms other duties as assigned.Requirements: Qualifications Competencies and expected performances required for your job gradeExpertiseApplies expert knowledge, skills and abilities from a range of fields in performing duties requiring complicated decisions, all while maintaining an awareness of safetyAcquires and deepens detailed practical knowledge and skills pertaining to systems, regulations and laws for performing complicated operational procedures as well as all-around knowledge and skills pertaining to related dutiesProblem SolvingBased on a process of logical thinking and decision-making, promptly discerns issues pertaining to the operation and impact of policies connected to the goals of the office and/or airport, including the impact on duties outside of one’s sphere of responsibility. The employee is frequently exposed to wet or humid conditions (non-weather); fumes or airborne particles; outdoor weather conditions; extreme cold (non-weather) and extreme heat (non-weather). The employee is occasionally exposed to work in high, precarious places; toxic or caustic chemicals and risk of radiation. The noise level in the work environment is usually moderate.Physical Demands The employee must frequently lift and/or move up to 25 pounds. While performing the duties of this Job, the employee is regularly required to stand; walk and talk or hear. The employee is frequently required to sit; use hands to finger, handle, or feel and reach with hands and arms. The employee is occasionally required to stoop, kneel, crouch, or crawl.
