Job Description

Our People and Culture team plans, builds and designs people strategies to ensure that Rainbow Centre has a competent and passionate workforce to meet the aspirations of our service users. The Senior Executive, People & Culture (Shared Services) will provide HR support in a Special Education (SPED) School, ensure accurate execution of HR operations, and leverage HR systems to deliver quality services.Reporting and Data ManagementHR Reporting: Prepare HR reports (e.g. employee movements, learning & development, employee confirmations, workplace injuries, absenteeism, and manpower deployment) to be used for management reportingHR Data for Workforce Planning: Collate requested employee data for workforce planning purposesHR Data Submission: Submit HR data to relevant portals (e.g. MOE's SPED School Management "SSM" System) and stakeholders in a timely mannerHR Administrative Support: Provide administrative assistance (e.g. employee matters and employee data) to the School LeadersEmployee Lifecycle ManagementOnboarding: Coordinate end-to-end onboarding process, including administering reference checks, preparing employment letters, deploying teachers, and ensuring new hires receive the complete onboarding package (IT equipment, access, software, system logins, etc) on their first day of workEmployee Profile Creation: Create and maintain employee profiles on internal system (e.g. HR Systems), internal trackers, and external platforms (e.g. MOE's SSM System)Offboarding: Coordinate with internal and external stakeholders to ensure a seamless employee exit process, including clearance, IT offboarding, system updates, payroll adjustments, and timely removal of records from MOE's SSM SystemHR OperationsEmployee Records Maintenance: Maintain accurate and updated records of employee movements and changes in HR systems and trackersEmployment-related Documentation: Administer confirmation, re-employment, renewals, employee referral schemes, maternity/paternity/shared parental leave and other employment related documentationHR-related Queries Resolution & Escalation: Support employees with day-to-day HR queries, while ensuring timely resolution or escalation of complex issues to the P&C Business PartnerWorkplace Injury Claims Management: Manage work injury claims, including information collation, MOM reporting, and finance submissionHR Letters Preparation: Prepare letters, contracts, and certificates of service as requiredHR Project and Process Improvement Support: Support HR projects, audits, and ad-hoc tasks to improve process efficiency and employee experienceEmployee Training Administration: Administer training grants applications, training bonds, training agreements, and course registrationsManpower and Office AdministrationManpower Administration & Documentation: Administer adjunct and temporary manpower contracts, renewals, and recordsVendor Coordination: Coordinate with external service providers for manpower support, including PRF processing and timesheet managementShared Administrative Responsibilities: Support the school's daily arrival and dismissal operations to ensure safety, order, and smooth coordination as part of the administrative teamJob Holder RequirementsA good diploma or tertiary qualification in Human Resource Management or related fieldAt least four (4) years of administrative experience, and preferably of which, two (2) years of HR related experienceGeneral knowledge of manpower laws and regulationGeneral knowledge of components of employee lifecycle Only Singaporeans and Permanent ResidentsService is at the heart of RC’s purpose and we seek to serve our clients with respect, dedication and compassion, understanding that we are entrusted by society to serve with excellence and the highest ethical standards.
