Job Description

The Business Analyst role will assist in supporting procurement projects. It will include delivering products such as requirements documents, options analysis and project estimations. The expectation is to follow a Project Delivery Execution Framework, including any relevant documentation and artefacts. The scope will involve initiating new projects and assisting with the initiation and analysis before the project commences. May be asked to assist with other priority projects as determined by the client’s requirements. The role will support the clients Project Manager in performing strategic and market analysis and evaluating risks. The goal is to ensure value for money and alignment with WA government policy objectives, while managing project complexity and risk. This process requires assessing the business need, market conditions, financial viability, and compliance with government regulations. Analyst will work to clearly define the objectives and detailed scope of requirements for the procurement project. Identify and document project risks (e.g., political, financial, environmental) and develop mitigation plans Understand the impact of the proposed procurement on various stakeholders, including buyers, vendors, industry segments, and the community Perform analysis to ensure the procurement aligns with broader government political, business, and economic objectives Skills and ExperienceStrong conceptual and strategic thinking to solve complex, multifaceted problems. Knowledge and understanding of the entire procurement lifecycle, including purchasing, tendering, contract development, and ongoing contract management. Experience in strategic sourcing, supplier evaluation, and selection processes. Excellent written and verbal communication skills, including the ability to articulate complex information clearly to diverse audiences. Capacity to analyse business processes, identify issues, and recommend practical improvements. Experience with State Gov procurement activities and processes is desirable QualificationsTertiary or relevant industry-recognised IT qualifications (E.g.: PRINCE2 and ITIL Qualifications) PMBOK experience At least 5+ years’ relevant experience in Business Analyst role Experience working in WA State government procurement.
